3 1. Call to Order / Introductions Technical Advisory Committee Chair Brian Berndt called the meeting to order at 9:35 and led the group in introductions. 2. Changes to the Agenda No changes to the agenda. Alex Little asked why the MOU between TCATA and TwinCATS was not included in the agenda. Brandon Kovnat said that there were a few items in it that were being reviewed before it was ready to be voted on by the TwinCATS Committees. 3. Public Comment None. 4. Approve Minutes Stacey Stephens said that she attended the August meeting but was not listed in the minutes. Motion to approve the minutes from the August 20, 2018 combined Technical Advisory and Policy Committee meeting with corrections Made by Chris Cook, second by Eric Lester. Motion approved 5. Staff Report Ryan Fellows explained three new public act that were recently approved that will affect asset management. Public Act 326 will require road agencies with more than 100 miles to create an asset management plan. Ryan said that all agencies are encouraged to create asset management plans but only large road agencies will be required to do so. Ryan went over the Long Range Plan (LRP) timeline. He explained that The LRP should be voted on at the November TwinCATS Meeting. Ryan presented on the Harbor Charrette. He mentioned that the charrette will be a series of public meetings about the future of the harbor. Eric Lester asked who would head the charrette. Ryan said it will be led by the National Charrette Institute. The main partners are SeaGrant, Office of the Great Lakes, Twin Cities Harbor committee, and the Governor s Office. The consultant for design is Drummond Carpenter. 6. Airport Updates Vince DesJardins said there was a fly in last weekend which was well attended. The self-service fuel tanks are expected next week. 7. Special Studies Napier Corridor Study: Ryan said that there would be a public meeting on Napier on September 24. He said that converting to three lanes from the bridge to Colfax was being considered but no boards had officially weighed n yet. Tim Zebell asked how it might affect air quality. Amy Lipset replied that the Inter Agency Working group (IAWG) for Berrien County had voted that a road diet would be exempt. She said that before any road
4 diet is implemented a traffic study is done to show if it is feasible and that is does not cause congestion. Therefore additional air quality analysis is not required. Countywide Transit Study: Ryan said that the steering committee would meet this week. The final report would be available by the end of the week, a followed by public meetings next week. Community Land Use and Zoning Member Updates Tim Zebell said that St. Joseph was developing a downtown plan. 8. Public Transit - Twin Cities Area Transportation Authority Alex Little said that TCATA had received a grant for continued work with the SMART team from the University of Michigan. He reiterated that TCATA had no interest in countywide consolidation. 9. Old Business Defining Regionally Significant Projects: Brandon presented the revised definition for regionally significant projects. Amy Lipset said the revised definition was functionally the same but that it removed unnecessary jargon and added clarity. Motion for the Technical Advisory Committee to recommend that the Policy Committee adopt the revised definition for regionally significant projects. Made by Alex Little, second by Tim Zebell. Motion Approved. Motion for the Policy Committee to approve the recommendation from the Technical Advisory Committee. Made by Chris Cook, second by Denise Cook. Motion Approved. 10. New Business Performance measures: Brandon reviewed the performance measures for pavement condition, bridge condition, and system reliability. He then presented a resolution to support MDOT s performance targets for pavement condition, bridge condition, and system reliability. Motion for the Technical Advisory committee to recommend that The TwinCATS Policy Committee support MDOT s performance targets for pavement condition, bridge condition, and reliability. Made by Tim Zebell, second by Chris Cook. Motion Approved. Motion for the Policy Committee to approve the recommendation from the Technical Advisory Committee. Made by Jonathon Smith, second by Eric Lester. Motion Approved. Brandon explained that another motion was need to officially amend the Transportation Improvement Program to include the performance measures language and targets. Motion for the Technical Advisory committee to recommend that The T the Transportation Improvement Program be amended to add the section on performance targets for pavement condition, bridge condition, and reliability. Made by Tim Zebell, second by Chris Cook. Motion Approved. Motion for the Policy Committee to approve the recommendation from the Technical Advisory Committee. Made by Jonathon Smith, second by Eric Lester. Motion Approved.
5 Transportation Improvement Program: Brandon Kovnat explained the timeline for the TIP development. Tim Zebell asked if the dates could be changed, because there would not be enough time to do any public outreach before applications were due. Brandon explained that the dates were based on MDOT s guidance which stated that projects should be programed into JobNet by January 15. Amy Lipset said that this was a suggested date to allow MDOT time to review all projects. The cutoff for having the draft TIP list approved by MDOT is March 1 st. Amy believed that the MPO vote could be later than December. It was agreed that TwinCATS would vote on projects at the January meeting. Brandon presented the proposed Roadway Project Prioritization System. Amy requested that points be given to support fixed route transit. There was a discussion on whether any points could be removed to maintain a 50 point scale, but no agreement was reached on what to remove. Brandon said he would add two points to the prioritization system if a road carried a fixed transit route thus making the total points be out of 52. Motion for the Technical Advisory Committee to recommend that The TwinCATS Policy Committee adopt the project prioritization system for the Transportation Improvement Program, with changes. Made by Alex Little, second by Amy Lipset. Motion Approved. Motion for the Policy Committee to approve the recommendation from the Technical Advisory Committee. Made by Chris Cook, second by Alex Little. Motion Approved. 11. State and Federal Updates Jonathon Smith said that there was a MDOT call for projects and MDOT was reviewing applications from regional offices. Jonathon had submitted for rehabilitation of I-94 from exit 23 to exit 27. This was an area that had a scoping done but the construction hasn t been scheduled yet. 12. Privilege of the Floor and Public Comment Alex Little Said he M-139 was in need of repairs and it poor condition was damaging buses. Tony Dloughy said he was pleased with the Herald Palladium article about Napier. He especially liked the use of the walking audit. 13. Adjournment Meeting was adjourned at 11:00 AM. The next TwinCATS meeting is scheduled for Monday, October 15, 9:30 am.
