1 Minutes Borough Council Meeting April 18, 7:00 PM Spellman Council Chambers 829 Paoli Pike West Chester, PA Call to Order 2. Pledge of Allegiance 3. Comments, suggestions, petitions by residents in attendance regarding items not on the agenda Mr. Richard Thompson made comments on the storm water protection fee and our sewage plants. 4. Comments from Borough Council and the Mayor Mr. Stefano mentioned the Goose Creek Clean Up, that we are entering mosquito season, and the Don t Spray Me campaign. He also mentioned the it is now party season and urged residents to call in loud parties to the Police Department. Mr. Flynn mentioned the meeting for the proposed dog park will be held on April 21 at 10:00 am at the Spellman Building. He also mentioned the uptown business community is extremely upset about the proposed pipeline going in on Gay Street and how disruptive it is going to be for the business community, especially during the summer months. Dr. Polk mentioned the Goose Creek Clean Up, and that West Chester University will be celebrating Earth Week with numerous events, such as tree planting, Sierra Club events, and several other events on the Quad. Mayor Herrin introduced Emily Pisano as interim assistant to the Mayor and Police Chief Scott Bohn. She thanked Ms. LeBold and Mr. Scott for attending the Barclay event. She thanked the police department for their excellent police work on the Star Social Club shooting investigation and the subsequent capture of the Jacob brothers. Ms. LeBold mentioned Mr. Sam Stretton will be at the Melton Center on Sunday, April 21 to give a presentation on the Ward System. Also, on April 28 at Melton East, a walking tour will be led by Jim Jones and Penny Washington. She urged all to attend the meet and greet at the Fire Company on April 23 rd. Mr. Braceland echoed Mr. Stefano s concern regarding mosquitoes, and, too, encouraged Council to attend the meet and greet at the Fire Company on April 23 rd. Mr. Galey mentioned the upcoming Everhart Park clean up, and that a plant sale will be held in the park in two weeks to help raise money for the park. He also mentioned the Symphony that recently performed at West Chester University, and that it was a great event. 5. Recognition of Nick Vecchio (WC Press), Frank Herron (Saloon 151), and Aaron Guldin (Beam Suntory/Jim Beam) and the Downtown Restaurant Community for their contributions for Police Department cameras, by Mayor Dianne Herrin and Police Chief Scott Bohn Mayor Herrin and Police Chief Bohn thanked the Downtown Restaurant Community for their generous donation towards the police department cameras. 1

Presentation of a Citation to Andrew Brown for his achievement in obtaining Eagle Scout Medals, by Mayor Dianne Herrin Mayor Herrin awarded a citation to Andrew Brown for his achievement in obtaining Eagle Scout Medals. Borough Council congratulated Mr. Brown, as well. DISCUSSION: 7. Consider approving an amendment to Chapter 104: Vehicle and Traffic, Article III Parking Regulations 104, Parking Prohibited during certain hours: (issue briefing) Highway Side Days/Hours/Location West Union Both Sides Wednesdays/8:00 AM 11:00 AM from S. Brandywine to S. Bradford Avenue The proposal is to add street sweeping hours on Wednesdays from 8:00 AM to 11:00 AM on both sides of West Union Street, from South Brandywine Street to South Bradford Avenue. Mr. Galey and Mr. Braceland asked that this item be placed on the discussion agenda. Mr. Braceland stated he has an issue with both sides of the street being blocked off as it will limit parking during the very busy summer months, interfering with summer activities and summer camp in Everhart park. He was concerned with residents getting parking tickets while using the park. He also questioned the need to sweep the street so frequently, and maybe one sweep a month would be sufficient. Mr. Galey suggested sweeping alternate sides of the street. Mr. Laing, director of public works, agreed this would work. As with the preceding blocks, the north side would be swept on Wednesdays and the south side on Thursdays. He felt this would also satisfy the concerns of Mr. Braceland. Dr. Polk feels Borough Council, as a group, needs to establish clear criteria as to what differentiates a parking problem versus parking inconvenience. Council needs to be consistent and cautionary. Streets are public spaces and are not to be reserved for residents; Could should not shift one block s parking problem to surrounding blocks. She also feels we need to consider if parking permits will be permanent or temporary, based on certain issues, such as construction, special events, etc. We also need to consider permitting for non-residents to have an opportunity to park under certain conditions and times. Dr. Polk reiterated street spaces are public spaces. Mr. Galey said our obligation is to our residents, and they can obtain parking permits for their guests. It was his desire for every resident to have permit parking in front of their homes. Dr. Polk disagrees. Mr. Flynn stated it was his suggestion to place street sweeping signs on the same day so the cars would have to move during the time of sweeping. He also agrees with Mr. Braceland that parking for park use during the summer months should be available; and, he also agrees with Mr. Galey that street sweeping on the 500 and 600 blocks of West Union Street should be continuous with the preceding blocks. Mr. Galey made a motion to implement street cleaning on the 500 and 600 blocks of West Union Street as follows: north side of the 500 and 600 blocks West Union Street will be no parking on Wednesdays from 8:00 am to 11:00 am; and, the south side of the 500 and 600 blocks of West Union Street will have no parking from 8:00 am to 11:00 am on Thursdays; Mr. Braceland seconds the motion. Mr. Perrone will direct the solicitor to draft an ordinance. Signage will also have to be added. 3 CONSENT: Ms. LeBold requested removing item #16 from agenda: Approve lease renewal for the Growers Market and West Chester Co-op use on Lot #10; and, consider approving the closing of Patton Alley on Saturday mornings while the Market/Co-op is in use The lease attached is not the final version of the lease. There are two leases; one for the Growers Market and the other for the West Chester Food Cooperative. Mr. Galey asked if we must renew the leases annually. Ms. LeBold suggested we approve these leases and discuss leasing terms for next year at another time. Mr. Stefano made a motion to approve lease renewal for the Growers Market on Lot #10, and West Chester Food Cooperative on Patton Alley, respectively, on Saturdays from 9:00 am to 1:00 pm. Mr. Galey seconds the motion. Mr. Flynn made a motion to approve the Consent agenda; Dr. Polk seconds the motion. Approve awarding 2018 Street Resurfacing contract to the low bidder Joseph E. Sucher and Sons Inc. at a contract sum of $319, Approve awarding 2018 Shade Tree Planting contract to C. M. Jones Inc. at a contract sum of $13, Approve expenditure of $7, to Pennoni Associates for engineering costs associated with the East Bradford/West Chester joint ARLE Grant Award for pedestrian enhancement at Downingtown Pike/Giant Entrance vicinity 14. Approve authorizing the solicitor to draft a Shade Tree Ordinance pursuant to the presentation by Jeff Beitel of the Shade Tree Commission 15. Approve appointment of Rachel Davis to the Sustainability Advisory Committee 16. Approve modifying the loading zone hours at the west side of the 200 block of N. Walnut St at the intersection of N. Walnut and E. Chestnut Sts to 6:45 am 9:15 am, and 3:45 pm 6:30 pm Monday Friday. In addition, modify the meter hours to 9:15 am 3:45 pm, and 6:30 pm 10:00 pm 3

Approve setting a date to hold a public hearing amending the current language in Chapter 104 Vehicles and Traffic regarding the allowable fine amounts; recommended date: May 16 th at 7:00 pm 18. Approve edits to the Comprehensive Parking Guide s preface as proposed by Borough Council 19. Other Business Mr. Flynn stated Council approved a transfer of funding from a roll-over from 2017 funds into an OPEB fund. The fund has not been established and a Resolution needs to be approved by Council. Mayor Herrin wanted to thank Mike Perrone for his attendance at, and Dana DiDomenico, Staci King and Emily Pisano for their assistance with, the Barclay event.
