Basic Meeting Information Public open house for the greater community surrounding the project area Date: October 12, 2017 Time: 6:00 pm 8:00 pm Location: Woodbury City Hall (Ash and Birch Conference Rooms) 8301 Valley Creek Road Meeting Notifications Advertised in City of Woodbury September Newsletter Posted on Washington County Project Website Invitation postcards were mailed directly to 485 properties surrounding the project area Targeted Ad on Facebook reached a total of 1,470 impressions Attendance Attendance: Approximately 25 individuals signed in o See Attachments for digital scans of the sign-in sheets 8 staff present o 4 Washington County (Nathan, Joe, Allie, Mindy) o 1 City of Woodbury (Tony) o 3 SEH (Sue, Mike, Kristin) Meeting Description The open house began with a brief presentation that introduced the project objectives, existing conditions, and preliminary traffic analysis results. Attendees were then encouraged to review presentation boards with detailed project information and ask questions one-on-one. The presentation boards provided information on project goals, location, schedule, ADT forecasts, crash data, LOS, queue lengths, and regional and city trails. Attendees were also asked to place a small dot (red for businesses, yellow for residences) on their properties for a visual record of which properties were represented at the meeting. Comment cards were distributed and collected. 2 Summary of Open House 1: October 12, 2017 Page 2 Comments: Comments were received in variety of methods, including written comment cards collected at the meeting, verbal comments captured by staff on comment cards, and comments that were ed. Sixteen comment cards were collected from attendees during the meeting, and three additional comments were submitted by . See appendix for scanned originals of all submitted comments. I am a homeowner in the Spinnaker Cove Club Home Association and currently serve as the Association Board President. We have 89 Homes in our Association along Markgrafs Lake Drive and the private streets connecting to the Drive. I have had concerns as I travel east on Tamarack Road approaching Markgrafs Lake Drive. I have heard many others in our Association have similar concerns. I believe improvements could be made to assist traffic flow at this intersection. Ideally a right turn lane would alleviate much of the concern. Another option may be to have the right lane be right turn only and have the left land for left turns and for those going straight through the intersection. It would also be helpful to have a flashing yellow arrow to allow turns for all directions. If you have any questions or need further clarification please feel free to contact me. Thank you for your consideration of this request. I would appreciate hearing back from you if there are any planned improvements for this intersection so that I might report to our Association. 12 Nathan Arnold From: Sent: To: Subject: David Johnson Thursday, October 12, :23 PM Nathan Arnold Follow-up to Woodbury Dr Local Roads Project Nathan: Thanks again for the opportunity to weigh in on the improvements that are being planning for the roadways in this area. Our comments on the project would include the following: 1. Consider an acceleration lane for traffic coming off of I 94 onto Co 19 to replace the two lane turning that is taking place in red light situations. 2. Continue the three lane arrangement on Commerce Dr. as it works well to allow truck traffic to enter and leave the Crossroads Commerce Center project at Commerce Dr. 3. Consider a roundabout or traffic light at Rivertown Dr. and Hudson Rd. 4. Change the traffic markings on Commerce Dr. for traffic coming from the east to allow two lane traffic to go beyond Sam s Club before they have to merge into one lane. 5. We like flashing yellow arrows to facilitate traffic movement. 6. Sidewalk additions on Commerce Dr. as shown on your drawing would be a welcomed addition for residents seeking bike or foot access to our tenants and to allow similar movement of our tenants to the dining and shopping choices just down the street from our project. 7. The current timing on the turn arrow for traffic east bound on Hudson Rd to North bound 19 and on to I 94 is too short and often takes two light changes to empty the dual turn lanes. 8. Landing areas are needed for public transit to accept and discharge passengers on all roads with public transit so they don t stop a lane of thru traffic. 9.
