1 Roseville Public Library Commission Regular Meeting November 13, 2017 Minutes - APPROVED I. CALL TO ORDER The meeting was called to order by Chairman Charlene VanMarcke at 6:30 p.m. in the Michigan History Room. Present: Commissioners Pat Chownyk, Anastasia Psimadas, Phyllis Reneau, Cara Tonn, Charlene VanMarcke, Director Jacalynn Harvey. Recording Secretary: Cara Tonn II. DISPOSITION OF MINUTES Motion by Commissioner Chownyk, supported by Commissioner Psimadas to accept the Minutes of the regular meeting of October 9, III. IV. HEARING OF THE PUBLIC The hearings of the public are designated. The hearing of the public will be for any Library business. Upon addressing the Commission, please state your name and address. Address the Chair. You are welcomed to direct questions, input information and/or express opinions to the Commission. Anyone using inappropriate or threatening language will be called out of order, and will correct their language or end their comments. Limit your remarks to three (3) minutes. If time permits, we may allow you one additional time period to provide new information or answer questions from the Trustees. Anyone not adhering to these rules will be called out of order by the Chair. REPORT OF THE DIRECTOR 1. Library Update. a. The Library will be closed Thursday, November 23 through Saturday, November 25 for Thanksgiving. b. The Library will be closing early on December 7 for the city s tree lighting. 2. Library Programs/Classes. a. Adult Programs: Library Lab on November 20 and 27, and December 7; Past Lives, Souls and Spirits on December 6. 1

Teen/Tween Programs: Gaming Unplugged: Card Night on November 15; Magic the Gathering on November 27, December 4 and 11; Teen Community Service Opportunity on November 29; Gingerbread House Decorating Workshop (up to age 15) on December 1. c. Children s Programs: Toddler Lapsit and Preschool Story Time November 17; Youth Lego Club on November 18; Gingerbread House Decorating Workshop on December 1. d. Family Programs: Gingerbread House Decorating Workshop on December 1; Family Craft: Perler Bead Ornament Craft on December 4; STEM Saturday --Winter Science Fun! on December Library Statistics. 4. Friends of the Roseville Public Library. a. The book sale in October generated about $1,000. b. All of the books were either sold, given away, or donated; none were thrown away. 5. Roseville Historical and Genealogical Society. a. The Annual Dinner is on Wednesday, November Budget and Bills. a. The balance in the checking account is $1, b. The Library is going to purchase two computers for the Children s Area at a cost of $ each. Motion by Commissioner Chownyk supported by Commissioner Reneau to appropriate $1, for the purchase of two computers for the Children s Area. Motion by Commissioner Reneau supported by Commissioner Tonn to accept the budget and bills. 7. Other Items. V. SUBURBAN LIBRARY COOPERATIVE 1. The Annual Meeting will take place at Clinton Macomb South. 2. It will be a breakfast meeting. 2

3 VI. VII. COMMUNICATIONS None. UNFINISHED BUSINESS 1. Personnel. a. Mary Pellerito is retiring as of December 1, There will be cake for her on Wednesday, November 29 at 1p.m. b. One of the two part-time clerk positions has been filled: Amanda Murphy started Monday, November 13. The Director is in the process of filling the second position. 2. Building and Grounds Update. a. AEW has had some issues with the contractors regarding the costs of the project, but will work to keep it within the budget. b. AEW is working to put something in writing regarding the costs of the project, as well as a list of alternatives in terms of materials and plans. Motion by Commissioner Reneau supported by Commissioner Chownyk to continue forward with AEW s contract for the design of the south side awning.. 3. Director s Annual Performance Evaluation. a. The Director has performed her self-evaluation and distributed it to the commission. b. The Commissioners will fill out their evaluations and return them to Commissioner VanMarcke, who will compile them. c. The Commissioners will meet in Executive Session on December 11, prior to the Regular meeting, to discuss the evaluation. 4. Penal Fines. a. The penal fines have gone down about $4,000 since last year. b. This is a result of fewer State Troopers writing fewer traffic tickets. 5. Community Foundation for Southeast Michigan Annual Investment Briefing. a. The Director attended this meeting, as it is required that someone from our organization attend. 3

4 b. The foundation has earned an 11.8% rate of return for this year. 6. ConnectED. a. Roseville has still not moved forward with this program. b. Pat has created a brochure that the Director will distribute to the schools to generate more interest. c. Fraser has not moved forward either, and has decide on an opt-in rather than opt-out option for parents. 7. Other Items. VIII. NEW BUSINESS 1. Donations. Motion by Commissioner Tonn supported by Commissioner Psimadas to accept the donations and send thank-you notes to donors. 2. State Aid a. The Library will receive approximately $1,500 more this year in State Aid. b. The report is due at the beginning of February and will be completed at the conclusion of the audit. 3. Tree Lighting a. The Library and the Friends are splitting the cost of 320 books that will be distributed in bags to children at the event. There will be three different reading levels. Other items, including bookmarks and a coloring sheet, will be included in the bag. b. The staff will also decorate a tractor/wagon to be used for hay rides. 6. Other Items IX. ADJOURNMENT Commissioner Reneau made the motion, that having acted upon the agenda, the meeting be adjourned at 7:35 p.m. Commissioner Chownyk supported the motion. 4
