After the City installed the rest of the equipment, they noticed the activation sensor had quit working. At this time we hope to have the Splash Pad up and running in early June. We will post on the City of Tiffin s Facebook page when the splash pad is fully operational. So until the part gets repaired, the Public Works Director has advised that we will manually turn on and off the splash pad starting at 9:00am 6:00 pm. The regular hours of the splash pad are from 9:00am dusk. Thank you for your patience while this gets resolved. City Mowing Ordinance - Spring is here and with that comes great weather! As a friendly reminder, the City of Tiffin would like to mention that according to Chapter 52 of City Code, which states that noxious weeds, ordinary lawn grass that is allowed to be more than eight (8) inches high shall be deemed a nuisance. If a property is considered a nuisance, the City will issue them a letter giving them three (3) days to remedy the nuisance. If the property owner neglects or fails to destroy or cut weeds, the city shall destroy or cut and the expenses shall be billed to the property owner or attached as a lien to the property until paid. 2 June 2017 Page 2 Park Shelter Rentals Are you looking for a good place to have a birthday party or family gathering? Well the City of Tiffin has Park Pavilions available to reserve! The City currently has a large shelter house available at City Park by the Ball Fields. This shelter has 4 picnic tables, a charcoal grill and power outlets. This shelter is also close to play area, splash pad and the ball field Concessions Stand which has fully operational bathroom facilities. To reserve this shelter the cost is $ Potter Park located behind Casey s General Store is the home of the other Park Pavilion available for rent. This park shelter has 2 picnic tables. Since this shelter has minimal amenities the reservation cost is $5.00. This shelter is great if you are looking to have a quiet relaxing event with a great play area and basketball courts. City Hall Council Chamber Rental At City Hall the Council Chambers also functions as a community room. It is a great place to host graduations, parties, banquets or host meetings. The Facility has a few tables and chairs, a kitchenette, projector and screen available for presentations or slideshows. 3 June 2017 Pg. 3 Tiffin Community Fund Did you know, The Clear Creek Valley was a favorite hunting ground of the Sac and Fox Indian tribes. Rolla Johnson originally had the town of Tiffin platted in 1867 and named it after his hometown Tiffin in Ohio. In the 1872 presidential election, Clear Creek votes cast 59 votes for Gen. Ulysses S Grant and 51 votes for Horace Greeley. The 1880 Census of Iowa showed 47 people living in Tiffin. That a donation to the Tiffin Community Endowment Fund can be deducted on your Income Tax as a charitable deduction and on your Iowa Income Tax as an Endow Iowa Credit both. Or a donation to the Tiffin Community Fund is deductible on both you Federal and State income tax as a charitable donation. If you would rather donate your time we would love to have you on our committee. We meet every eight weeks for a couple of hours. For good. Forever. Tiffin Dog Park The City of Tiffin has a new Dog Park located next to the City Park Ball Fields off Kimberlite Street. This off-leash dog park provides an excellent opportunities for exercise, socialization and training. The park will consists of a larger area for dogs to run and socialize and a smaller area for smaller dogs or for dogs that may not do well with other dogs but need an area to run. In order to use the facility you will be required to obtain an Annual City Dog Park Tag at City Hall for $5.00. You will be required to show proof of vaccinations when applying. As a Tiffin resident you will also need to ensure you are registered with the City and obtain a City Dog tag for $ All dogs must display their park tag at all times to use the off-leash dog park. As a reminder the City of Tiffin s Code states it is unlawful for any owner to allow an animal to run at large within the corporate limits of Tiffin.

5 Work Session The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session May 2, 2017 at 6:03 p.m. Mayor Steve Berner called the meeting to order. Upon roll being called the following named council members were present: Al Havens, Peggy Upton arrived 6:08 PM, Jo Kahler, Jim Bartels, Mike Ryan. Also present: City Administrator/Clerk Doug Boldt, Deputy City Clerk Ashley Platz, City Engineer Ben Carhoff and other visitors. Motion to approve the agenda by Havens. Second by Bartels. All ayes, motion carried. Discussion of Additional Users for Actian PSQL Software for City Hall - Upton arrived at 6:08 PM. Discussion of Interactive Voice Response Interface Software for Paying Utility Bills over the Phone - Doug Discussed items C & D regarding the Summit software expansion and potential implementation of automated phone payments. Discussion of Phasing Costs for Original Town Urbanization Project - Council discussed the idea of concrete, asphalt or seal coat roads and the cost difference vs maintenance. The curb/gutters/sidewalks and driveways will be concrete. Council also discussed the inconvenience of each. With concrete streets the residents could be out of their homes for 5+ days depending on weather, whereas asphalt could be driven on the same day and would only allow for a one day of displacement for the driveways/curb/gutters. Discussion of City s Municipal Code Violation Letter - Council discussed the wording of the nuisance letter and recommended only citing the code chapter in violation instead of including the wording. Building official recommends legal provides input regarding what is necessary in the letter to move forward with municipal infractions. Discussion of Trail Phase 5 View Video of Trail - Doug played a video of the Trail Ph 5 that Metro Pavers did showing all the puddling water after the rain. Showing standing water on more than half of the trail. Motion to adjourn work session by Ryan. Second by Upton. Johnson County Leut Adolph spoke about the speeding sign the City installed and said he sees an impact and says that the location of the sign seems to work. Travis Allen Fire Works Stores Would like to set up a permanent store in Tiffin this will help with the popup stores that tend to pop up in towns were no permanent stores are located. He also advised that the Fire Marshall regulates permanent structures more than pop up structures. Robert Downer Lawyer in Iowa City Tom Streb and Streb Construction Regarding Park Place. Regarding the road accessing their property is inadequate. Kathy Swenka th St NW Concerned with traffic and water sheds regarding the Park Place development. Had a meeting on Timber Ridge Trail last week with Mrs. Boeset and those responsible for clearing and grading. Now they are pondering using concrete instead of aggregate which will increase the budget greatly. City Council Reports City shared calendar to share on the website. Director of Public Work s Report new bar screen. Council question regarding WWTP Phasing and when the road and trail will be worked on. Advised in Phase 2. Building Official Report None. City Engineer s Report 50% done on the WWTP Ph 1. Strat the bidding of Ph 2 in June and let in July. City Attorney s Report Nothing new. City Administrator s Report Garden plots are ready and have water access, currently 3 lots are available. Woodruff working on the City Hall expansion plans. Discussion and Consideration of Alignment of Park Road and Council Action as Needed -City Administrator/Clerk Doug Boldt gave background of the aligning of Park Road. Spoke about Streb s concerns. Discussion and Consideration of Development Agreement with DERS Development Park Place and Council Action as Needed - Council thoroughly discussed the Developers Agreement with DERS Development of Park Place. Discussion of Preliminary Assessment Schedule - Original Town Urbanization Project -Discussion: City Administrator Doug Boldt presented a Preliminary Project Assessment Schedule for the Original Town Urbanization Project that Ben Carhoff, Hart-Frederick Consultants provided based off of 2016 assessed valuation. They discussed and reviewed different assessments based on 10%, 15% and 25%. The 10% option reflects $55/lineal foot. Council also discussed the type of interest rate to charge the assessment. The residents will have 10 years to pay off this assessment. Discussion of Development Agreement with DERS Development Park Place -Discussion: Administrator Boldt discussed the Exhibit D which discusses the specific public infrastructure requirements. Also discussed the future Water Tower placement. Also discussed language explaining taxable valuation of the property factored by eighty percent. Motion to adjourn by Bartels. Second by Kahler. City Attorney s Report Roberts Ferry Road next meeting might started condemnation process since agreements cannot be reached. City Administrator s Report from State DOT discussing grade crossing surface processing which uses 60% of state funds to help, but is a seven year waiting list.
