1 January & February 2019 TIFFIN WINTER SNOW & ICE REMOVAL Just a reminder, City Ordinance requires that the Public Works Department begin snow plowing or ice removal immediately after it has stopped snowing or sleeting. Plowing or sanding of emergency routes may begin sooner at the discretion of Public Works Department. For larger snowfalls, a snow-ice emergency may be declared. In such an event, vehicles on streets will have to be moved. Any vehicle found to be parked where not permitted during an emergency declaration may be towed. Towing costs will be assessed to the owner of the vehicle. During less severe snow falls, vehicles parked on city streets must be moved within 24 hours. Vehicles also must be removed from dead end streets so snow can be plowed. If your vehicle has been towed, you must contact the Johnson County Sheriff s Department for a release. Snow plowing may create a snow pile at the end of driveways that cannot be prevented. Property owners should not push the snow back into the street, as it will create a hazard. Please respect your neighbors and do not push your snow onto their properties as well. Assistance is requested in keeping fire hydrants dug out for your protection and will help the fire department find the fire hydrants in an emergency. Per City ordinance, sidewalks must be cleared of snow and ice within 48 hours after snowfall. If the City is required to clear the sidewalk, the costs will be billed or assessed for collection. I-DOT 80/380 Update Due to inclement weather in the fall of 2018, final grading and gravel placement for the finished roadway could not be completed for the new Kansas Avenue realignment in the Southwest quadrant of the I-80/I-380 Interchange. Work will begin in spring after winter weather subsides. 4 Note From The Mayor We are well into winter at this point. The falls poor weather caused difficulties for several city projects and brought most to an abrupt halt. Our City Staff worked hard to get Railroad Street and Grant Street paved and Roberts Ferry Road paved as far as possible to make the roads passable during the winter. I do not have much new information regarding those projects due to winter slow down time, however I can assure you that City Staff is working hard at planning and scheduling to make projects run as smooth as possible during the 2019 construction season. The traffic lights at Highway 6 and Roberts Ferry Road intersection, completion of the Roberts Ferry Road project and the Phase 1 of the Original Town Urbanization should be complete by mid-summer In addition, we will complete an expansion of the soccer fields parking lot this coming summer. We expect traffic signals to be installed at Highway 6 and Deer View Avenue intersection by late summer. As I have said many times, the City Council makes current and future traffic flows and safety a high priority and I do not expect that to change. During my time as Mayor, the Council has significantly increased contractual time with the Johnson County Sheriff s Department to have a bigger presence in town. This year I expect the Council to increase patrol time again so please slow down and stop at stop signs. I realize our huge Sewer Plant expansion is not a glamorous topic, but with the growth of Tiffin, the Plant expansion is by far the most important and expensive project to date for our City. I think it s the most important and expensive in the history of Tiffin, but for sure while I have been Mayor. The Plant is on schedule and should be fully operational by July Our City just had a financial audit completed by the State of Iowa. Thanks again to our City Hall Staff for continued hard work and for making nearly heroic improvements to city policies and procedures for the City to be awarded with a successful audit. Results of the audit will be made public soon after final review from the State Auditor s Office. I am very proud of the fantastic work being done by our City Staff and City Council members to continue to make Tiffin the best it can be and a great place to live and call home. Please take time to thanks our City Staff and City Council members when possible. As I mention in each summary I write, there are many other projects our City Council and City Administrator continue work on but I don t have time to mention all of them here. Please watch our City Website for information and don t hesitate to ask questions of any City Council member, myself or other City personnel. P.S. Planning continues on a spectacular Recreation Center, and our new Grocery store, Fareway will be opening by May 2019! Discussion and Review of Conceptual Plan for 300 Main Street Pace Properties For Developer Direction Upton arrived at 6:05 PM. Discussion: Developers John, Nick, Nathan Faselt provided a conceptual plan for the East side of the 300 block of Main Street. Council and Developers discussed parking requirements. Developer is proposing first floor parking on the main level and two floors of residential with a potential to convert the first floor parking into commercial space as demand requires. Council and Developer discussed the look and feel of the Original Town. Council would like a general Old Historic downtown feel with a modern twist. Discussion on Slum & Blight and any incentives for developing. Developer will meet with City Administrator to work through the incentive matrix. Discussion and Review of Ridgeway Heights Neighborhood Open Space Requirement Discussion: Duane Musser, Watts Group presented the revised grading plan and preliminary plat for the open space requirement which now dedicates 2.75 acres to the City. Developer removed lot 3 and added that to the green space. This will allow for off-street parking. Discussion of FY Budget Discussion: Doug Boldt, City Administrator facilitated the discussion with Council for the FY 19/20 Budget planning. Discussion and Review of Prairie Village Part 2 Revised Concept Plan Discussion: Matt Adam, Developer presented a revised concept to Council. He is presenting an R-2, duplex development. His original concept showed a cluster of six 4-Plex buildings with some commercial lots. These are now going to be out-lots for future development. Council discussed holding off on the two out-lots instead of developing along Park Rd.

6 Discussion and Review of Ridgeway Heights Developer s Agreement Discussion: Duane Musser, Watts Group, discussion of the developer s agreement. Council and Mayor discussed usable green space designation for this development. The developer asked if the City will accept money in lieu of green space. Council prefers green space. Will be available by phone if needed on an on call basis. Roundabout is on for February. Land swap has been submitted and waiting for formal approval. Al Havens left the meeting at 7:37PM City Administrator s Report Park Road & Oakdale plat of surveys, waiting on items from Dean Spina. Provided an update TIF Map showing Tiffin has a TIF Capacity of $2,075,213 and we are only certifying $1,173,697. Tiffin is only collecting 56.5% of the available TIF. Homeowner having issues with sewer line on RFR project, resident saying it changed after MidAmerican s boaring. Bryant House rental interest. Motion to adjourn by Ryan. Second by Schnedler.
