2 ADOPTION OF ROBERTS RULES OF ORDER Motion and second were made by Aldermen Justin /Putrich to adopt The Roberts Rules of order. ROLL CALL Yes No ABSENT COMMUNICATIONS FROM MAYOR JEFFREY FRITZ SWEARING IN OF OFFICIALS DEPUTY CITY CLERK- DEANNA WILLIAMS City Clerk Diana Pavley-Rock administered the Oath of Office to newly appointed Deputy City Clerk Deanna Williams. FIREFIGHTER JOSHUA RUSSELL City Clerk Diana Pavley-Rock administered the Oath of Office to Firefighter Joshua Russell.

3 LIBRARY BOARD APPOINTMENTS Mayor Fritz made the following appointments to the Library Board for a three year term. Trustee: Chris Duvendack Ralph Froehling Charlotte VanSickle Motion and second were made by Aldermen Ellis/Justin to approve the appointments. ROLL CALL Yes No Absent The Motion Carried. DEPUTY CITY CLERK APPOINTMENT City Clerk Diana Pavley-Rock appointed Deanna Williams as the Deputy City Clerk. Deanna was hired in September 2013 to work as an administrative assistant to the Clerk and the City Attorney. City Clerk Diana Pavley-Rock said that Deanna Williams is a great asset to the City and appreciates the dedication and hard work demonstrated during the last several months. The Deputy City Clerk is not required to live inside the City limits. Motion and second were made by Aldermen West/Putrich to approve the appointment.

7 ROLL CALL Yes No Absent A RESOLUTION APPROVING AN ENGAGEMENT LETTER WITH ARENT FO LLP AND THE CITY OF CANTON AND DIRECTING THE MAYOR TO EECUTE AND DELIVER SAID ENGAGEMENT LETTER ON BEHALF OF THE CITY OF CANTON, ILLINOIS. #4061 Motion and second were made by Aldermen West/Putrich to approve the engagement letter with Arent Fox LLP. 8 AN ORDINANCE APPROVING AND AUTHORIZING THE EECUTION OF A RE-DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON AND LUCAS SUBWAY INC. AND SCOTT W. LUCAS III. (1 ST READING) explained that the TIF increment is determined for the next fiscal year. said that we simply do not have the money in our TIF funds to do this agreement as we stand right now. The debt certificate is $507,000.00, our obligations are $280, in TIF I and another $97, in TIF II. We are at zero for this fiscal year already. As it stands right now said that he could not support this agreement thinking that money would have to come out of our general fund to do this. said it is very important that everyone understands where we are financially going into the new fiscal year. AN ORDINANCE RE-ZONING REAL ESTATE FROM R-4 TO B-2 GENERAL COMMERCIAL DISTRICT (1 ST READING) #3060 This is Attorney Walters property on East Locust. This was unanimously approved by the Joint Planning and Zoning Commission. Motion and second were made by Aldermen Pickel/Jim to suspend the rules for the second reading.
