1 Approved Minutes of the March 29, 2017 Meeting Page 1 of 6 CALL TO ORDER Kalamazoo Area Transportations Study Policy Committee Approved Minutes of the March 29, 2017 Meeting The March 29, 2017 Policy Committee meeting was called to order at 9:00 a.m. at Kalamazoo Metro Transit by Chair Dykstra. INTRODUCTIONS Introductions were made by all present. ROLL CALL Meeting attendance was recorded on the sign-in sheet. APPROVAL OF THE AGENDA MOTION by Reid, SECOND by Anderson, to approve the Agenda for the March 29, 2017 Policy Committee Meeting with the change requested. MOTION APPROVED. CITIZENS COMMENTS - NONE CONSENT AGENDA Information on items listed on the Consent Agenda were included in the meeting materials. Items on the Consent Agenda were as follows: Acceptance of The Treasurer s Reports Acceptance of The Technical Committee Report (February 9 and March 9, 2017 Meeting) Acceptance of The Public Transportation Monthly Report Acceptance of The Regional Prosperity Initiative Report Acceptance of The Southcentral Michigan Planning Council Report Approval of The Minutes from the January 25, 2017 Meeting MOTION by Ulsh, SECOND by Johnson, to accept and approve the items on the consent agenda as listed. MOTION APPROVED TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENTS A copy of the proposed amendments to the FY Transportation Improvement Program were included in the meeting materials. (A list of the proposed amendments can be found at the end of this document). Started reported that KATS staff and members of the Technical Committee recommended Policy Committee approval. Anderson asked what would happen to the funding for the proposed project deletions. Start reported that the funding had already been reprogrammed. MOTION by Johnson, SECOND by Heppler, to approve the amendments to the FY Transportation Improvement Program. MOTION APPROVED. CONTRACT EXTENSION WITH THE SOUTHCENTRAL MICHIGAN PLANNING COUNCIL A copy of the Southcentral Michigan Planning Council and Kalamazoo Area Transportation Study Agreement was included in the meeting materials. Start reported that the KATS has an agreement with the Southcentral Michigan Planning Council to administer and oversee the regional transportation planning activities for Region 3. Region 3 covers the five counties of Barry, Branch, Calhoun, Kalamazoo and St. Joseph. The agreement has already been approved by the Southcentral Michigan Planning Council. Reid disclosed that he was a member of the SMPC Board and would abstain from the vote.
3 Page 3 of 6 Ulsh requested more information on the item, Conduct a quarterly review of KATS activities and provide feedback on progress. Start reported that the review fell under Duties and Responsibilities of SMPC was handled by the Southcentral Michigan Planning Council Director. Reid noted that KATS staff provided the Southcentral Michigan Planning Council with a monthly status report of work completed. Gisler asked which Metropolitan Planning Organizations are included in the Region 3 planning area. Start reported that two Metropolitan Planning Organizations are included in the region, KATS and the Battle Creek Area Transportation Study (BCATS). BCATS is not considered a member of the Southcentral Michigan Planning Council although BCATS does attend the meetings. MOTION by Sorensen, SECOND by Drouin, to approve the Southcentral Michigan Planning Council and Kalamazoo Area Transportation Study Agreement and authorize the chair to sign on KATS behalf. MOTION APPROVED. FY 2018 UNIFIED PLANNING WORK PROGRAM Start reported that the Unified Planning Work Program (UPWP) contains KATS budget and transportation planning work expected to be completed during the fiscal year. Start reported that KATS will be requesting to use third-party in-kind for the local match requirement. Technical Committee members were asked to notify KATS staff of potential planning efforts for third-party in-kind to be included in the UPWP. The UPWP will be presented to the Policy Committee in May for approval. FEDERAL CERTIFICATION REPORT DISCUSSION Start reported that KATS staff submitted the draft appendix to the 2045 Metropolitan Transportation Plan to the Federal Highway Administration and the Federal Transit Administration to address the required action from the Transportation Management Area Certification Review to better integrate and address the planning factors - safety, security, freight, and economic vitality. Suggested revisions from the Federal Highway Administration and the Federal Transit Administration have been incorporated to ensure that the requirement has been met. The draft will be presented to the Technical Committee and Policy Committee in April for approval as an amendment to the 2045 Metropolitan Transportation Plan. Start reported that staff is working on revisions to the Public Participation Plan. Start requested that members who had suggestions on obtaining public input contact KATS staff. PEDESTRIAN, GREENWAY AND TRANSIT PLAN Stepek reported that KATS Moves is currently working on identification of potential projects. The next phase will be to evaluate how limited resources and funding will be prioritized. The public comment summary is available on the KATS moves website: Reid asked for the timeline for the completion of the plan. Stepek reported that the timeline for completion of the Pedestrian, Greenway and Transit Plan is for the end of the fiscal year and implementation would be included in the next Metropolitan Transportation Plan. PUBLIC TRANSPORTATION UPDATES During the month of March, the Central County Transportation Authority (CCTA) and the Kalamazoo County Transportation Authority (KCTA) appointed its officers. Teeter has been re-appointed as Chair and Rosine as the Vice-chair of both authorities. A number of members of the KCTA have declined reappointment to the KCTA. Teeter reported that the original intent for the authority was to have joint membership. There was an amendment to the Incompatible Officers Statute which allows members of to serve on both authorities in Kalamazoo County. The Central County Transportation Authority will be working with the Kalamazoo County Board on appointments to the Kalamazoo County Transportation Authority and joint membership.
4 Page 4 of 6 Teeter requested that the Annual Report be included on the agenda of the next Policy Committee Meeting. The contract with Apple Bus expires at the end of the year. There is an option for a two-year extension of the contract. The CCTA and KCTA have authorized Executive Director McBride to work with Apple Bus on extension details. Nieuwenhuis challenged Policy Committee members to ride public transportation. She opined it would give members a participant perspective to assist in decision making. EXECUTIVE DIRECTOR S REPORT Start reported that KATS has received notification from MDOT on financial closures related to KATS prior fiscal years. Work continues on developing a more uniform Transportation Improvement Program amendment threshold. Jobnet has been implemented by the State of Michigan to program projects. Work continues with MDOT on how data will be collected for the Safety Performance Measure Rule. Pavement and Surface Evaluation Rating (PASER) data collection is being scheduled. Start reported surface ratings for the State of Michigan are available on the Transportation Asset Management Council website at Anderson inquired if local agencies were seeing increased funding from the State of Michigan Transportation Revenue Package and if there were any concerns on the impact of the proposed federal budget. Start reported that there was a 1% increase in roads with a Pavement and Surface Evaluation Rating of good and a 1% increase in roads with a Pavement and Surface Evaluation of bad. Start reported that these changes related to roads previously rated fair. He opined that it was still early to see impacts on transportation infrastructure at this time. Increases resulting from General Fund transfers will not be phased in until Johnson reported that funding increases for the Michigan Transportation Revenue Package went into effect with the March 1 payment from the Michigan Transportation Fund. The Road Commission of Kalamazoo County has received its first installment and there was a slight increase in funding. The Road Commission of Kalamazoo County did program projects for revenue projections. Johnson continued that new projections for the funding levels have been released which are lower than initial projections. The Road Commission is assessing the impacts of the new projections. Stepek reported that there is a 10-11% reduction in federal transportation funding primarily related to discretionary grants. NEW BUSINESS Start reported that an application had been received for the KATS Citizen Advisory Committee (CAC). Nieuwenhuis has requested to step down from the Application Subcommittee for the CAC. Start requested volunteers to review an application for a recommendation for appointment to the CAC. Stepek reported that the applicant was Brendan Molony, Sustainability Coordinator Environmental Safety/Sustainability at Bronson. MOTION by Sorensen, SECOND by Ulsh, to appoint Brendan Molony to the KATS Citizen Advisory Committee. Johnson asked for the process required for appointment to the CAC. Stepek reported that proper procedure only required appointment by the KATS Policy Committee. Chair Dykstra called for a vote on the motion. MOTION by Sorensen, SECOND by Ulsh, to appoint Brendan Molony to the KATS Citizen Advisory Committee. MOTION APPROVED. CITIZEN COMMENTS-NONE MEMBER UPDATES
5 Page 5 of 6 Johnson reported that on March 7 the Kalamazoo County Board of Commissioners appointed two new Road Commissioners, Larry Stehouwer and Dave Pawloski. Johnson noted that the RCKC has begun its construction season. Information on projects are available at the RCKC website ( Thirteen joint meetings are scheduled with Kalamazoo County Townships. She thanked Comstock Township for the feedback received on the process. A presentation will be given to the Board of County Road Commissioners of Kalamazoo County regarding allowing wireless networks access within the right-of-way on April 18 at 3:00 p.m. Members were invited to attend. Johnson reiterated that Pavement and Surface Evaluation Rating data was available via the Transportation Management Council website ( She noted that while most data collection is limited to the federal-aid system and that it is not common for Pavement Surface and Evaluation Ratings to be taken on local roads, data collection is done in Kalamazoo County and submitted to the Transportation Management Council. Teeter reported that the Public Transportation Annual Report will be presented to the Kalamazoo County Board of Commissioners on April 18. Sorensen welcomed new members to the Policy Committee and invited new members to contact any member of the Policy Committee or KATS staff with questions. Heppler reported that there have been a number of meetings regarding the trailways between Galesburg and Augusta. The village is also working on its infrastructure plan. He noted concerns with the increase in the number of traffic injuries and deaths due to distracted driving. Pfeiffer noted that the Michigan Department of Transportation construction season had begun. Work is anticipated to begin in Kalamazoo County in May. Heiny-Cogswell reported that progress continues on the Drake Road project. Design work is being done for a KL Avenue non-motorized path which will be coordinated with RCKC road improvements. The township is also working on $25 million of sanitary sewer projects. An application is being prepared for the rural development grant program for the sewer projects. Reid reported that Kalamazoo Township is in its third year of its local road plan. He thanked the voters of township for approving the plan and the Road Commission of Kalamazoo County for working with the township. He reported that there are some issues to coordinate related to lead pipe removal and Consumer s Energy utility work. Kinney reported that the Van Buren County Road Commission Act 51 funding received in March was up more than anticipated. The Road Commission is planning on 10 miles of seal coat on primary roads this year. Stepek reported that a public meeting will be held for the Pedestrian, Greenway and Transit Plan on April 24 from 4-7:00 p.m. at the Kalamazoo College Fieldhouse, Hornet Suite. Cooper Township will be hosting a meeting on the River to River Trail connection on May 17. More details will be provided once finalized. The connection will go from Kalamazoo to Grand Rapids. Stepek reported that any members interested in scheduling a KATS 101 and KATS 201 sessions were asked to contact KATS staff.
