Notice is hereby given that a majority of the City Council may be present at the meeting of the Public Safety Committee to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the City Council pursuant to State ex rel. Badke v. Greendale Village Bd., 173 Wis.2d 553, 494 N. W. 2d 408 (1993), and must be noticed as such, although the Council will not take any formal action at this meeting.

2 CITY OF HUDSON PUBLIC SAFETY COMMITTEE September 5, 2013 PRESENT: Alderpersons Hoggatt, Vanselow, and Yacoub. ALSO PRESENT: Chief Marty Jensen, Lance Ross, Roger Parenteau, Nicole Monroe, Ramsey Lee, Melanie Herberg, and others. A copy of the agenda was posted in City Hall lobbies, delivered to the Hudson Star- Observer, and mailed to committee members on September 3, Alderperson Yacoub called the meeting to order at 6:00 p.m. in the Council Chambers of City Hall. MINUTES OF THE AUGUST 8, 2013 REGULAR MEETING: MOTION by Vanselow, SECOND by Hoggatt to accept the minutes of the August 8, 2013 regular meeting. MOTION CARRIED. CONSIDER REQUEST TO CONDUCT WILLOW RIVER SUPER FUN WALK AND RUN ON SATURDAY, OCTOBER 26, 2013 AT 9:30 A.M. BEGINNING AND ENDING AT WILLOW RIVER ELEMENTARY SCHOOL: Roger Parenteau, volunteer coordinator for the event, stated that there were no changes from previous events. They will have an officer on Second Street at Saint Croix Street to assist with traffic control. Chief Jensen stated there have no issues with the event in the past. MOTION by Yacoub, SECOND by Vanselow to recommend approval of the Willow River Super Fun Walk and Run on Saturday, October 26, 2013 at 9:30 a.m. beginning and ending at Willow River Elementary School. MOTION CARRIED. CONSIDER REQUEST TO CONDUCT BRIAN LAUTENBACH CELEBRATE LIFE FUN RUN ON SATURDAY, SEPTEMBER 28, 2013 AT 9:00 A.M. BEGINNING AND ENDING AT WEITKAMP PARK: Race Director Nicole Monroe, stated this is the third annual event. There are no changes to the event route, but a silent auction has been added. Chief Jensen stated there have been no issues. MOTION by Yacoub, SECOND by Vanselow to recommend approval of the Brian Lautenbach Celebrate Life Fun Run on Saturday, September 28, 2013 at 9:00 a.m. beginning and ending at Weitkamp Park. MOTION CARRIED. REVIEW DRAFT ORDINANCE FOR PEDAL CYCLE TOURS: Jensen stated that the definition of this type of vehicle was a commercial pedal tour quadracycle. The issue of prohibiting alcohol is governed by city code rather than state statute as previously discussed. The Committee agreed to prohibit alcohol on the pedal tours. Discussion was held regarding amplified sound for tours, whether the vehicle required registration if it is motor assisted, and streets to restrict the vehicle from travelling on. Chief Jensen will work with Attorney Munkittrick to incorporate those items into the draft. Page 1 of 3

3 CITY OF HUDSON PUBLIC SAFETY COMMITTEE September 5, 2013 MOTION by Vanselow, SECOND by Hoggatt to recommend approval of the draft ordinance, with noted changes, to be presented at the first Council meeting in October. MOTION CARRIED. CONSIDER RIDE SHARING PROGRAM FOR PEOPLE WITH DISABILITIES: Ramsey Lee, Board Member for Wisconsin Board for People with Developmental Disabilities, is asking the City to consider a program to help people with disabilities achieve transportation. He has been working with Doug from A Taxi researching available grants and programs. Community Development Director Denny Darnold stated that the cutoff for this year s grant is too close to consider applying. He stated the city can purchase a vehicle and lease it to an eligible taxi service. He outlined some of the costs, options, and funding available. MOTION by Vanselow, SECOND by Hoggatt to postpone the issue to the October meeting and for Darnold to pursue the purchase of a vehicle and lease options to an eligible business. MOTION CARRIED. REVIEW QUOTES FROM AMERICAN SIGNAL CORPORATION: Lance Ross stated they have been working with American Signal Corp to review placement of signals in the Hudson Meadows area. Vanselow reiterated that the siren coverage depicted in a previously submitted map met the requirements and he was opposed to spending any more time and effort on a system that wasn t broken. Yacoub stated that American Signal was to be providing a map reflecting coverage if the sirens were repositioned and asked that the item be on the next agenda. EMS/FIRE DEPARTMENT/ POLICE DEPARTMENT UPDATES: Chief Jensen stated that the department should be back to full staff by the end of October when one officer returns from family medical leave. today. The First State Bank and Trust on Second Street was robbed by a lone female earlier Officers have been monitoring Eleventh Street at Saint Croix Street. In two days, 22 tickets were issued for speeding, with only two of them being students. Residents in the area have expressed their gratitude. The Department budget will be turned in on Tuesday. No Fire Department update. Lance Ross stated that call volume is up. The hiring of the fourth full time paramedic has been helpful for scheduling. Ross thanked city employees for their due diligence during the flooding, which helped obtain FEMA relief funds. Page 2 of 3

20 CITY OF HUDSON COUNCIL/COMMITTEE ISSUES Item # 6 Submitted to: Public Safety Committee Date: 10/04/2013 Submitted by: Chief Marty Jensen Regarding: Satellite Office for police department use at middle school ISSUE: The Hudson School District and the police department have been working on getting a satellite office in the middle school for officers to use. The office would be located near the front entrance of the school next to the administration offices. The school district will provide a desk, phone, file cabinet for the office, and the police department will provide a computer and printer. The district will also supply a parking space dedicated to police vehicles only. This satellite office will give a space for officers to go and write reports or take phone calls and remain up on the hill, rather than coming to the police department to do these same functions. This will allow for a better response time to incidents on the east and south sides of the city. The benefit to the school district is they get the added visibility of a squad car and uniform officer at this location. 21 CITY OF HUDSON COUNCIL/COMMITTEE ISSUES Item # 7 Submitted to: Public Safety Committee Date: 02/06/2013 Submitted by: Chief Marty Jensen Regarding: Crosswalk on Carmichael Rd at Middle School ISSUE: Alderperson Yacoub requested that the Public Safety Committee look at the issue of the safety of pedestrians that use the south most crosswalk on Carmichael Road near the Middle School. 24 CITY OF HUDSON COUNCIL/COMMITTEE ISSUES Item # 9 Submitted to: Public Safety Committee Date: 10/7/13 Submitted by: Fire Inspector/Compliance Officer Krupich Regarding: Contract out to grass cutting services to maintain lawns on forclosed, vacant homes etc within city of Hudson. Issue: Received numerous complaints from citizens that grass is not cut at certain area residences. City ordinance 176 deals with maintenance of lawns. Legal aspects: The City has the power to hire companies to do this work Budget Impact: Charged to tax rolls for the affected residence. Past History: None Other Pertinent Data: None Staff Recommendations: This would relieve the city from cutting grass at violatator s residences. Committee Recommendations:
