3 Page 1 MINUTES March 13, 2018 PROCEEDINGS OF THE ALCOHOL BEVERAGE LICENSE CONTROL COMMITTEE 100 State Street, Beloit WI City Hall Forum 4:00pm Tuesday, March 13, ) ROLL CALL Chairperson Metter called the meeting to order at 4:00 p.m. Present: John Metter, Malissa Cronin, Ron Tilley, Tara Tinder, Shelly Cronin Absent: Mary Campbell, Jerome Jennings 2) APPROVAL OF THE MINUTES 2.a Moved by Malissa Cronin Seconded by Tara Tinder approve the minutes of February 13, 2018 as presented. Motion carried 5-0 AYES: John Metter, Malissa Cronin, Ron Tilley, Tara Tinder, Shelly Cronin NOES: None Attachment 3) PUBLIC COMMENT - None 4) LICENSES 4.a Consider application for a Class "B" Beer and "Class B" Liquor License for Hospitality on the Green, Inc. d/b/a Putterz Pub, located at 1611 Hackett Street Terri Agate, agent, was present and asked to step forward. Lt. Sayles stated that municipal and state records were checked and the Police Department has no objection to the appointment of this Agent. Assistant City Attorney Patrick Bruce asked Ms. Agate to reaffirm her understanding that she can be personally held responsible for any violations that occur on the property, even when she is not physically present on the premises. Ms. Agate stated that yes, she understands her responsibility. Moved by Malissa Cronin Seconded by Tara Tinder to recommend approval to City Council. Motion carried 5-0 AYES: John Metter, Malissa Cronin, Ron Tilley, Tara Tinder, Shelly Cronin NOES: None Attachment 5) CHANGE OF AGENT - None 6) COMMITTEE COMMENTS Chairman Metter asked for an update on extensions for licenses and potentially charging a penalty for businesses receiving an extension. Assistant City Attorney Bruce explained 3

4 Page 2 MINUTES March 13, 2018 that because of the extent of information to discuss, he will prepare a report and present at the April 10 ABLCC meeting. Committee member Tilley inquired as to how many liquor licenses one individual can hold. Clerk Stottler will research and provide a complete answer by the April 10 ABLCC meeting. 7) POLICE DEPARTMENT REPORT/COMMENTS Lt. Sayles presented the results of the February 26, 2018 Alcohol Compliance Check and Calls for Service for the Month of February Lt. Sayles stated that the four individuals cited for Licensee furnishing to underage person will be called appear before the committee at the April meeting. The businesses cited were Clark Gas Station at 903 Broad; Badger Spirits at 2621 Prairie; Beloit Mobil at 1902 Shopiere; and Tobacco Shack at 1212 Cranston. 8) CITY ATTORNEY COMMENTS 9) ADJOURNMENT Prior to adjournment, Chairman Metter thank Captain Risse for his service on the committee as well as to the citizens of Beloit and wished him a happy retirement.
