CALL TO ORDER / PLEDGE / PRAYER Chairman Bergosh led the pledge and prayer and called the meeting to order. B. APPROVAL OF AGENDA Commissioner Wingate moved to approve the June 2018 agenda. Commissioner Robinson seconded the motion and it was unanimously approved. C. PUBLIC FORUM Ms. Mayall, FL-AL CAC member, commended s work on the Bayou Blvd. flooding issues near Burnam Woods. Ms. Mayall stated that the changes made seem to be working and that she appreciated their work. Mr. James L Gulley, Westside CRA, discussed the new developments on the west side of town and the lack of lighting on Pace Blvd. D. UPDATE: : Mr. Bryant Paulk, AICP, or Ms. Christy Johnson, AICP, Florida Department of Transportation () Urban Liaisons Mr. Paulk updated the board on the Cervantes Street safety improvements. Mr. Paulk stated that the department is continuing with the concept development for the proposed improvements along the corridor. Mr. Paulk stated that the department is looking to add mid-block crossings with some pedestrian features that would improve pedestrians ability to cross traffic safe. Mr. Paulk stated that the department is also looking at necessary median installations to support the mid-block crossings and to enhance overall safety of the corridor. The department is looking to start the design in the

3 August 08, 2018 (Page 3 of 9) current year and have construction ready to begin early state FY 2021, which would be late calendar year Mr. Paulk also gave an update on the PD&E study along 9 Mile Road near Navy Federal Credit Union. Mr. Paulk stated that the department reviewed the existing PD&E study and the existing improvements along the corridor and determined that a re-evaluation could be done of the existing environmental document. This will allow the process to be expedited. The public meetings related to looking at alternatives or improvements along the corridor. A public hearing for the final discussion of the improvements will still be held, but the reevaluation will allow for the PD&E process to move quicker. Mr. Paulk stated that the design and, potentially, construction of an improvement in that area will be looked at when the funds become available. Commissioner Williamson requested an update on the last segment of SR 87 leading up to I-10. Mr. Paulk stated that it is moving along well, and a final acceptance of that project is expected in January Chairman Bergosh presented past chairman, Commissioner Williamson, with a plaque and thanked him for his service and time as chairman. Commissioner Underhill stated that he received an yesterday regarding improvements on part of the Perdido Key Bike Path. Commissioner Underhill commended and stated that the first estimates were around 10 million dollars and the most recent estimates are now around 4.5 million dollars. Mr. Paulk stated that he wanted to give credit to the district design office that worked very hard with the environmental team to try to reduce the construction costs on that project. Ms. Myers stated that she has a visual impairment due to age and that she has a difficult time driving at night. Ms. Myers stated that older drivers and people with certain disabilities are unable to use Pensacola streets at night due to lack of street lighting. Ms. Myers explained that there are no street lights on significant parts of 9th Avenue, Bayou Boulevard, and Airport Boulevard. Ms. Myers stated that she was involved in a car accident trying to get into a parking lot south of the Bayou Boulevard and 9th Avenue intersection. Ms. Myers said that she has been complaining about that intersection for years and that she was aware that planned to put lighting at that intersection, but that it was not going to help the rest of the street. Ms. Myers explained that the reason she got in an accident was due to no street lights on the north end of the bridge at Carpenters Creek. Ms. Myers stated that part of having access to sidewalks and roads is street lighting and that she believed her rights had been violated under the Florida constitution that prohibits discrimination against people with physical disabilities. Ms. Myers stated that the state must show a compelling state interest in depriving her of her right to get equal access to services. Ms. Myers said the City of Pensacola and the state of Florida are both responsible for street lighting that is in the city limits because the city provides street lights on state roads. Ms. Myers explained that she is holding both entities accountable for denying her rights as a disabled person to have access to roads that are in the city limits and that are state roads. Ms. Myers stated that something must be done and that she hopes it does not involve a civil rights complaint. Ms. Myers asked the board to do the right thing and to do it quickly. Commissioner Robinson stated that since there is a restoration investment being done on

4 August 08, 2018 (Page 4 of 9) Carpenters Creek bridge, that he would like to see lighting included in the new bridge design. Mr. Paulk stated that the design manager has been in discussion with the city related to the level of lighting specifically on the bridge. E. CONSENT: 1. ALL COMMITTEES- Approval of June 2018 Meeting Minutes Commissioner Robinson moved to approve the June 2018 meeting minutes. Commissioner Underhill seconded the motion and it passed unanimously. F. ACTION Ms. Washnock stated that the advisory committees voted on Enclosures A, B, and C as one item and approved all three. Mr. Paulk gave the presentation for all three projects. 1. ENCLOSURE A- ENCLOSURE A- ALL COMMITTEES (TPO ROLL CALL VOTE REQUIRED) Consideration of Resolution FL-AL Amending the FY and FY Transportation Improvement Programs to Add the Construction Phase for SR 727 (S. Fairfield Drive) from SR 292 (Gulf Beach Highway) to SR 95 (Palafox Street), Lighting Project as Financial Project Identification (FPID) Number in FY 2018/2019 in the Amount of $206,285- Mr. Bryant Paulk, See action under item 3 2. ENCLOSURE B- ALL COMMITTEES (TPO ROLL CALL VOTE REQUIRED) Consideration of Resolution FL-AL Amending the FY and FY Transportation Improvement Programs to Add the Construction Phase for SR 291 (N. Davis Highway) from S 750 (Airport Road) to CR 498 (Copter Road), Lighting Project as Financial Project Identification (FPID) Number in FY 2018/2019 in the Amount of $434,754 - Mr. Bryant Paulk, Liaison See action under item 3 3. ENCLOSURE C- ALL COMMITTEES (TPO ROLL CALL VOTE REQUIRED) Consideration of Resolution FL-AL Amending the FY and FY Transportation Improvement Programs to Add the Construction Phase for SR 10A (US 90) Mobile Highway from SR 296 (Michigan Avenue) to 12th Avenue, Lighting Project as Financial Project Identification (FPID) Number in FY 2018/2019 in the Amount of $963,615 - Mr. Bryant Paulk, Liaison. Mr. Paulk stated that all three of the lighting projects are under design and will be turned over to Gulf Power under a joint participation agreement for the installation of the lights. They will be installed in the current year. The board agreed to vote on Enclosure A, B, and C as one item. Commissioner Robinson moved to authorize the TPO to chairman sign Resolution amending the FY and FY TIP to Add the Construction Phase for SR 727 from SR 292 to SR 95, Lighting Project as FPID Number in FY 2018/2019 in the amount of $206,285, Resolution FL-AL amending the FY and FY

5 August 08, 2018 (Page 5 of 9) TIP to add the construction Phase for SR 291 from S 750 (Airport Road) to CR 498, lighting project as FPID Number in FY 2018/2019 in the amount of $434,754, and Resolution FL-AL amending the FY and FY TIP to add the construction Phase for SR 10A (US 90) Mobile Highway from SR 296 (Michigan Avenue) to 12th Avenue, lighting project as FPID Number in FY 2018/2019 in the amount of $963,615. Commissioner Underhill seconded the motion and it was unanimously approved. WU Don Salter Lane Lynchard Rob Williamson Tucker Dorsey, Alternate Matt Dannheisser Wesley Meiss Commissioner Underhill stated that he believed this was the highest impact for the lowest cost out of anything that does. He asked what the reasonable build date was for the Fairfield Dr. project. Mr. Paulk stated that he did not have the dates with him but that he would find out and would get back to him. Commissioner Underhill requested that the information be sent to the entire board. 4. ENCLOSURE D- ALL COMMITTEES Consideration of Resolution FL-AL Supporting the Escambia-Santa Rosa Regional Advanced Traffic Management System (RATMS) and Regional Transportation Management Center (RTMC) - Mr. Ben Faust, DRMP, Inc. Ms. Washnock informed the board that both advisory committees recommended approval of scenario 1. Mr. Ben Faust addressed the board and gave a brief background on the item. Mr. Faust discussed the objective and work being done by the RATMS working group. Mr. Faust stated that the RATMS working group has been working very well together over the last several years and there is strong recognition that there is a regional benefit. Mr. Faust stated that the group has a strong commitment from all five entities to develop a unified approach and that they have all passed a resolution supporting the regional concept. Mr. Faust explained that they are looking to put in a system of communication devices throughout the network of signalized intersections on all the major arterial roadways so that graphic signal systems can be monitored and managed very effectively. Mr. Faust stated that this system would allow the area more efficiency in managing the signal systems. Mr. Faust explained that the primary benefit would be maximizing capacity

6 August 08, 2018 (Page 6 of 9) on all corridors. Mr. Faust stated that the system would help provide safety by monitoring and managing safety resources and traffic associated with weather events, such as evacuations. Mr. Faust also discussed the economic impacts of the system. There was discussion on the types of funds that could be allocated for the project. Chairman Bergosh asked if district allocated funds would be a good source.. Mr. Paulk stated that the department would look at the project as a multiple funding source. Mr. Paulk stated that would look at funding combination that would include district allocated capacity dollars, urban attributable funds, state wide funds, and potentially local funds to make this project move forward. Chairman Bergosh made it clear that if they asked for the $42 million dollars and only $10 million dollars becomes available, those funds would still be used. Mr. Faust stated that there is flexibility within the plan to develop a solid project to any initial phase amount that is being asked in all three scenarios. There was discussion on other regions where ATMS is utilized. Mr. Faust stated that this region is very behind in adopting this technology and that every other metropolitan area recognized by an MPO or TPO in the state of Florida has a system that is more advanced than the Santa Rosa and Escambia counties. Mr. Faust stated that Okaloosa and Bay counties have a system deployed as well as Tallahassee. Mr. Faust explained that any communities in Florida with a significant population has ATMS operating. Commissioner Underhill discussed the major benefits of ATMS and stated that the system would decrease the need to add more asphalt by utilizing the roads in place today. Commissioner Underhill stated that the technology enables you to maximize the utility of every mile. The board discussed at length, the impacts that funding this project would have on other projects already in the project priorities. Mayor Dannheisser stated that there is no doubt that an ATMS would be very valuable and would benefit the community. Mayor Dannheisser commended the working group for the work being done. Mayor Dannheisser stated that he was worried about how this project would affect local funds and other projects. Mayor Dannheisser stated that he would like to see this project move forward but that he does not want it to jeopardize every other project on the list. Mr. Paulk stated that would be unable to give a specific dollar amount and stated that it would be a leveraging of different sources at the discretion of the board. Commissioner Williamson moved to authorize the TPO chairman sign Resolution FL-AL supporting scenario 2 for the Escambia-Santa Rosa Regional Advanced Traffic Management System and Transportation Management Center. Commissioner Robinson seconded the motion and it was unanimously approved. There was discussion about asking that the regional ATMS working group come back at the September meeting with additional funding plans and legislative recommendations. Mr. Mount stated that if legislative appropriations are pursued, cautions must be taken. Mr. Mount explained that if whoever sponsors the specific bill does not specifically clarify that it is not to be taken out of district allocated funds and identify the funding source from which it comes from, it will be taken out of district three funding and subject to governor veto. If the governor then votes that line item, that project cannot receive funding that next fiscal year and the

Commissioner Underhill asked if it would be appropriate for WFRPC staff to draft a recommended action for each of the Florida boards that has the additional benefit of showing a unified front. Commissioner Robinson amended the motion to include all Florida jurisdiction pass a resolution prior to the legislative priorities, making this project one of the top priorities and to work together as a unified voice. Commissioner Williamson seconded, and it was unanimously approved. 5. ENCLOSURE E- ALL COMMITTEES Consideration of Resolution FL-AL Authorizing TPO Staff to Begin Negotiations with HDR Engineering, Inc. and Atkins, and Authorizing the Executive Director to Sign the Memorandums of Agreement Between the Florida-Alabama, Okaloosa-Walton, and Bay County TPOs and the Selected Consultants on the General Planning Consultant (GPC) Contract- Ms. Jill Lavender, WFRPC Staff Ms. Lavender presented. Commissioner Salter moved to authorize the TPO chairman to sign Resolution FL-AL authorizing TPO staff to begin negotiations with HDR Engineering, Inc. and Atkins, and authorizing the Executive Director to sign the memorandums of agreement between the Florida-Alabama, Okaloosa-Walton, and Bay County TPOs and the selected consultants on the General Planning Consultant (GPC) contract. Commissioner Robinson seconded the motion and it was unanimously approved. G. WEST FLORIDA REGIONAL PLANNING COUNCIL EXECUTIVE DIRECTOR S REPORT- TPO ONLY- Mr. Austin Mount, WFRPC Executive Director Mr. Mount gave brief report and stated that on August 24th there will be a region 3 TPO priorites workshop held at the college in Nicevile. Mr. Mount gave an update on the Florida Greenways and Trails proposed projects. Mr. Mount stated that overwhelming support was received from across the reason to persue the project. Mr. Mount stated that he planned on meeting with FDEP soon to see if they have any funding opportunities to do some preliminary design on what might be needed to do a Triumph application. Mr. Paulk stated that was asking the board to authorize the chairman sign a support letter for BUILD grant application to add capacity along US 98 from Bayshore Drive to Portside Drive in Santa Rosa County. Ms. Lavender discussed project priority methodology and the different sections within the project priorities. Ms. Lavender stated that priorities will be presented for adoption by TPO at the September meetings. Ms. Washnock stated that the remaining presentation items were included in detail in the agenda packet, but that staff would be happy to address comments or questions regarding any of the presentations. Ms. Washnock read the remaining presentation items to the committee. 2. ENCLOSURE G- ALL COMMITTEES Consideration of Targets for Performance Measures Ms. Jill Lavender, WFRPC Staff 3. 9 August 08, 2018 (Page 9 of 9) Councilman Wu stated that there is a constituent that lives along I-10 whose trees behind their house were removed when the wall was put in. Councilman Wu stated that the wall was built at the bottom of the hill behind the house so there is no sound barrier and they can see directly over the wall. Councilman Wu stated that the noise had gotten so bad that a noise study has been commissioned and the people in the house are moving out. Councilman Wu stated that there are several people on that block wanting to vacate because of the sound. Councilman Wu stated that he was hoping to find some relief for those citizens. K.
