B a t a v i a P u b l i c L i b r a r y. o r g MINUTES Board of Library Trustees of the Batavia Public Library District Regular Meeting Tuesday 17 March Call to Order Due to laryngitis, President Sullivan appointed Vice President Jakubowski to chair the meeting as president pro tempore. In the absence of Secretary Schuster, Trustee Blodgett was appointed to serve as secretary pro tempore. Trustee Jakubowski called the regular meeting to order at 7:01 p.m. in the Elizabeth L. Hall Conference Room of the Batavia Public Library. 2. Pledge of Allegiance to the Flag 3. Call the Roll Trustees Present: Diane L Blodgett, Maureen A. Jakubowski, Francine C. 2 Trustee Jakubowski asked whether there were any changes to the consent agenda. Motion by Trustee McGuire-Popeck to approve the consent agenda, to include the following items: a. Minutes: (1) Regular Meeting, Tuesday 17 February 2015 b. Expenditures: (1) Expenditures ( Cash Disbursement Detail Report ): February 2015, including General Fund checks ( ) in the amount of $93,115.73, and payroll and taxes in the amount of $122,310.25, for a grand total of $215, in expenditures. c. Other Action Items: (1) Stack Units: Youth Services (Embury Ltd., of DeForest, Wisconsin) Seconded by Trustee Sullivan. Roll Call: Blodgett, aye; Deitchman, aye; Jakubowski, aye; McGuire- Popeck, aye; Sullivan, aye. The motion carried, 4 0, with three members absent. 6. Approve the Agenda Motion by Trustee Sullivan to approve the agenda, as presented. Seconded by Trustee Blodgett. All: Aye. The motion carried. 7. Board of Education (Per Capita Grant): Educational Programs and Training Opportunities for Patrons Director Scheetz reported that two of the requirements for the Illinois Public Library Per Capita Grant are as follows: FY2016 Requirements Trustees [1] The library board, having previously analyzed the library s finances and fiscal climate, will identify and describe how library funds are used to support educational programs and training opportunities for patrons. [2] The library board and staff will engage in a discussion on how the library fosters resource-sharing. Provide an example of how the library has expanded or improved resource-sharing for its patrons. [The stricken sentence is scheduled for discussion at a future Board meeting.] Educational Programs and Training Opportunities for Patrons Identify educational programs and training opportunities the library currently provides to its patrons. If the library does not currently provide such programs and training, how does the library meet or plan to meet the needs of the patrons? [The stricken sentence does not apply to the Batavia Public Library.] Trustees: Director Scheetz stated that the Library plans for Educational Programs and Training Opportunities for Patrons in its Working Budget. In addition, several program series are supported by grants from the Friends of the Batavia Public Library and, in particular, the Batavia Public Library Foundation. Discussion followed. 3 Educational Programs and Training Opportunities for Patrons: Director Scheetz noted that a summary of the Library s activities in this area, by department and age group, was included in the Board packet for the Board s information and review. Discussion followed. In response to a question from Trustee McGuire-Popeck, discussion followed on computer classes for children. 8. Financial Reports: February Working Budget Statement of Revenue and Expenditures (Annual Budget and Appropriation) Investment Report Joy K. Ganster, the Library s Finance Manager, asked if there were any questions regarding the financial reports, which were included in the Board packet. In response to a question from Trustee Sullivan, discussion followed on the Illinois Public Library Per Capita Grant. 9. President s Report Joint Session with the City Council: Trustee Sullivan expressed his pleasure with the success of the Board s joint session with the City Council in February, as well as many Aldermen s support for the Library s request for a TIF grant. Discussion followed. 10. Good News / Comments from the Board There were no additional comments from the Board. 11. Correspondence and Communications The following item of correspondence and communication was included in the Board packet or distributed at the meeting: Batavia Public Library Strategic Plan, a report from the Center for Governmental Studies, Northern Illinois University 12. Director s and Librarians Reports: February 2015 Statistical Reports Total Circulation (Items Checked Out) The total circulation in February reflected an decrease of 6.1% from February 2014 (48,288 compared to 51,431) for an average of 1,788.4 items checked out per day over 27 days (the Library was closed on February 1 due to inclement weather) or an average of items per hour over 271 hours. Total year-to-date circulation (July 2014 February 2015) reflected a decrease of 7.1% from the same period in the previous fiscal year (420,396 compared to 452,588). 4 Total Number of Visits The total number of visits in February reflected a decrease of 4.0% from February 2014 (22,582 compared to 23,514) for an average of visits per day over 27 days (the Library was closed on February 1 due to inclement weather) or an average of 83.3 visitors per hour over 271 hours. Total year-to-date number of visits (July 2014 February 2015) reflected a decrease of 2.2% from the same period in the previous fiscal year (193,789 compared to 198,209). Other Highlights Getting to Know Your Community: Director Scheetz reported that the Library was the cover story and feature article in the March / April issue of Neighbors of Batavia. Most of this feature article was submitted by the Library. (The publisher added two introductory paragraphs 1 on culture, the ostensible theme for the March / April issue, which, of course, is just one albeit notable aspect of the Library s mission.) He commended Michele M. Martzel, Stacey L. Peterson, and Joanne C. Zillman for their work in this regard. The message from the Director, A Special Breed of Reader (Neighbors of Batavia, March / April 2015, p. 23), was designed to complement the feature article. Hoopla: Director Scheetz reported that, on Monday, 16 February 2015, the Library began to offer free digital movies, music, and audiobooks, 24/7, to Batavia patrons. The service, called Hoopla, is free, but it takes a Batavia library card to use it. In the first two weeks, Batavia patrons borrowed 86 items, including 18 albums (music), 40 movies and TV shows, and 28 audiobooks. Hoopla is simple to access and use. For gadgets, visit the Play Store (or whatever Apple calls its version) and download Hoopla Digital by Midwest Tape LLC. For computers, visit Born to Read: In response to a question from Trustee Jakubowski, discussion followed on the Born to Read project. Report from Youth Services Joanne C. Zillman presented highlights from her written report and, in particular, reported on the success of the Winter Library Club and plans for the upcoming Summer Reading Club. In addition, Zillman introduced the Trustees to a new program for children, 3 6 years old, with special needs Sensory and Fine Motor Exploration. Zillman expressed her appreciation to the Board for approving the shelving for the new Graphic Novels & Manga section in Youth Services. 1 The original article, as submitted, begins with the third paragraph: For many, a library is all about books. 5 Report from Adult Services Stacey L. Peterson presented highlights from her written report and, in particular, reported on the introduction of Hoopla, a new service, and the success of One Book, One Batavia. Peterson expressed her appreciation to the Library s collaborative partners in presenting One Book, One Batavia Batavia High School and the Friends of the Batavia Public Library. 13. Committee and Official Representative Reports a. Standing Committee on Facilities: Trustee Deitchman presented a brief report on the work of the Standing Committee on Facilities, the agenda for which was distributed to the Board. b. Standing Committee on Finance: There was no meeting in March. c. Standing Committee on Outreach: There was no meeting in March. d. Standing Committee on Services: There was no meeting in March. e. Batavia Public Library Foundation: Director Scheetz presented a brief report on the work of the Batavia Public Library Foundation. f. Friends of the Batavia Public Library: Trustee McGuire-Popeck presented a brief report on the work of the Friends of the Batavia Public Library. g. Library Integrated Network Consortium (LINC): Director Scheetz presented a brief report on the work of LINC. h. Batavia Access Television (BATV): In Trustee Schuster s absence, there was no report. 14. Future Agenda Items Director Scheetz noted that an updated list of future agenda items was included in the Board packet. Day, Sunday, 12 April 2015 annual celebration on April 12, the birthday of Beverly Cleary who wrote about D.E.A.R. in Ramona Quimby, Age 8 to remind and encourage families to make reading together on a daily basis a family priority [Note: The sponsors decided to drop the day and now promote D.E.A.R. as a month-long event in April.] g. National Library Week (58th Annual Observance), Sunday Saturday, April 2015 to celebrate libraries and librarians and the pleasures and importance of reading, and invite library use and support 2015 Theme: Unlimited your library h.
