CONSENT CALENDAR Consent Calendar items are considered routine and informational in nature and will be enacted in one motion. There will be no separate discussion on these matters unless a request is made, in which event the item will be removed from the Consent Calendar. 1. Library and Literacy Commission Minutes from November 14, November Monthly Highlights Re: Consider approval of monthly highlights report for November. 3. Literacy Reports Re: Consider approval of monthly Read to Succeed program reports. 4. Chamber Ambassador Report Re: Consider approval of monthly activity reports from staff. 5. Announcements Re: Informational report regarding upcoming activities of interest to the Commission. VI. SCHEDULED MATTERS California Library Association (CLA) Conference Re: Informational report from Commissions and staff who participated in the CLA Conference Commission Goals and Objectives Re: Continued discussion and updates on work plan. 3. The vision of the Porterville Public Library will be integral to the City s intellectual and cultural life. The library will provide free and equal access to information, knowledge, and ideas; promote personal enrichment and lifelong learning; encourage a love of reading in all age groups; and foster educational programs and partnerships. The library will ensure quality service through positive patron connections and an inviting environment. Library and Literacy Commission Minutes November 14, 2017 LIBRARY AND LITERACY COMMISSION Tuesday, December 12, :30 p.m. CONSENT CALENDAR Call to Order: The meeting was called to order at 5:32pm. Roll Call: Chair Christenson, Commissioner Bailey, Commissioner Bishop-Mitchell, Commissioner Figueroa and Commissioner May. Also Present: Donnie Moore, P&L Services Department Head; Vikki Cervantes, City Librarian; Anthony Arellano, Library Supervisor. Oral/Written Communications from Public: None. Reports: None. Consent Calendar: Commissioner Bailey motioned to approve the Consent Calendar. Commissioner May seconded and the motion passed. Scheduled Matters: 1. Debrief of the October Joint Meeting with City Council. The Commission discussed next steps with regard to direction from Council. Vikki will craft a public survey for the Commission to review at next meeting. Vikki will also communicate with the local high schools regarding a project to create a rendering of a future library. The Commission agreed to continue work on justifications for the need of a new facility. Vikki will connect with the City Attorney regarding a Library Foundation. 2. Annual Commission Elections of Chair and Vice-Chair. Commissioner Bailey nominated Commissioner Bishop-Mitchell as Chair. Commissioner May seconded and the nomination was approved. Commissioner Bailey nominated Commissioner La Vonne to continue as Vice-Chair. Commissioner Figueroa seconded and the nomination was approved Commission Goals and Objectives. As discussed in Scheduled Matter #1. 4. Commission Advocacy Opportunities. Commissioner Figueroa will attend the P&L Commission meeting on December 7. Commissioner May will attend the Friends of the Library meeting on December 13. Commissioner Bailey will give the Library and Literacy Commission report to City Council on November 21. Commissioner Bishop-Mitchell will attend the Youth Commission meeting on December 11. Comments from Commissioners: None Schedule Items for Future Meetings: California Library Association Conference debrief from Commissioners that attended. Other items as discussed. 4 2. November Highlights Saturday Game Library. Participants had the opportunity to play a variety of card, board, and video games. There were 7 participants for the month of November. November 7, 2017, Staff conducted two tours for Belleview 1 st grade classes. Participants learned about the library, our programs and services. There were 76 participants. November 18, 2017, Staff celebrated International Games Day. Staff blocked off Thurman for the Extreme gaming game trailer and had gaming zones for children, teens, adults, and parents to play today s most popular board, card, and video games. One of the zones included showing the movies Pixels and Jumanji. Every time someone won a game they also won a raffle ticket for great prizes given away every hour. There were 165 participants. Bring Your Own Game Day is held every Sunday in the Local History Room at the Porterville City Library from 1:30 pm 4:30 pm. There were 80 participants for the month of November. November 25, 2017, Building Blocks Your Library. Participants had the opportunity to play with a variety of Legos. Staff conducted two raffles for the 11 participants. Computer Classes/Appointments: 11/4 Intro to Keyboarding (Spanish) 11/11 Closed for Veteran s Day 11/18 Intro to Computers (Spanish) 11/25 Intro to Computers (English) Appointments: 3 Total participants for November: 5 November Volunteer hours 21 Volunteers: 164 hours 1 Community Service: 3 hours Tuesday Morning Story Times in November: preschoolers enjoy singing, dancing, and books. There were 178 participants. Tuesday Evening Spanish Story Times in November: preschoolers enjoy Spanish stories, Spanish songs, and crafts. There were 34 participants. Boppy Times for Babies in November: parents and their babies get to play and bond together. There were 2 participants. Sunday traffic counts for November Sunday, November 5: 145 Sunday, November 12: 199 Sunday, November 19: 179 Sunday, November 26: 169 4

5 3. Literacy Report November 29, 2017 Staff conducted an English Language & Literacy Intensive Family Reading Time. The ELLI staff read a book and gave a brief presentation on the importance of parents reading to their children. The parents were encouraged to read a book with their child, color, and make a book together as a craft. Each participant received a treat bag and a free book. The parents received a promotional pen. There were 17 participants. Adult Learning Center visits for September: 186 Tutors trained: 2 Learner assessments: 0 Tutor matches: 1 Learners Achievement Corner Al S. Al met his goal citing his alphabet sounds. English as a Second Language Three morning groups meet on Tuesdays, Wednesdays, and Thursdays from 9-10, & 12-1:30. There were 176 participants. English as a Second Language One evening group meets on Wednesdays from 5:30-7:30pm. There were 5 participants. The Library has partnered with the Police Department Thunderbolt Program staff. We currently have 1 student who is meeting with Tutors for assistance with their writing assignments. 4. Chamber Ambassador Report November 3, 2017, staff attended First Friday Coffee sponsored by the California Highway Patrol. 6. Announcements The Weather Outside is Frightful, Reading is So Delightful Mini-Reading Program starts December 15, flyer attached. Patron Appreciation Day will be held on Thursday, December 21, flyer attached. The Library will be closed Sunday, December 24. CITY COUNCIL City Council will have a place on their Tuesday, December 19, agenda for the Library & Literacy Commission to report. The Commission has not designated a spokesperson. 5

6 SCHEDULED MATTERS California Library Association (CLA) Conference This item has been placed on the agenda to share information with the Commission. Library Supervisor, Rebecca Jauregui; Library Assistant, Citlali Valladarez; Commissioner May and Commissioner Figueroa attended the 119th Annual CLA Conference held in Riverside, California, November 3-4. Staff and the Commissioners will give a brief oral report about their participation. Staff recommends that topics of interest that align with the library s mission, vision, service roles, and advocacy efforts be programmed into the agenda calendar for further discussion Commission Goals and Objectives At the request of Commission Chair Bishop-Mitchell this matter will continually be placed on the agenda for further discussions and modifications, if necessary. Items currently under review: Creation of a Library Foundation - update from Vikki Partnering with PUSD Pathways program to create a rendering of a future modernized library/multiuse facility - update from Vikki Review/update the public s input regarding a future library - update from Vikki Additional meeting minutes review from October 12 - update from Vikki Commissioners to develop a justification checklist beyond the points made in the 2010 Facility Needs Assessment Report 3.
