46 City of Newnan, Georgia Mayor and Council Date: April 25, 2017 Agenda Item: Prepared and Presented by: Public Hearing-Street Name Change Dean Smith, Planner Submitted by: Tracy Dunnavant, Planning & Zoning Director Purpose: Background: To conduct a public hearing on a request to change the street name of Peachtree Street to Hamilton Bohannon Drive. A request has been submitted to the Newnan City Council requesting that Peachtree Street be changed to Hamilton Bohannon Drive. Pursuant to Section 18, Article VIII, the City has issued notices to the affected property owners informing them of the street name request. As of the date of the preparation of this agenda item, staff has not received any objections from any of the affected property owners. Staff has also contacted the U.S. Postal Service, Police Dept., Fire Dept., E-911, and other affected agencies. To date, the City has received no objections from any public agencies to the proposed street renaming. Options: Funding: 1. Approve the request, contingent upon the County s approval. 2. Deny the request. 3. Other direction from Council. Not Applicable Recommendation: Option 1. Previous Discussions With Council: February 21, 2017 Request submitted to Council March 14, 2017 Council set Public Hearing Date

48 City of Newnan, Georgia - Mayor and Council Date: April 25, 2017 Agenda Item: 79 SPENCE AVE Prepared and Presented by: Adam Cash, Code Enforcement Officer Submitted by: Bill Stephenson, Chief Building Official Purpose: Owner to request an extension in order to complete repairs to the structure located at 79 Spence Avenue. On April 11, 2017 City Council requested updated pictures of property before they approved extensions request. Background: Owner: ANDRE SPARKS Date Sub-Standard housing file was opened: February 15, 2013 Does the cost to bring this structure into compliance by means of repair exceed 50% of the structure s assessed tax value? NO On February 15, 2013 the Building Department conducted an inspection of the premises and found the structure to be unsafe, uninhabitable, open and vacant. The structure has been determined to be unsafe as set forth by City Ordinance Section (a), Sub-sections (3, 5, 6, 7, 8, 9, 10). Options: Funding: 1. To approve the owner s request for an extension. 2. Other direction from Council. Not Applicable Recommendation: Staff is requesting Council s approval to proceed with Option 1. Previous Discussions with Council: February 27, 2013 Council informed of conditions. March 14, 2013 Public Hearing was requested. April 23, 2013 Public Hearing was held and Resolution was adopted to repair or demolish within 120 days. Owner informed Council that it would be one year before he could go onto the property. May 27, 2014 Owner requested a 180 day extension. Owner was to foreclose for right of redemption and provide Council with a scheduled list of repairs by August 26, 2014.

52 REQUEST GREAT RACE SUNDAY / JUNE 25, 2017 From: Casey Smith Sent: Friday, April 14, :38 AM To: Libby Winn <LWinn@cityofnewnan.org> Subject: Street Closing I would like to request that North Court Square, South Court Square and West Washington between Jackson Street and Brown Street be closed on Sunday June between the hours of 9am to 4pm for the Great Race Lunch stop. The Closing would be for the great race coming through. Buster attend the meeting we had with the Great Race Officials and had input of what the plan will be. We are asking to close North and South Court to park the cars coming through for lunch. We would like to close West Washington for local car clubs to park and show off their cars. The race typically brings a large crowd to the towns it stops in. We will make sure all restaurants and retail establishment are made aware so they can benefit from the extra foot traffic. 120 cars come through on the event. We will be feeding 265 people lunch, the event last 2 ½ hours. Racers start arriving at 12:00pm, there will be only 60 cars here at a time. The event is a timed event, so the racer have to get here park their car eat and get back on the road in one hour. Only 60 cars will be in town at a time. I will be opening the Redneck Gourmet to feed all of the Racers, all other attendees will be purchasing lunch at local restaurants. Thanks Casey Smith Redneck Gourmet casey@redneckgourmet.com

56 Motion to Enter into Executive Session I move that we now enter into closed session as allowed by O.C.G.A and pursuant to advice by the City Attorney, for the purpose of discussing And that we, in open session, adopt a resolution authorizing and directing the Mayor or presiding officer to execute an affidavit in compliance with O.C.G.A , and that this body ratify the actions of the Council taken in closed session and confirm that the subject matters of the closed session were within exceptions permitted by the open meetings law. Motion to Adopt Resolution after Adjourning Back into Regular Session I move that we adopt the resolution authorizing the Mayor to execute the affidavit stating that the subject matter of the closed portion of the council meeting was within the exceptions provided by O.C.G.A (b).
