2 Breckenridge Liquor and Marijuana Licensing Authority Regular Meeting Tuesday, January 15, ) Call to Order, Roll Call Chair Katz called the regular meeting of Tuesday, January 15, 2019, to order at 9:04 am. Ms. Girvin and Mr. Vatcher were absent. 2) Approval of Minutes With no changes or corrections to the meeting minutes of December 18, 2018 Chair Katz declared they would stand as approved. 3) Approval of Agenda Ms. Susie Brown, Administrative Specialist, stated that there was the addition of Blue River Concepts, LLC d/b/a Modis to the consent calendar. 4) Approval of Town of Breckenridge Liquor and Marijuana Licensing Authority Annual Report Chair Katz asked if Turk Montepare should be added as an Alternate Member to the report. Town Attorney, Tim Berry, stated that he thought that he should be. Mr. Blank made a motion to amend the 2018 LMLA Annual Report to include Turk Montepare as an Alternate Member. All members were in favor. Chair Katz declared the 2018 Annual Liquor and Marijuana Licensing Authority Annual Report approved as amended. 5) Consent Calendar a) Liquor Consent Calendar Ms. Courtney Hampton part owner and Amelia Benson manager introduced themselves to the board on behalf of Café Fresh. Ms. Benson stated that they are now the in-house caterers at 505 S Main Street. They will not be catering in the Pioneer Room as it is privately owned and not a part of their license. Mr. Blank inquired if the liquor package transfers to any other location. Ms. Benson stated that it does not. Chair Katz inquired about TIPS training. Ms. Benson stated that all staff and bar staff will be required to be TIPS trained. Mr. Blank inquired if anyone else will be using this space. Ms. Benson stated that they will be the only ones. She went on to state that Shevi still has some contracts to fulfill, but that they will be providing the alcohol and staff for the event. Mr. Lei Gao introduced himself as owner of The Bivi. Mr. Gao stated that this has been a licensed premise for several years and has the same staff. Mr. Blank inquired as to the license type. Mr. Gao stated that it is the same, beer and wine and only for guests. Mr. Blank asked about a happy hour. Mr. Gao responded that there is a happy hour between 4-5 pm for guests checking in. Chair Katz inquired about TIPS training and Mr. Gao responded that the existing staff has all been TIPS trained, Mr. Gao went on to say that the license has been extended to the downstairs area so that a guest may get a glass of wine and take it to their room. The consent calendar stood as approved with the amended addition b) Marijuana Consent Calendar None 6) Public Hearing; Action Items None 7) Informal Discussion a) Police Department Update Detective Williams presented the members with a compiled report of the stats for 2018 and stated that there was nothing in the report that needed to be discussed. Detective Williams introduced Officer Jennifer Johnson as her replacement. Chair Katz congratulated Officer Johnson on her appointment and wished Detective Williams well in her new endeavor as a web designer and thanked her for her service. Chief Baird introduced the new Assistant Police Chief Deric Gress who then stated that his work history had been in the Eagle/Avon area for a number of 2
