CONSENT AGENDA The following items may be received and filed (r/f), referred, or approved as noted, by the Council utilizing a single vote. All licenses approved are contingent upon meeting City Code requirements. There will be no separate action on these items unless a Council member requests, and the Council approves. Plan Commission: 6.7A Planning Director Serck submitting vacation request from Kwik Trip to vacate a portion of the east-west alley in the vicinity of Banks Avenue and Central Avenue. 6.7B Planning Director Serck submitting a rezone request from Kwik Trip to rezone properties located in the vicinity of Banks Central Avenue from R!B, One-Family Residential to C2, Highway Commercial District. 1 Regular Council Meeting March 1, 2016
2 Standing Committee Reports to be Approved: 6.8 Finance Committee, February 11, 2016, 2016 recommendations for approval 2) To approve renewal of the fire protection agreement with the Village of Superior for the years 2016 through 2018 for an annual contract amount of $72, contingent upon approval by the Village of Superior Board. 3) To bring back the discussion of Police Department overtime overage in 2015, along with more information to the March Finance Committee Meeting. 4) To hold in committee the discussion of Golf Course management until the closed session on Tuesday, February 16, ) To hold in committee the discussion of $283,375 easement compensation received from Enbridge until the March 10, 2016 Finance Committee Meeting. 6) To hold in committee the discussion of Finance Officer s role in the Fiscal Sustainability and establishing government charges and fees until the March 10, 2016 Finance Committee meeting. 7) To approve the sewer credit refund request from Ryan W. Nelson in the amount of $ ) To receive and file the check registers for January, ) To receive and file the General Fund Financial Statements- Updated 2015 Statement of Revenues and Expenditures and Balance Sheet and 2016 Statement of Revenues and Expenditures. 10) To receive and file the General Financial Overview. 6.9 Finance Committee, February 16, 2016, recommendations for approval 1) To approve lowering Nemadji Public Golf Course, Inc. s minimum 2016 annual lease payment to $120,000 with the additional shared revenue calculation on revenues in excess of $895,000 up to a maximum annual lease payment of $160, Human Resources Committee, February 15, 2016 recommendations for approval 1) To approve the request to establish and fill a seasonal Parks & Rec Volunteer/Customer Service Coordinator. 2) To receive and file the Monthly Personnel Report for January Plan Commission, February 17, 2016 recommendations for approval 1) To approve Resolution of the Plan Commission of the City of Superior, Wisconsin, Approving an Amendment to the Project Plan and Amended Boundaries for the Tax Incremental District No. 13 City of Superior, Wisconsin. 2) To approve Kathleen Kimmes request to submit a certified survey map for the property in the vicinity of N 52 nd Street and Hammond Avenue. BUSINESS BY DEPARTMENT HEADS 7.1 Assistant Finance Director Bronson requesting approval to lower Nemadji Public Golf Course, Inc. s minimum 2016 annual lease payment to $120,000 with the additional shared revenue calculation on revenues in excess of $895,000 up to a maximum annual lease payment of $160,000, as approved by the Finance Committee. 7.2 Assistant Police Chief Markon requesting to award a 3-year contract to Budget Towing to provide towing services for the City of Superior Police Department and the Building Inspection Division of the Public Works Department. 8. BUSINESS BY THE MAYOR 8.1 Appointing Jackie Stenberg, 2101 E 6 th Street, to the Tree Board. 9. BUSINESS BY COUNCILORS 10. RESOLUTIONS 10.1 R Resolution setting a public hearing April 6, 2016, in Room 201 of the Government Center to amend the budget for the 2016 Community Development Block Grant Action Plan. 11. ORDINANCES 11.1 O Ordinance amending Erosion and Long Term Stormwater Management Ordinances as outlined in ordinance O Ordinance amending Section Wisconsin Point Defined to include four parcels that comprise of University-owned property known as Dutchman s Creek and the Douglas County-owned property known as Shafer s Beach. 12. BUSINESS BY PUBLIC If you would like to speak before the Council, please sign your name on the sign-up sheet prior to the Council meeting. Due to requirements of the Wisconsin Open Meetings laws, only matters placed on this agenda may be approved by the Council at this meeting, however, citizens may address the Council regarding items which require no action.
