Those wishing to address the Recreation Commission on any matter not listed on the Agenda, but within the jurisdiction of the Recreation Commission to resolve, may come forward to the podium during the Public Forum portion of the Agenda and will have a maximum of three minutes to discuss their item. Those wishing to speak on a Public Hearing matter will be called forward at the appropriate time during the Public Hearing consideration. 3 MINUTES REGULAR MEETING OF THE PARKS AND RECREATION COMMISSION Adcock Community/Senior Center 535 Kelly Avenue Half Moon Bay, CA March 28, 2018 CONVENE MEETING: Chair Amy Allshouse called the meeting to order at 6:01 pm. I. ROLL CALL Present: Chair Amy Allshouse, Vice Chair Elaine Rotty, Commissioner Steve Bacich, Commissioner Nick Ramirez and Commissioner Paulette Eisen Staff Present: Senior Management Analyst Danielle Sanderson and Recreation Supervisor Eddie Behle II. APPROVAL OF MEETING MINUTES a. February 28, 2018 MOTION: Commissioner Bacich moved and Commissioner Rotty seconded the approval of the February 28, 2017 minutes. The motion carried 5 0. III. ANNOUNCEMENTS AND CORRESPONDENCE Update on the three City Council listening session that were held and noted a fourth one to be scheduled on April 10 at the Community Center for the Hispanic community. Smoking Ordinance surveys in both English and Spanish will be available at City facilities for the public s completion. IV. PUBLIC COMMENTS NON AGENDA ITEMS None V. STAFF INFORMATIONAL REPORTS Ms. Sanderson noted the Finance Department requested that the budget report be available quarterly instead of monthly as it was not on this agenda and will be available at the next meeting. 5.A RECREATION SERVICES UPDATE: Recreation Supervisor Eddie Behle noted bids for new cleaning services were in the process, the Summer Recreation Guide will be available the first week in April and the Recreation Department will be providing an in house camp for ages 8 to 12 for a week from 9 am to noon. 3

4 Parks and Recreation Commission Minutes March 28, B PARKS MAINTENANCE UPDATE: Senior Management Analyst Danielle Sanderson announced that new picnic tables have been installed at Ocean View Park and Poplar Beach, new split rail fencing has been placed at Poplar Beach to contain foot traffic away from the erosion areas, replacing old signage and poles with new ones and have been working with the Little League organization to improve the fields 5.C CONCERTS IN THE PARK UPDATE: Senior Management Analyst Danielle Sanderson informed the Commission that bands have been confirmed for the summer concerts series, as well as half of the Summer s End Music Festival. Portable toilets, tents, wash stations and staff have been booked and are below budget to date. Next steps will include the marketing and advertising, confirming the bands, non profits participating and foods and drinks. VI. REGULAR AGENDA 6.A SENIOR COASTSIDES PRESENTATION: Representatives from Senior Coastsiders, Cara Schmaljohn, Hope Atmore and Judy Macias, spoke on behalf of their private non profit organization and provided information on their opportunities, support and resources for older adults living on the Coastside including the many classes and activities, programs, meals, events and other services they provide daily. The use of the park area and bocce ball courts for non resident use was briefly discussed and noted some Senior programs that need to be updated, as well as upcoming events they would like to include in the Recreation Activity Guide and on the City s news. The following member(s) of the public spoke to this item: Raymond Tsang 6.B VILLAGE OF THE COASTSIDE PRESENTATION: Representative and founder from Villages, Judy Macias, provided an overview of this self supporting organization designed and run by its volunteer members wanting to stay in their homes on the Coastside as they grow older as long as possible. This membership includes informal dining groups, game nights, concerts with other entities, movie night with the community, walking and exercise classes and much more. Discussion to bring in more speakers for seniors on co housing possibilities mixed income supported housing would be beneficial, as well as City loan options for home improvements. 6.C COMMISSIONER LIASONS: Senior Management Analyst Danielle Sanderson discussed her staff report noting that the Commissioners questioned the possibility to act as liaisons to community groups or non profits who shared similar interests as the Commission for developing partnerships to support recreational programs and included information from the City Attorney, as well. 5 Parks and Recreation Commission Minutes March 28, 2018 MOTION: Commissioner Eisen moved and Vice Chair Rotty seconded to have the attorney look at the language again and to clarify what the liaison would really mean and to whether to discuss this further at a future meeting. The motion carried D CHANGE OF MEETING TIME DISCUSSION: Discussion to move the start time of the meeting was discussed, including the pros and cons. MOTION: Vice Chair Rotty moved and Commissioner Ramirez seconded to have the meeting stay at the current 6 pm start time. The motion carried 3 2 Additional discussion to move the start time of the meeting from 6 pm to 6:30 pm. MOTION: Commissioner Bacich moved and Commissioner Eisen seconded to change the meeting time from 6 pm to 6:30 pm. The motion did not carry 2 3 VII. COMMISSIONER COMMENTS The Commissioners noted comments, upcoming meetings and events, and those attended. VIII. ADJOURN MEETING The meeting adjourned at 7:45 pm.
