53 City of Newnan, Georgia Mayor and Council Date: 1/24/2017 Agenda Item: Overview of Johnson City Trip for Crime Reduction Program. Suggestion for Coordinator Position. Presented by: Douglas L. Meadows, Chief of Police Cleatus Phillips, City Manager Purpose: To go over details of what the programs are and have done for Johnson City in their effort to reduce crime. Officers attended about a 5 hour presentation of their programs and how they came about including funding and scope for all entities involved.. To discuss the creation and funding Crime Reduction Coordinator Position. The cost for this position is approximately $69, annual and this includes benefits and all associated cost. This cost also assumes that the salary will be approximately $45,000 dollars. Background: The City of Newnan hired a consultant to assist in developing a plan of action to reduce crime in the Chalk Level, Rocky Hill and Westgate areas. Options: A. Approve Request B. Mayor and Council Directed Options C. Deny Request Funding: General Fund Recommendation: To consider the creation of a Crime Reduction Coordinator Position. 58 City of Newnan, Georgia - Mayor and Council Date: January 17, 2017 Agenda Item: Consideration of Participation in Georgia Department of Transportation Local Administered Project (LAP) Program Prepared by: Hasco Craver, Assistant City Manager Purpose: Newnan City Council shall consider participating in the Georgia Department of Transportation s Local Administered Project (LAP) Program. Full participation in the LAP program requires a certification to ensure that there exists the resource capacity and ability of a local public agency to successfully manage, administer and execute the policies and procedures for Federal and State compliance. LAP certification results in the local public agency s ability to receive and administer federal funding for transportation projects. Instead of continuing to request the consideration of numerous documents related to the LAP Program Certification, City Staff is seeking approval to fully participate in the program. Full participation includes the submittal of various documents related to staff training and capability, procurement policies and organizational systems. Background: The Georgia Department of Transportation Local Administered Project (LAP) Program is a process designed to allow the GDOT the flexibility to assign some or all of their responsibility to administer and manage transportation projects with federal aid funding to a local government. Local governments, in participating in the LAP Program, must successfully demonstrate an ability to perform tasks associated with: plan development, design, right of way acquisition, utilities, construction, lettings, bid review and awards and project maintenance. Specific City Staff are required to demonstrate proficiency in certain disciplines in advance of receiving LAP certification. In addition, certain processes must be in place, which reveal to the GDOT that a local government is capable of successfully managing a transportation project with federal aid funding. Funding: N/A Recommendation: In an effort to provide efficient project management services, including the acquisition and administration of federal transportation funds, City Staff recommends approval of the request to participate in the LAP Program, thereby granting City Staff the authority to complete all LAP Certification documents as required by the GDOT. Attachments: None Previous Discussions with Council: Newnan City Council adopted an Ordinance to Amend Article VI, Chapter 2 of the Code of Ordinances (Purchasing Policy) in adherence to the Federal Aid Highway Program at the September 26, 2016 meeting. The aforementioned ordinance amendment was requested as part of the LAP Certification process.

73 NEWNAN CITY COUNCIL REQUEST JANUARY 24, 2017 From: Derrick Teagle Sent: Tuesday, January 17, :22 PM To: Libby Winn Subject: February 25th Wrestling Event Empowered 4 Life wanted to do one more benefit wrestling event. Our last event in October basically took care of the E4L remaining fees and projects for We really want to do more community projects for this year so we are asking the City for using the gym as a fundraiser event. The last wrestling show was great and actually had some local leaders as well as a surprised involvement of the Newnan Police Department. This event which we named "Headbutts and Heartaches" will once again have the same setup as the last event. This event will be choreographed as well which give us a opportunity to bring a clean but exciting community event. The Gym will be clean spotless just like last time and the floors will be protected by pads. This event will also give us a chance to give back as we will be doing a Coat Drive and all of the coats will be donated to Bridging The Gap. We are prepared with several adults/students volunteers to make sure this event happen. Thank You God Bless Derrick A Teagle
74 Motion to Enter into Executive Session I move that we now enter into closed session as allowed by O.C.G.A and pursuant to advice by the City Attorney, for the purpose of discussing And that we, in open session, adopt a resolution authorizing and directing the Mayor or presiding officer to execute an affidavit in compliance with O.C.G.A , and that this body ratify the actions of the Council taken in closed session and confirm that the subject matters of the closed session were within exceptions permitted by the open meetings law. Motion to Adopt Resolution after Adjourning Back into Regular Session I move that we adopt the resolution authorizing the Mayor to execute the affidavit stating that the subject matter of the closed portion of the council meeting was within the exceptions provided by O.C.G.A (b).
