Hall Conference Room of the Batavia Public Library. 2. Pledge of Allegiance to the Flag 3. Call the Roll Trustees Present: Diane L. Blodgett, Andrew R. Deitchman, Maureen A. Jakubowski, Francine C. McGuire-Popeck, Cara M. Schuster, and Douglas S. Sullivan Trustees Absent: J. Thomas Von Lunen Staff Members Present: Director George H. Scheetz, Joy K. Ganster, Kerry K. Halter, James J. Klyczek, Kathy A. Moecher, Stacey L. Peterson, and Joanne C. Zillman Visitors Present: Barbara L. Mabbs, volunteer, Batavia Access Television (BATV), Inc. 4. Comments from the Audience There were no comments from the audience. 5. Approve the Consent Agenda Trustee Sullivan read the consent agenda. Trustee Sullivan asked whether there were any changes to the consent agenda. 2 a. Minutes: (1) Regular Meeting, Tuesday, 17 June 2014 (2) Closed Session, Tuesday, 17 June 2014 b. Expenditures: (1) Expenditures ( Cash Disbursement Detail Report ): June 2014, including General Fund checks ( ) in the amount of $128,567.55, and payroll and taxes in the amount of $169,701.91, for a grand total of $298, in expenditures. c. Other Action Items: (1) An Ordinance Approving and Adopting the Annual Budget and Appropriation for Library Purposes for the Fiscal year Beginning 1 July 2014 and Ending 30 June 2015: Ordinance Seconded by Trustee Blodgett. Roll Call: Blodgett, aye; Deitchman, aye; Jakubowski, aye; McGuire- Popeck, aye; Schuster, aye; Sullivan. The motion carried, 6 0, with one member absent. 6. Approve the Agenda Motion by Trustee Jakubowski to approve the agenda, as presented. Seconded by Trustee McGuire- Popeck. All: Aye. The motion carried. 7. Board Education (Per Capita Grant): Getting Started with Edge, a Webinar Director Scheetz reported that this presentation fulfilled one of the Library s requirements for a FY2015 Illinois Public Library Per Capita Grant; to wit: Technology At least one member of the library staff and at least one board member must attend an informational webinar or in-person session about The Edge Initiative ( The Board viewed Getting Started with Edge. Discussion followed. Director Scheetz reported that this presentation was one of the preliminary steps in the Library s participation in The Edge Initiative, which was planned as a multi-year project involving the public libraries in Illinois, under the auspices of the Illinois State Library. In response to a question from Trustee McGuire-Popeck, discussion followed on the probable value of the Library s recently completed community survey and current strategic planning process in relation to The Edge Initiative. 8. 3 Joy K. Ganster, the Library s Finance Manager, asked whether there were any questions regarding the financial reports, which were included in the Board packet. There were no questions. 9. President s Report The President did not present a special report. 10. Good News / Comments from the Board There were no additional comments from the Board. 11. Correspondence and Communications The following item of correspondence and communication was included in the Board packet or distributed at the meeting: Letter to Batavia Public Library from Jeremy Stoppelman, co-founder and chief executive officer of Yelp, informing the Library of the positive response that the Library has received on Yelp (June 2014) 12. Director s and Librarians Reports: June 2014 Statistical Reports Total Circulation (Items Checked Out) The total circulation in June reflected a decrease of 6.6% from June 2013 (66,334 compared to 71,029) for an average of 2,211.1 items checked out per day over 30 days or an average of items per hour over 283 hours! Total year-to-date circulation (July 2013 June 2014) reflected a decrease of 11.4% from the same period in the previous fiscal year (679,533 compared to 767,329). Total Number of Visits The total number of visits in June reflected a decrease of 5.2% from June 2013 (30,002 compared to 31,633) for an average of visits per day over 30 days or an average of visits per hour over 283 hours! Total year-to-date number of visits (July 2013 June 2014) reflected a decrease of 10.1% from the same period in the previous fiscal year (299,492 compared to 333,186). Director Scheetz reported that overall for the year visits to the Library and circulation numbers were down for the second year in a row. However June was busier than previous months with over a thousand visits a day. Other Highlights A Peek at Technical Services: Director Scheetz reported that one of the more time-consuming yet cost-effective tasks in Technical Services was that of repairing storage cases (and related accessories) for audio-visual items and mending books. During the previous fiscal year, a total of 7,534 items were repaired. Discussion followed. MINUTES (REGULAR MEETING) 15 JULY 2014 PAGE 3 OF 6

4 In response to a question from Trustee McGuire-Popeck, discussion followed on the statistical report related to Technical Services, which was included in the Board packet. In response to a question from Trustee Schuster, discussion followed on the cost-benefits of the repair work completed in Technical Services. Report from Youth Services Joanne C. Zillman presented highlights from her written report and, in particular, reported on the success of Summer Reading Club Report from Adult Services Stacey L. Peterson presented highlights from her written report and, in particular, reported on the success of Summer Reading Club In addition, Peterson reported on special programs presented by the Library in support of the Art in Your Eye Fine Arts Festival, including a forthcoming presentation on the Monuments Men. 13. Committee and Official Representative Reports a. Standing Committee on Facilities: There was no meeting in July. b. Standing Committee on Finance: There was no meeting in July. c. Standing Committee on Outreach: There was no meeting in July. d. Standing Committee on Services: There was no meeting in July. e. Batavia Public Library Foundation: There was no meeting in July. f. Friends of the Batavia Public Library: Trustee McGuire-Popeck presented a brief report on the work of Friends of the Batavia Public Library. g. Library Integrated Network Consortium (LINC): Director Scheetz presented a brief report on the work of LINC. h. Batavia Access Television (BATV): Trustee Schuster presented a brief report on the work of BATV. 14. Future Agenda Items Director Scheetz noted that an updated list of future agenda items was included in the Board packet. 15. A Resolution Declaring Selected Library Furniture, Furnishings, Equipment, and Supplies to Be Surplus Property, and Authorizing the Disposition of the Surplus Property (Standing Committee on Facilities): Resolution Trustee Sullivan stated that the purpose of this agenda item was to present an inventory of furniture, furnishings, equipment, and supplies to the Board of Library Trustees, and recommend that such Inventory of Surplus Property be declared no longer necessary or useful for library purposes and that MINUTES (REGULAR MEETING) 15 JULY 2014 PAGE 4 OF 6

5 the Library Director be authorized to sell or otherwise dispose of said surplus property in an appropriate manner. Director Scheetz noted that he Public Library District Act of 1991 provides that, The board may sell or otherwise dispose of real or personal property that it deems no longer necessary or useful for library purposes under terms the board deems best [75 ILCS 16 / ], and then describes the manner in which the Library District may sell or otherwise dispose of such property [75 ILCS 16 / ]. Discussion followed. In response to a question from Trustee Jakubowski, Director Scheetz reported that he proposed to sell or otherwise dispose of the surplus property according to the following methods: Public Sale: Items on the list may be offered for public sale at auction, either in-person (live or silent) or online (ebay, &c.), or on the basis of sealed bids. In the case of in-person auctions or sealed-bid sales, the Library will publish a public notice of the sale in a local newspaper of general circulation. Offer of Donation: Items may be offered for sale or as a donation to other tax-supported libraries or library systems, as well as other units of local government and not-for-profit organizations. In the latter instance, first preference will be given to organizations located in the Batavia Public Library District. Recycle: Items that are not sold or otherwise disposed of will be recycled, as appropriate. For example, the City of Batavia offers a self-service recycling program for electronic equipment and small appliances, free of charge, at the Public Works Department (200 N. Raddant Rd.). Discard: Any remaining items will be discarded. Motion by Trustee Deitchman to approve A Resolution Declaring Selected Library Furniture, Furnishings, Equipment, and Supplies to Be Surplus Property, and Authorizing the Disposition of the Surplus Property (Resolution ), as presented.
