CONSENT CALENDAR Consent Calendar items are considered routine and informational in nature and will be enacted in one motion. 3 1. Library and Literacy Commission Minutes March 8, 2016 LIBRARY AND LITERACY COMMISSION Tuesday, April 12, :30 p.m. CONSENT CALENDAR Call to Order: The meeting was called to order at 5:37 pm. Roll Call: Chair Bailey, Commissioner Figueroa, Commissioner Biagio, Commissioner Bishop-Mitchell, Commissioner May, and Commissioner La Vonne. Also Present: Vikki Cervantes, City Librarian; Anthony Arellano, Library Supervisor. Oral/Written Communications from Public: None. Reports: None. Consent Calendar: Chair Bailey pulled item #5, Update on the Peter M. Brown Living Trust, for more information. Commissioner La Vonne motioned to accept the Consent Calendar, except for item #5. Commissioner May seconded and the motion passed. Item #5. Update on the Peter M. Brown Living Trust. Vikki reported that the properties had not been listed yet and there was no other update on any of the other items. She hopes to meet with City officials to determine the current status. Scheduled Matters: 1. Advocacy Toolkit. The Commission reviewed the toolkit progress from the previous meeting and the transcription of patron comments distributed by Vikki. The Commission also worked through the next section of the toolkit Purpose: Defining the Problem and Setting Goals Commission Goals and Objectives. No modifications were necessary at this time. 3. Plan to Attend a Scheduled meeting of the Tulare County Library Foundation. The Commission chose July 28 as the better option. 4. California Public Library Advocates Spring Workshop. Commissioner May stated that she is available to attend this workshop. Commissioners Figueroa and Bishop-Mitchell need to check their calendars for availability. Vikki mentioned that the Friends of the Library would also be invited and that she will attempt to arrange the use of a transit vehicle Serving with a Purpose Conference. Commissioner Bishop-Mitchell will check her calendar for availability for this event and Commissioner May was interested. 6. Commission Advocacy Opportunities. Commissioner Figueroa volunteered to attend the April 7 P&L Commissioner meeting. Chair Bailey will give the report to City Council on April 19. Commissioner Bishop-Mitchell will go to the Youth Commission meeting on April 11. Vikki will confirm with Commissioner La Vonne for the Friends of the Library meeting on April Tour Adult Learning Center. The Commissioner walked over to the Centennial Plaza Building and toured the Adult Learning Center portion. Comments from Commissioners: None. Schedule Items for Future Meetings: As discussed. 4 2. March Highlights Saturday Game Library. Participants had the opportunity to play a variety of card, board, and video games. There were 45 participants. Bring Your Own Game Day is held every Sunday in the Community Room at the Porterville City Library from 1:30 pm 4:30 pm. There were 119 participants. March 2, 2016, Dr. Seuss s Birthday, Staff setup stations throughout the library for prizes, face painting, photo booth, & refreshments. Children had the opportunity to visit different stations. Participants were able to sing happy birthday to the Cat in the Hat and enjoy birthday cake. They also enjoyed a Dr. Seuss skit from the Porterville High School Drama Club. Staff also had mini reading program sign ups at this event. There were 582 participants. March 8, 2016, staff gave tours of the library to two classes of first graders from Los Robles Elementary. Staff read them stories, walked them through the facility, educated them about library programs and services, and answered their questions about the library. There were 67 participants. March 15, 2016, March 15, 2016, Kids Need to Read representatives (KNTR) teamed up with the Porterville City Library to launch a revolutionary library donation project. Guest speaker KNTR Gary and Tina Mlodzik was onsite during the English and Bilingual Storytime. Each participant received a free book and Highlights magazine courtesy of (KNTR). March 15, 19, & 22, 2016, staff held a water drive during the Easter Bunny Photo event. Participants had the opportunity to donate a gallon or case of water in exchange for a 4x6 photo printed by staff. There were 358 participants. Staff collected a total of 150 gallons and donated the water to the Porterville Area Coordinating Council to help families in the community affected by the drought. March 16, 2016, staff attended the Bartlett Middle School s World History Day to speak to the students on the history of the Porterville City Library. Staff also promoted current library events and services. There were 80 participants March 18, 2016, staff conducted an offsite story time at Hoops Preschool. Staff read them stories, sang songs with them, and invited them to visit the library. There were 156 participants. March 19, 2016, Library Cinema is a new program. Staff will be showing random movies on the third Saturday of every month and providing free popcorn for attendees. There were 35 participants. March 26, 2016, staff attended Kids Fest sponsored by the Parks and Leisure department. Staff had an informational booth to promote library events. Participants had an opportunity to play the Spin n Win wheel to win a prize. There were 280 participants. March 31, 2016, Bee a Reader Mini Reading Incentive program ended. There were 516 signups. March Volunteer hours 9 Volunteers: 140 hours 2 Community Service: 38 hours Staff conducted 1-Hour courses on the following Computer Topics: 3/3 Intro to Computers (morning class) 4

5 3/3 Intro to Internet (evening class) 3/5 Intro to Computers (Spanish) 3/12 Intro to Computers 3/19 Intro to Internet (Spanish) 3/26 Intro to Internet Total participants: 10 Tuesday Morning Story Times: preschoolers enjoy singing, dancing, and books. There were 340 participants. Tuesday Evening Spanish Story Times: preschoolers enjoy Spanish stories, Spanish songs, and crafts. There were 105 participants. Boppy Times for Babies: parents and their babies get to play and bond together. There were 17 participants. Sunday traffic counts for March: Sunday, March 6: 250 Sunday, March 13: 274 Sunday, March 21: 214 Closed Easter Sunday 3. Literacy Report Adult Learning Center visits: 20 Tutors trained: 0 Learner assessments: 2 Tutor matches: 2 Learners Achievement Corner Rey P. is improving with his writing skills. He also has read his second book Dairy of a Wimpy Kid. English as a Second Language Conversation Circle group currently meets Tuesdays and Thursdays evenings. The group is currently utilizing the Life Skills series and continues to work on vocabulary phrases, expressions, and greetings. There were a total of 57 participants. English as a Second Language - Arabic group meets Tuesday, Wednesday, and Thursday mornings. There were 193 participants. The Library has partnered with the Police Department Thunderbolt Program staff. We currently have no students who are meeting with Tutors for assistance with their writing assignments. 4. Chamber Ambassador Report March 9, 2016, staff attended the ambassador luncheon at the Chamber of Commerce office hosted by Don Vino s. 5. Update on Peter M. Brown Living Trust Staff received an update on March 29 that the two properties will be listed on April 11 for $80,000 per property. Staff has not received any other updates at this time. 5

6 6. Announcements The Adult Learning Center opened to the public on Monday, March 28, service hours are M-F 9am- 6pm, closed 1pm-2pm for lunch. April is National Library Week and National Volunteer Week and we have lots of activities planned, see attached flyer Job Fair April 15, 10am-1pm, see attached flyer Dia de Los Ninos will be celebrated on Saturday, April 30, 10am-noon, see attached flyer CITY COUNCIL City Council will have a place on their Tuesday, April 19, agenda for the Library & Literacy Commission to report. Commission Chair Bailey has volunteered to deliver the report. 6

7 SCHEDULED MATTERS 1. Advocacy Toolkit The Commission will begin work on the next section which begins on page 13 of the toolkit. Staff has provided, as an attachment, the transcription of the information collected from the second section. Staff is implementing during National Library Week April a Why your library is important campaign via our social media and internally. 2. Library Division Branding In an effort to gain community input that will be utilized for the branding initiative staff has prepared a short questionnaire to be distributed to the public at the beginning of our summer programming. This proposed timeline will give us an opportunity to hold a meeting internally with staff to take them through this branding initiative. An all staff meeting is planned annually in late April and/or early May to discuss our summer programing, customer service issues, internal communications, etc., it is important for us to bring our internal stakeholders together and collect input. At your February meeting staff asked the Commission to review the Mission Statement, Vision Statement, and the 5 Library Service Roles. Staff has provided that attachment, as the Commission will at some point after the collection of questionnaire responses is gathered from the public may want to make revisions. At this time, staff would like to impose upon the Commission a review of public library service responses provided from a publication distributed by the Public Library Association. Staff has provided a pdf of the publication in your agenda packet but will have printed copies available at your meeting. This larger list was last viewed by the Library Facility Planning Committee of 2009, who through discussion were able to identify out of the 18 public library service responses which 5 responses were identifiable as a priority for the Porterville Community. The 18 service responses are listed and defined on page 3 of the Introduction. By no means is this a comprehensive list of the possible ways libraries can meet the needs of their communities. The responses listed simply describe most of the primary services libraries offer. Staff affirms this is an appropriate time to review the PLA service responses so that as development continues through the advocacy tool kit and through the branding initiative the responses will better assist the Commission in the future planning of library services. Staff recommends that the Commission spend their hiatus reviewing the 18 Public Library responses and set a review of the material staff has provided on the August agenda Commission Goals and Objectives At the request of Chair Bailey this matter will continually be placed on scheduled matters for further discussions and modifications, if necessary. 4. California Public Library Advocates Spring Workshop At your last meeting Commissioner May confirmed her availability to attend the California Public Library Advocates (CPLA) Spring Workshop in Fresno on Saturday, April 30 at the newly opened Betty Rodriguez Library, from 10am to 2pm. Commissioner Figueroa and Commissioner Bishop-Mitchell indicated they would check their schedules and report back. 7

8 The workshop is titled If Not Now, When? Working together politically, financially, and strategically, as a CPLA Board member in the region our City Librarian has been tasked with organizing the workshop and is currently working with Kern County and Fresno County representatives. Staff has placed this item on the agenda to confirm with the Commission those members who are available to participate. Staff anticipates departure around 8:30am from the Library and return around 3:30pm. In addition, Giuliana Glydon of the Friends of the Library will be attending. 5.
