1 Utah Transportation Commission Meeting Agenda Item Fact Sheet Commission Meeting Date: December 15, 2017 Agenda Item #: 7A-1 Agenda Item Title: 2018 STIP Amendment #3 I-15 NB; 9000 South to I-215 Scope and Funding Addition Presented By: Bill Lawrence Background: Region Two requests approval to add $20.0 Million to the I-15 NB; 9000 South to I-215 Project - PIN The I-15 NB project will improve some of the movements between 9000 South and the I- 215 exit, and relocate others, to provide a safer and more efficient transition for motorists entering and exiting I-15, between the 9000 South on-ramp and I-215 off-ramp. Additional traffic studies are showing that making those improvements at 9000 south, would only shift the traffic congestion further south. Based on the traffic study, adding auxiliary lanes Northbound, from Bangerter Highway to South, as well as adding a Collector-Distributor System from South to I- 215, will address the congestion issue and improve peak hour travel. Region 2 is requesting to add an additional $20 Million from unprogrammed balances in their Pavement Programs and from their Transportation Solutions Funding, which will increase the project value to $150 Million. 13 Utah Transportation Commission Meeting Agenda Item Fact Sheet Commission Meeting Date: December 15, 2017 Agenda Item #: 7A-2 Agenda Item Title: 2018 STIP Amendment #3 SR-224; SR-248 to Bear Hollow Funding Addition Presented By: Bill Lawrence Background: Region Two requests approval to add $2.0 Million to the SR-224; SR-248 to Bear Hollow Pavement Rehabilitation Project - PIN The original scope was for a 3" mill/fill and a 1" OGSC for about half the length of the project, and the other half would just receive 1" OGSC. Additional investigations provided insight into further pavement deterioration resulting in a more extensive pavement treatment needed for the entire length of the project. The additional $2.0 Million of STP_FLX_ST funds are available from unprogrammed balances in their Pavement Rehabilitation Program (Master PIN s and 12136). The new project value will be $6.5 Million. This project is planned to be designed and advertised this federal fiscal year using $1.2 Million of 2018 Highway Safety Improvement Program (HSIP), funds. ($635K of HSIP High Risk Rural Road funds and $565K HSIP). The scope of work is to replace substandard end treatments and guardrail with standard treatments. 16 Utah Transportation Commission Meeting Agenda Item Fact Sheet Commission Meeting Date: December 15, 2017 Agenda Item #: 7A-4 Agenda Item Title: For Information Only - Region Three Project Combination Presented By: Bill Lawrence Background: FYI - Region Three has combined the US-40; WB Passing Lane W of Strawberry Reservoir Project (PIN 13394) with the US-40; Daniels Summit to Soldier Creek Project (PIN 15696). The US-40; WB Passing Lane W of Strawberry Res. Project is a passing lane project on US-40 just east of Daniels Summit that is funded for $13.96M. This section of roadway is also in need of a pavement rehabilitation across the entire width of the roadway extending even further east into the Strawberry Valley. The Project to do that work is the US-40; Daniels Summit to Soldier Creek (PIN 15696), funded for $24.2M. As you can see in the map these projects connect so it made sense to combine these project for economy of scale and to limit the impact to the traveling public by doing both projects as one. Utah s total repurposed earmarks were $6,166, ($5,776, of Federal funds and $389, required match). This request would include to first set a side $885,000 of these funds to match the Zion s Canyon Multi Modal Access Project Tiger Grant if received. Currently the match for this was committed at the October, 2017 Commission meeting using Region Four s TAP funds. Then with the balance, equally distribute these funds to the Regions to be added to their Transportation Alternatives Program. 20 Utah Transportation Commission Meeting Agenda Item Fact Sheet Commission Meeting Date: December 15, 2017 Agenda Item #: 7C Agenda Item Title: State Infrastructure Bank (SIB) Loan Request - Military Installation Development Authority (MIDA). Presented By: Bill Lawrence Background: The Utah Legislature during the 2017 legislative session, passed SB 277, which directed that nineteen million dollars of the bond proceeds issued to be provided to the Transportation Infrastructure Loan Fund (SIB). It further stated that $10 million of these were for the Military Installation Development Authority (MIDA). In following the SIB loan process, MIDA is requesting approval from the commission for an SIB Loan for $10 Million dollars. The funds are to be used for the design of the North Portal under Highway 40 in Wasatch County and the design and construction of the Jordanelle Parkway that will connect to the frontage road that goes through the Portal. The request is for a term of 15 years with an interest rate at 2.25%. Because the source of payment is planned to come from tax increment resulting from development, the first five years of the loan period would accrue interest only which will be capitalized and added to the principal, so the first principal and interest payments will begin five years after the first draw by MIDA. Year s 1-5 will add $1,176, dollars of cumulative interest to the principal amount. The next 10 years, will include principal and interest payments at 2.25% on a principle balance of $11,176, Annual payments would be $1,260, See included amortization chart. The security for the loan will be a corporate guarantee provide by a property owner which will be replaced with assessments on adjacent property owners. MIDA will create the assessment area and assess the property pursuant to Utah s Assessment Area Act.
