1 MINUTES Puget Sound Regional Council Executive Board Thursday, October 27, 2016 PSRC Board Room CALL TO ORDER AND ROLL CALL The meeting of the Executive Board was called to order at 10:20 a.m. by Mayor John Marchione, President. The signatures on the Attendance Sheet, as well as documentation by staff, determined attendance and that a quorum was present. Locke Alex Tsimerman John Niles (via letter communication) Comments are on file with the official record of this meeting. PRESIDENT S REMARKS President John Marchione announced that at the December meeting, the board will be conducting the annual performance review for the executive director. In early November, board members and alternates will receive materials regarding the performance review. He asked that board members keep an eye out for that . President Marchione presented a VISION 2040 Award to the Washington State Department of Transportation and its many partners for the SR 520 Bridge Replacement Program for the new floating bridge. The new bridge provides a safer, more reliable, more environmentally sustainable link between the two economic hubs on either side of Lake Washington. The award was presented to WSDOT and its partners in the work which include: Federal Highway Administration, City of Medina, City of Seattle, King County, King County Metro, Muckleshoot Indian Tribe, Sound Transit, University of Washington, U.S. Coast Guard, Washington Department of Ecology, Washington Department of Fish and Wildlife, Washington Department of Natural Resources, and the Cascade Bicycle Club. EXECUTIVE DIRECTOR S REPORT Packet Pg. 13

3 Josh Brown, Executive Director, drew attention to an Information Item in the agenda packet regarding the update of SEPA procedures and the public comment period, noting that the board is scheduled to take action on the updated SEPA procedures in December. He offered that board members should feel free to contact him if they have questions. Mr. Brown welcomed the following partners to the region: Louisa Garbo the new director of the Department of Community Development in Kitsap; interim Metro General Manager Rob Gannon to the permanent position; and Linda Gerhke the Regional Administrator for FTA in the Region 10 Seattle Office. He briefed the board on his outreach efforts this past month including continued outreach for the Regional Economic Strategy update, attending the Global Innovation Exchange groundbreaking, meeting with EDA Regional Administrator Leonard Smith, presented data on job trends for the region at the WEST Sound STEM breakfast in Silverdale, and participated in an informational forum hosted by the Kitsap Sun in Bremerton on the passenger only ferry proposal voters will be deciding in November. COMMITTEE REPORTS Operations Committee Report Mayor John Marchione, Acting Chair, Operations Committee, reported that the committee did not have a quorum but recommended by consensus approval of vouchers dated September 12 through October 14, 2016, in the amount of $1,167, The committee reviewed the initial budget assumptions and financial policies for the development of the Biennial Budget and Work Program FY He reported that PSRC is seeking public comment on the draft State Environmental Policy Act and will review, for approval, the updated policies in December. Additionally, the committee received reports on the budget progress, contracts, grants, and pending grants. CONSENT AGENDA ACTION: It was moved and seconded (Stokes/Davis) to: (a) Approve Minutes of Meeting held September 22, 2016, (b) Approve Vouchers Dated September 12 through October 14, 2016 in the Amount of $1,167,085.73, (c) Adopt Routine Amendment to the Transportation Improvement Program (TIP), and (d) Authorize a Change in Transportation 2040 Project Status for Community Transit s Swift BRT - SR 527 Downtown Bothell to SR 526/I-5 Project. NEW BUSINESS Authorize a Change in Transportation 2040 Project Status and TIP Programming for WSDOT s I-405 Corridor: Renton to Bellevue Project Kelly McGourty, Program Manager, and Lesly Chan, WSDOT, briefed the board on WSDOT s request to change the status of 12 Transportation 2040 projects associated with the I-405 Corridor: Renton to Bellevue project from Candidate to Conditionally Approved for Right of Way; Packet Pg. 14

4 and WSDOT s request for a routine amendment to the Regional Transportation Improvement Program (TIP) for the corridor project. At its meeting on October 13, the Transportation Policy Board did not have a quorum but by consensus recommended that the Executive Board authorize a change in status for the 12 Transportation 2040 projects encompassed by WSDOT s I-405 Corridor: Renton to Bellevue project from Candidate to Conditionally Approved for ROW as shown in Attachment 1; and adopt an amendment to the Regional TIP to include the I-405 Corridor: Renton to Bellevue project. ACTION: It was moved and seconded (Stokes/Cooke) that the Executive Board: Authorize a change in status for the 12 Transportation 2040 projects encompassed by WSDOT s I-405 Corridor: Renton to Bellevue project from Candidate to Conditionally Approved for ROW as shown in Attachment 1; and Adopt an amendment to the Regional TIP to include the I-405 Corridor: Renton to Bellevue project. Adopt the Regional Transportation Improvement Program (TIP) Kelly McGourty, Program Manager, reviewed with the board public comments received on the Draft Regional Transportation Improvement Program (TIP) which was released for public review on September 8, The TIP includes the projects approved by the Executive Board in July to receive PSRC s Federal Highway Administration and Federal Transit Administration funds, as well as projects with local, state and other federal funds expected to be utilized between 2017 and The TIP document also includes a positive air quality conformity finding, background on the project selection process, an Environmental Justice/equity analysis, and additional information. At its meeting on October 13, the Transportation Policy Board did not have a quorum but by consensus recommended that the Executive Board adopt the Regional TIP, including the actions and findings. ACTION: It was moved and seconded (Pestinger/Johnson) that the Executive Board should adopt the Regional TIP, including the following actions and findings: A. Compliance with State and Federal Requirements PSRC finds that the Regional TIP satisfies all state and federal requirements, including consistency with the current long-range metropolitan transportation plan (Transportation 2040), financial feasibility, and a positive finding of air quality conformity. PSRC has also provided reasonable opportunity for public review and considered public comments. Therefore, the Regional TIP should be adopted by PSRC and submitted to the Governor and federal funding agencies for approval. Packet Pg. 15

Project Selection Required for the Federal Highway Administration and Federal Transit Administration Funds Managed by PSRC PSRC approves project selection for all projects in the Regional TIP for which PSRC has project selection responsibilities. These include projects with Surface Transportation Block Grant Program (STP), Congestion Mitigation & Air Quality Improvement Program (CMAQ), and Federal Transit Administration (FTA) formula funds. C. Authorization for Administrative Amendments to the TIP PSRC staff are authorized to continue to achieve flexibility and efficiency in the administration of PSRC s programming responsibilities. This authorization enables staff to execute administrative approval for reasonable agency requests for routine project and programming amendments to the approved TIP. OTHER BUSINESS Councilmember Rob Johnson announced that the national organization Congress for the New Urbanism (CNU) will be holding its annual conference from May 3 6, 2017, in Seattle. CNU helps cities, towns and rural communities create more walkable, neighborhood-based development. NEXT MEETING The Executive Board will next meet on Thursday, December 15, 2016; 10 11:30 a.m., in the PSRC Board Room.
