Notice is hereby given that a majority of the City Council may be present at the meeting of the Public Safety Committee to gather information about a subject over which they have decisionmaking responsibility. This constitutes a meeting of the City Council pursuant to State ex rel. Badke v. Greendale Village Bd., 173 Wis.2d 553, 494 N. W. 2d 408 (1993), and must be noticed as such, although the Council will not take any formal action at this meeting.
3 CITY OF HUDSON PUBLIC SAFETY COMMITTEE April 13, 2017 PRESENT: Alderpersons Hall and Morrissette. EXCUSED: Alderperson Alms. ALSO PRESENT: Chief Marty Jensen, Will Jenkins, Barb Elsenpeter, Evy Nerbonne, and Melanie Herberg. A copy of the agenda was posted in City Hall lobbies, delivered to the Hudson Star- Observer, and mailed to committee members on April 12, Alderperson Morrissette called the meeting to order at 5:00 p.m. in the Council Chambers of City Hall. MINUTES OF THE MARCH 16, 2017 MEETING: MOTION by Hall, SECOND by Alms to accept the minutes of the March 16, 2017 meeting. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION TO CONDUCT BACKCOUNTRY HUNTERS & ANGLERS BREWFEST ON SATURDAY, JULY 29, 2017 AT 5:00 P.M. IN LAKEFRONT PARK: Will Jenkins is the Backcountry Hunters & Anglers Coordinator for Wisconsin and Minnesota. They are a 501(c)(3) non-profit whose mission is the preservation of public land for hunting, fishing, hiking, backpacking, etc. They hold fundraising events nationally and would like to hold a Brewfest featuring local brewers. A member of the organization is a police officer and will head the security team. Local restaurants will be food vendors. MOTION by Hall, SECOND by Morrissette to recommend approval of Backcountry Brewfest event on July 29, 2017, 5:00-10:00 p.m in Lakefront Park. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION ON TRAFFIC SAFETY CONCERNS BEHIND THE HIGH SCHOOL: Barb Elsenpeter s daughter gets on the bus at the corner of Birch Street and Chestnut Drive and she can t see her because students park too close to the corner. They also speed in the area. Chief Jensen stated that when tickets are issued the students rotate out. He felt the issue will probably be resolved in fall when the construction is complete. Hall felt that there should be no parking signs near the corners. Morrissette requested that the speed trailer be put out. MOTION by Hall, SECOND by Morrissette to recommend No Parking Here to Corner on both sides of Birch Drive at Chestnut Drive and to revisit the issue in the fall. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION TO CONDUCT 7 TH ANNUAL YELLOWSTONE TRAIL CAR SHOW IN THE BEACHHOUSE PARKING LOT ON SATURDAY, JUNE 10, 2017 AT 5;00 P.M. IN LAKEFRONT PARK: Chief Jensen stated that there have never been any issues. If the construction isn t complete, they may have to move it to the Dike Road. Page 1 of 3
4 CITY OF HUDSON PUBLIC SAFETY COMMITTEE April 13, 2017 MOTION by Hall, SECOND by Morrissette to recommend approval of the Yellowstone Trail Car Show on June 10, 2017, 10:00 a.m.-2:00 p.m. in the bathhouse parking lot. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION TO INSTALL ADDITIONAL 15-MINUTE PARKING SPACES ON LOCUST STREET: Chief Jensen received a letter from Mr Anderson at Micklesen Drug requesting additional short term parking spaces for customers. Chief Jensen stated that the Public Safety had reviewed a similar request in November 2015 and they decided not to add additional spaces. Morrissette stated he isn t in favor of adding more spaces. The Committee discussed enforcement, the meter monitors hours and the additional short term parking available in the area. Morrissette suggested that the Chief Jensen look at the signage and language. DISCUSSION AND POSSIBLE ACTION TO CLOSE SECOND STREET BETWEEN MYRTLE STREET AND COULEE ROAD FOR THE HOMECOMING PARADE ON WEDNESDAY, SEPTEMBER 20, 2017 BEGINNING AT 4:00 P.M.: Chief Jensen stated this is the 17 th year of having the parade downtown and the street opens up by 4:30. Morrissette asked why the parade is downtown rather than Newton Field. Jensen stated that the downtown businesses and students support each other and the storefronts are all decorated for Homecoming. MOTION by Hall, SECOND by Morrissette to recommend approval to close Second Street between Myrtle Street and Coulee Road for the Homecoming Parade on Wednesday, September 20, 2017 beginning at 4:00 p.m. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION ON TRAFFIC SAFETY AT HUDSON MIDDLE SCHOOL: Morrissette stated that Mr Kosterman had contacted him and committee members. Jensen stated that Mr Kosterman suggested an officer be posted to direct traffic. There haven t been any accidents. He also spoke to the superintendant who stated the traffic problem should be alleviated once the construction is complete. Jensen stated that while it s a minor inconvenience, it isn t a safety issue. Morrissette asked that police maintain a stronger presence in the area and to revisit the issue in the fall. DISCUSSION AND POSSIBLE ACTION TO CLOSE LOCUST STREET BETWEEN SECOND AND THIRD STREETS ON THE THIRD SUNDAY OF EACH MONTH, MAY THROUGH SEPTEMBER FOR THE LOCUST STREET CAR SHOW: Jensen this is the 10 th annual event and there haven t been any issues. MOTION by Hall, SECOND by Morrissette to recommend approval to close Locust Street between Second and Third Street on the third Sunday of each month, May through September, for the Locust Street Car Show. 5 CITY OF HUDSON PUBLIC SAFETY COMMITTEE April 13, 2017 Chief Jensen stated that Officer Koras has accepted a position with Eden Prairie PD and he will be leaving the first part of May. His position will be filled from the part time roster. One part time officer has resigned. Officer Rankin is back on patrol after healing from his injury. INFORMATION: First Quarter Drug Investigator report. Chief Jensen stated that there have been 17 cases with nine arrests and 33 charges filed with the DA. This compares to the entire year of 2016 having 14 cases with ten arrests and 40 charges filed. OTHER ITEMS FOR FUTURE AGENDAS: Parking Study. 6 Item # 3 Submitted to: Public Safety Committee Date: 05/04/2017 Submitted by: Chief Marty Jensen Regarding: CITY OF HUDSON COUNCIL/COMMITTEE ISSUES Ragnar Relay foot race ISSUE: Mary Anderson from Anderson Race Management would like permission to hold the 12th annual Ragnar Relay Foot Race on Friday and Saturday August 18 th & 19 th, 2017 (see attached letter and map). The race would come into Hudson from the south, stop briefly at River Crest Elementary and also in Birkmose Park. They then will continue on north into N. Hudson. The racers will start coming in at about 7:00 pm and should be done by 5:00 am. This race has been approved the past several years with no problems reports. See attached letter for more information. 21 St. Croix RiverFest July 18-23, 2017 St. Croix RiverFest is a multi-day community event celebrating the St. Croix River. Many of the celebration s activities revolve around recreational activities on the river, as well as preserving and protecting the waterway, a true regional treasure. Many of the RiverFest activities will be held throughout the community, such as the river and community clean up, nature walks, library programs, The Phipps Center for the Arts programs, St. Croix river cruise, Carpenter Nature Center activities, kids fishing derby and Octagon House events. The events planned for Hudson park space include: Tuesday, July 18, 2017 River/city cleanup with lunch at Picnic Point. 10 am-noon Tuesday, July :30-7:30 pm Toonies at the Bandshell in Lakefront Park in conjunction with City of Hudson Thursday, July 20, 2017 St. Croix Valley Community Band concert at the Bandshell in Lakefront Park in conjunction with the city of Hudson s summer music series 6-8:15 pm Sunday, July 23, 2017 Native American program at the Bandshell in Lakefront Park featuring dancing, drumming, heritage programs and booths. 11 am-5 pm The RiverFest committee is seeking community event designation from the City of Hudson. The RiverFest committee has secured the Gagnon parking lot for performer parking for Sunday, July 23, 2017 for the Native American program.

The food for the event will be done by the the Girl and Boy Scouts and the Police Explorers. We will have a petting Zoo from fantasy Coral and several other Kids Activities and Entertainment. Sergeant Scott Grady has been contacted to install the fencing using the boot camp and Excell Energy will be out the week before to mark the area we will be using. CITY OF HUDSON COUNCIL/COMMITTEE ISSUES Request to Change City Code to allow Goats in City Limits for Specific ISSUE: Attached to this issue sheet is an from Roy and Lana Sjoberg requesting the city look at changing city code 99-8 to allow goats in the city limits for the purpose of eraticaing invaisive plants. The Sjoberg s are asking the city to look at a permit system to allow citizens or the city to use goats to get ride of these plants so that posions and other chemicals do not have to be used. In addition, the city should be exempt from the no harboring of livestock ordinance as it applies to goats so as to allow the city to hire goats to eradicate delicious invasive plant species from city property."
