Notice is hereby given that a majority of the City Council may be present at the meeting of the Public Safety Committee to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the City Council pursuant to State ex rel. Badke v. Greendale Village Bd., 173 Wis.2d 553, 494 N. W. 2d 408 (1993), and must be noticed as such, although the Council will not take any formal action at this meeting.
2 CITY OF HUDSON PUBLIC SAFETY COMMITTEE December 5, 2013 PRESENT: Alderpersons Hoggatt, Vanselow, and Yacoub. ALSO PRESENT: Chief Marty Jensen, Chief Kim Eby, Chief Jim Frye, Dave Krupich, Tanya Borg, Angela Fellrath, and Melanie Herberg. A copy of the agenda was posted in City Hall lobbies, delivered to the Hudson Star- Observer, and mailed to committee members on December 4, Alderperson Yacoub called the meeting to order at 6:00 p.m. in the Council Chambers of City Hall. MINUTES OF THE NOVEMBER 7, 2013 MEETING: MOTION by Hoggatt, SECOND by Vanselow to accept the minutes of the November 7, 2013 meeting. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION ON TRAP-NEUTER-RETURN PROGRAM FOR FREE ROAMING CATS: Yacoub stated that the City Attorney had voiced concerns over liability on City property in a recent memo. Also, Community Development Director Denny Darnold had concerns regarding the storm water site on Hanley Road due to accessibility and the terrain. MOTION by Vanselow SECOND by Hoggatt to recommend approval for Farm, Feral & Stray to work with private property owners, and to amend the appropriate ordinances. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION FOR ADDITIONAL SPEED LIMIT SIGNS IN RED CEDAR CANYON: Yacoub stated she received a request from the homeowners association for additional speed limit signs in the development. Currently, there are three signs, one at each entrance. The association has offered to pay for additional signs. Chief Jensen stated that the speed trailer has been deployed several times in the development. MOTION by Vanselow, SECOND by Yacoub, to recommend installation of additional speed limit signs in the Red Cedar Canyon development, contingent upon the homeowner s association paying for them and to work with the association on placement. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION ON SAFETY ON THIRD STREET ON HALLOWEEN NIGHT: Yacoub stated she d heard how busy Third Street was on Halloween night and observed the activity this year. She and residents are concerned for the kids safety with the vehicular traffic and cars parked on the street. Discussion was held on the implications of closing the roadway on Halloween night. Vanselow felt it wasn t within the city s control to intervene and suggested resident s could request a block party if they so desired. The committee agreed that would be the best approach and Yacoub will pass it on to those residents. DISCUSSION AND POSSIBLE ACTION TO USE CAPITAL SPENDING FOR POLICE VIDEO CAMERAS AND REPLACING HANDGUNS: Committee members were Page 1 of 3
3 CITY OF HUDSON PUBLIC SAFETY COMMITTEE December 5, 2013 unaware that these items had been removed from the Capital Projects Budget and were advised to make a recommendation. Jensen stated that the handguns were department issued and turned back in when an officer leaves. He stated that the current handguns are nearing the end of their 9-10 year life cycle and parts are breaking. He stated that if they traded in the current stock, it would cost $6,000-$7,000 to replace them all; whereas an outright purchase would be $12,000. MOTION by Yacoub, SECOND by Hoggatt to allocate $6,000 in the 2014 Capital Budget to replace handguns. MOTION CARRIED. Jensen stated that body cameras and the in-squad cameras each have beneficial applications and drawbacks. The body camera is portable allowing for recorded coverage when an officer needs to enter a building. The downside is that they don t switch on automatically, whereas the squad cameras begin recording 10 seconds prior to the emergency lights being activated. The body cameras are approximately $1,000 each and squad cameras are $4,000- $6,000 each. A dedicated server is required to store the data which is $10,000-$12,000. The camera systems will save overtime hours in court and protect citizens and officers. There are several cases where legal fees could have been avoided, had cameras been in place. Yacoub stated that quite a bit of money can be saved in the long run by making a sound investment upfront. MOTION by Yacoub, SECOND by Vanselow to allocate $100,000 in the 2014 Capital Budget for body video camera and in-squad video camera systems. MOTION CARRIED. EMS/FIRE DEPARTMENT/ POLICE DEPARTMENT UPDATES: Chief Frye thanked committee members, city employees and the public for their support during his tenure as Fire Chief. He will remain on the department in another capacity. Dave Krupich reminded citizens of some end of year housekeeping: make sure the batteries are changed in smoke and CO detectors; store combustibles properly; check holiday lights and cords for damage; enjoy candles in sturdy containers and do not leave them burning unattended. If citizens have a fire hydrant on their easement, he asked that they continue to clear the snow from around them so they are easily accessible. Fire drills in the schools have been completed for the fall. They were able to clear the high school in three minutes. him. Krupich thanked Frye for his service as Fire Chief and stated he s enjoyed working with The Committee thanked Chief Frye for his years of service. Yacoub reminded citizens to keep vent pipes clear. 4 CITY OF HUDSON PUBLIC SAFETY COMMITTEE December 5, 2013 Chief Eby stated that EMS was involved in the fire drill at Prairie Elementary and was impressed by how well it went. She asked citizens to be aware of a neighbor who may need help clearing their sidewalks so emergency service personnel can access those in need. Chief Jensen stated there was an active shooter table top training session on November 15. They hope to be able to have a larger scale exercise next summer. He will have the figures for the vehicle lease agreement for the next council meeting. The bid process has begun for the two new squads. Interviews for the investigator position will be next week. He has made an offer to a candidate on the eligibility list to fill the vacancy from patrol to investigations. He reminded citizens to remove their cars from the streets until it has been plowed curb to curb. INFORMATION: NONE. Yacoub wished to publicly thank Chief Jensen and Officer Wildman for how they handled a recent matter involving her.
