1 MINUTES Puget Sound Regional Council Executive Board Thursday, April 27, 2017 PSRC Board Room CALL TO ORDER AND ROLL CALL The meeting of the Executive Board was called to order at 10:05 a.m. by Mayor John Marchione, President. Honore PRESIDENT S REMARKS President John Marchione welcomed everyone. He commented that it was great to be back and thanked Executive Dave Somers for pinch hitting for a couple of meetings and thanked Councilmember Rob Johnson for chairing the shortest board meeting in PSRC history on February 23. He reported that in preparation for the General Assembly he has made appointments to the 2017 Nominating Committee. He stated that he would chair the committee and that it would meet in early May. He reminded the board that the task of the Nominating Committee is to propose candidates for the positions of President and Vice President of PSRC for election by the General Assembly on May 31st. The 2017 Nominating Committee members are: King County Councilmember Claudia Balducci, Pierce County Executive Bruce Dammeier, Poulsbo Mayor Becky Erickson, Kitsap County Commissioner Rob Gelder, Steilacoom Mayor Ron Lucas, Port of Tacoma Commissioner Clare Petrich, Snohomish County Councilmember Terry Ryan, and Everett Mayor Ray Stephanson. He reminded board members that the Regional Economic Strategy is out for public comment until May 14. COMMITTEE REPORTS Packet Pg. 12
3 Operations Committee Report Executive Dave Somers, Chair, Operations Committee, reported that the Operations Committee met this morning and recommended approval of vouchers dated March 8 through April 14 in the amount of $1,239, Additionally, the committee approved contract authority to purchase internet and telephone service, and approved contract authority for the 2017 General Assembly. The committee also received information on the Fiscal Year 2016 audit results and financial highlights, and received budget, grant and contract status reports. Executive Somers then called on Thu Le, HR Manager, who introduced three new employees: Emily Wittman, Economic Development Associate Economic Policy Analyst; Maria Sandercock, Growth Management Planning Associate Planner/GIS Analyst; and Monica Adkins, Transportation Planning Administrative Assistant. CONSENT AGENDA ACTION: It was moved and seconded (Gerend/Erickson) to: (a) Approve Minutes of Meeting held March 23, 2017, (b) Approve Vouchers Dated March 8 through April 14, 2017 in the Amount of $1,239, (c) Approve Contract Authority to Purchase Internet and Telephone Service, (d) Approve Contract Authority for 2017 General Assembly, (e) Adopt Routine Amendment to the Transportation Improvement Program, (f) Approve Certification of Comprehensive Plans for Bainbridge Island and Brier, and (g) Approve Certification of Comprehensive Plans for the Cities of Covington, Gig Harbor, North Bend and Snoqualmie. The motion passed unanimously. DISCUSSION ITEMS PSRC and Puget Sound Clean Air Agency Greenhouse Gas Emissions Reduction Work Programs Kelly McGourty, Program Manager, and Andrew Green, PSCAA, provided a brief overview on the region s Greenhouse Gas Strategy, including activities to date and what's coming up. The Puget Sound Clean Air Agency Board recently adopted regional targets for reducing greenhouse gas emissions. The targets are to reduce emissions 50% by 2030 and 80% by 2050 compared to 1990 levels. PSRC is in the process of updating the region's long-range transportation plan, Transportation 2040, for adoption in May Part of the update is a review of the plan's Four-Part Greenhouse Gas Strategy, which addresses potential emission reductions from land use, transportation choices, pricing and technology. Regional Centers Framework Update Project Briefing Liz Underwood-Bultmann, PSRC Senior Planner, and Paul Inghram, PSRC Program Manager, provided an update on the Regional Centers Framework Update project, including key policy issues identified during recent outreach, and gave an overview of the Growth Management Policy Board s process to develop a recommendation. PSRC is working with its members and other partners to evaluate the regional centers framework and consider structural changes to recognize different scales of centers using consistent designation criteria and procedures. This effort carries out a scope of work adopted by the Growth Management Policy Board in July PSRC has been working closely with the Packet Pg. 13
4 board and stakeholder groups to ensure the update is sensitive to the needs of the region. The board is expected to make a recommendation to the Executive Board in late fall Puget Sound Data Trends Craig Helmann, PSRC Data Systems & Analysis Program Manager, provided a background report on the latest trends in the Puget Sound region. As part of the long-range performancebased planning process, PSRC is involved in an ongoing effort to track a variety of regional demographic and transportation trends across the region. Mr. Helmann s presentation looked at several trends that highlight how the region is growing and how travel behavior is changing, including: Transit ridership in the region remains at an all-time high and has been growing faster than any other large metro area in the nation. Employment growth is at historic levels. Over 60,000 jobs were created in our region for just the third time in the past 25 years. INFORMATION ITEM Regional Economic Strategy Update The draft Regional Economic Strategy was released for public comment April 14, and is scheduled for adoption in May. OTHER BUSINESS There was no other business brought before the board. NEXT MEETING The General Assembly will meet on Wednesday, May 31, 2017, 11:30 a.m. 1:30 p.m. at the Conference Center across from the Washington State Convention Center, 8 th and Pike in Seattle. The Executive Board will next meet on Thursday, June 22, 2017; 10 11:30 a.m., in the PSRC Board Room.
