Roll Call of Members The Executive Board Administrator called roll. Attendance was as noted above. A quorum was present. Public Comments Joe Kunzler, of Skagit County, requested additional bus service in Mukilteo and Paine Field. He shared his support of Community Transit and of the revised public comments procedures. Presentations Service Awards Emmett Heath, CEO, acknowledged Todd Jacobs, Capital Project Manager, for his 20 years of service to Community Transit and his contribution to notable agency projects including Swift Green line stations and Building A at the Kasch Park Base Chair s Award Councilmember Stephanie Wright, the 2017 Board Chair, presented the 2017 Chair of the Board Award to Josh Gutierrez. Josh began as a coach operator ten years ago and was currently a Transportation Supervisor overseeing the evening commute dispatch center. Josh was recognized for his hard work, professionalism and dedication to meet customer expectations. Committee Reports Executive Committee Mayor Leonard Kelley reported on the April 26, 2018 Executive Committee Meeting. The committee considered whether to have a Board retreat. It was decided there would be no annual retreat this year. The committee was briefed on the letter received from Senator Liias, and 10 Snohomish County legislature colleagues, requesting participation in the low-income fare program. Emmett Heath reported on his activities and would provide an update later in the meeting. An executive session was held for labor negotiations, which would be shared with the Board later in executive session. The next meeting was scheduled for May 17, 2018 at 3 p.m. Finance & Administration Committee Councilmember Kim Daughtry reported on the April 19, 2018, Finance and Administration Committee Meeting. The committee reviewed and recommended Contract RFP , Armored Car Services for the consent agenda. The committee recommended approval of the revised February payroll listing, the regular March payroll, and monthly expenditures placed on today s consent agenda. The committee was briefed on the First Quarter 2018 Transit Police Report, the March sales tax and diesel fuel reports. The next meeting was scheduled for May 17, 2018 at 4 p.m.

3 Page 3 Planning & Capital Projects Committee Councilmember Mike Todd reported on the April 18, 2018, Planning & Capital Projects Committee Meeting. The committee reviewed and recommended Approval of the Fall 2018 & Spring 2019 Service Change Proposal, and Approval of Resolution No , Adopting the Agency s Revised Fare Structure for the action agenda. Roland Behee would provide a presentation and summary of public comments later in the meeting. The next meeting was scheduled for May 16, 2018 at 4 p.m. Marketing, Operations, & Maintenance Committee Mayor Dave Earling reported on the April 25, 2018, Marketing, Operations, and Maintenance Committee Meeting. The committee reviewed and recommended ITB SWIFT Blue Line Shelter Station Repainting Project for the consent agenda. The next meeting was scheduled for May 23, 2018 at 3 p.m. Consent Calendar Councilmember Stephanie Wright moved to approve items A through R: A. Action Items Roland Behee, Strategic Planning Unit Manager, reviewed both items on the action agenda. He provided a summary of public comments collected and summarized rate increases. Service changes and the expansion of service were outlined.

4 Page 4 Approval of Resolution No , Adopting the Revised Fare Structure Councilmember Terry Ryan made a motion to approve Resolution No , Adopting the Revised Fare Structure. The motion was seconded by Councilmember Kim Daughtry and passed unanimously Approval of Fall 2018 & Spring 2019 Service Proposals Mayor Jon Nehring made a motion to approve the Fall 2018 and Spring 2019 service change proposal. The motion was seconded by Councilmember Stephanie Wright and passed unanimously Chair s Report Mayor Leonard Kelley thanked Community Transit for participating in the Trade Up events for local high school students. Mayor Kelley commented that yesterday s Community Transit Annual Employee Award Luncheon demonstrated agency comradery and great management and leadership. Chief Executive Officer s Report Davor Gjurasic, the agency s state lobbyist, provided a summary of the 2018 state legislative session. A summary of bills that impacted PBTAs were covered. The session concluded on time and with no special sessions. Many legislatures would not seek re-election and would retire this year. $315,000 was appropriated for a Washington State Transit Association capital study of public transportation systems. Commute Trip Reduction (CTR) pilot programs would focus on expanding public-private partnership. CTR incentives would include a transportation pass incentive program. Bill 6165, modifying the offense of assault in the third degree, did not pass. Community Transit would need to determine how to address the bill moving forward. Other legislation affecting Snohomish County transportation and other transportation agencies was briefly reviewed. Emmett Heath, CEO, reported on the following items: Partnerships & Advocacy Addressed letter from Senator Liias, requesting the Board add an ORCA Lift low-income fare product. Staff would bring this topic forward to the Board for deliberation. Senator Liias requested a timeline for consideration be provided. A delegation of Snohomish County leaders were preparing for a Washington D.C. visit. The City of Everett reached out to Community Transit to collect advocacy points and handout materials to share on this visit. This demonstrated great cooperation between the jurisdictions. Several community outreach activities took place the past month. Activities included participation in the North Sound Transportation Alliance and the South Everett/Mukilteo Rotary meeting where Alaska Airlines executives provided a briefing on the new passenger terminal. The following day, Emmett was scheduled to visit with Propeller Airport leadership and tour the new airport terminal facilities. Mass Transit Magazine recently featured Community Transit as their cover story. Included in that story was the recognition of coach operator Ray Harnisch, who recently achieved his 3 million mile status. Operational Excellence Every three years, the FTA Triennial Review takes place to ensure Community Transit is fulfilling all grantee requirements. Community Transit completed the audit without a single finding. Staff were recognized for their exemplary performance.

5 Page 5 Employment Experience The Annual Employee Awards Luncheon took place the day prior. Individuals and teams were recognized for their 2017 contributions and accomplishments. Board Communication Mayor Jon Nehring thanked Mayor Kelley and Community Transit for their contribution to the Trade Up event. Councilmember Kim Daughtry commended the Annual Employee Awards Luncheon. Councilmember Jan Schuette thanked Community Transit staff for attending and participating in the City of Arlington Complete Streets Workshop on April 26, Councilmember Mike Todd shared that the next Snohomish County Cities dinner, on May 17, 2018, would feature guest speaker Roger Millar, Secretary, Washington State Department of Transportation at the Lynnwood Convention Center. Executive Session An Executive Session was called at 4:07 p.m. for 15 minutes for labor negotiations. The regular meeting resumed at 4:22 p.m. and was immediately adjourned.
