PUBLIC HEARING: 2040 Regional Transportation Plan TDOT, public transit agencies, and local communities throughout the Davidson, Maury, Robertson, Rutherford, Sumner, Williamson, and Wilson counties have come together to identify major transportation priorities for the next 25 years, Middle Tennessee Connected is the proposed update to the Regional Transportation Plan (RTP) which is responsible for allocating federal transportation dollars to area roadway and transit improvements, and incorporates the needs of motorist, transit customers, pedestrians, bicyclists, and freight carriers. The MPO is currently seeking comment from transportation planning partners, area stakeholders, and members of the public. More information is available at Connected2040.org. Ms. Anna Emerson presented Mr. Patrick Emery the Excellence in Community Development award for his understanding of that good transportation policy has economic value. Accepting for Mr. Emery was Mayor Ken Moore Ms. Rochelle Carpenter presented the Excellence in Innovation Award to Mr. Andy Barlow for his continually thinking outside the box approach to transportation.
5 Mr. Michael Skipper presented the Excellence in Public Health to Ms. Leslie Meehan for her work showing how transportation and health interact. Her work is recognized nationally and internationally. Mayor Philip Craighead presented the Excellence in Transportation award to former Mayor Karl Dean for leadership in moving regional transit forward. Mayor Wilber called the Board meeting to order at 1:12 p.m. He introduced Vice Chair Mayor Randall Hutto and the TCC Chair Mr. Doug Demosi and Vice Chair Mr. Mike Harris. He also introduced Mr. Michael Skipper, MPO Director. Approve meeting minutes Mayor Philip Craighead moved to approve the November 18, 2015 meeting minutes with Mayor Howard Bradley seconding. The motion passed unanimously. Mr. Joe Horne moved to approve the December 2, 2016 TCC minutes. Ms. Margot Fosnes seconded and the motion passed unanimously. Proposed Amendments to the FYs TIP Ms. Anna Emerson, MPO staff, briefly went over the amendments to the TIP. The amendments have been out for the required 21 day public review and comment period. To date, there have been no comments received. Mr. Demosi said that the TCC had endorsed these amendments for consideration by the Board at their December 2 nd meeting. Mayor Wilber opened the public hearing on the TIP amendments. There was no public comment. Mayor Wilber closed the public hearing. Mayor Bradley moved to adopt MPO Resolution , amending the FYs TIP. Mayor Craighead seconded and the motion passed unanimously. Endorse Multi Modal Access Fund Proposals Ms. Rochelle Carpenter said that the Multimodal Access fund provides $10M per year in state revenue to support bicycle and pedestrian infrastructure projects along state routes. Each MPO and RPO in the state was invited to submit up to two applications for funding. She said that nine proposals were received. The MPO staff and BPAC chose 1) City of Lebanon for sidewalks on West Main Street and 2) City of Fairview for sidewalks along Highway 100 for submittal to TDOT. TDOT will score the projects submitted and award the money in February. She said that the staff will work to find other funding for the other seven projects.
6 Mayor Ernest Burgess moved to endorse the regional priorities for TDOT s Multi Modal Access Fund program. Vice Mayor Jill Burgin seconded and the motion passed unanimously. Endorse Regional Transportation Plan priorities Mr. Skipper gave a brief overview of the draft Regional Transportation Plan (RTP) named Middle Tennessee Connected. He said that work on the RTP has been on going for the last five years and sets the long term vision for transportation in Middle Tennessee. The Plan is scheduled for adoption in February The plan addresses all aspects of transportation roads, transit, and bicycle/pedestrian. Mr. Demosi said that the TCC had endorsed the draft Plan for public review and comment at their December 2 nd meeting. Executive Anthony Holt moved to endorse the draft RTP for public review and comment. Mayor Bradley seconded and the motion passed unanimously. Election of Executive Board Officers for the 2016 Calendar Year Mayor Burgess gave the slate for the new officers as Mayor Randall Hutto for Chair and Mayor Mary Esther Reed as Vice Chair. Mayor Hutto moved to amend the placement of these officers so that Mayor Wilber remains as Chair until the adoption of the RTP. Mayor Burgess seconded and the motion passed unanimously. Mayor Bradley moved to elect the slate, as amended. Vice Mayor Burgin seconded and the motion passed unanimously. Adoption of the 2016 Meeting Schedule Unless otherwise noted, the MPO TCC will meet each first Wednesday of each month and the Executive Board will meet each third Wednesday of each month. Mayor Bradley moved that the Executive Board adopt the 2016 Meeting Calendar as presented with Mayor Burgess seconding. The motion passed unanimously. Mr. Felix Castrodad moved that the TCC adopt the 2016 Meeting Calendar as presented. Mr. Joe Horne seconded and the motion passed unanimously.
7 MPO Director s Report Mr. Skipper said that the full list of Obligated Projects of FY 2015 will be on the MPO website on Monday, December 14 th. Mr. Skipper thanked Ms. Michelle Lacewell for all of her hard work putting together this meeting. He also thanked the staff for all of their hard work on the draft RTP. Mr. Skipper said that following the adoption of the RTP a Smart City initiative will be launched which will study how to improve traffic. This amendment proposes to convert FY 2014 and 2015 construction reserve funds into programmed U-STP funds in FY As this is an ITS-type project, the City also requests the addition of implementation as an eligible type of work in order to accomplish all project objectives.
