1 Vice 2017 TSITE SPRING MEETING MINUTES May 23, 2017 Location: Drury Inn & Suites; Franklin, TN Kevin Comstock called the meeting to order at 12:49 PM. Chris Kirby moved to approve; Brad Officer Reports s Report (Kevin Comstock) Kevin thanked everyone for attending the meeting and VP, Greg Dotson, for organizing the speakers and a great meeting venue. The meeting attendance as 62. Vice- s Report (Greg Dotson) Greg thanked all the meeting attendees and presenters for making it a good meeting. Greg thanked the Drury Inn for such good meeting facilities. Greg gave a brief announcement about the next TSITE meeting the Summer Meeting in Gatlinburg at the Park Vista. The hotel room block is open and more information will be forthcoming. There will be sponsorship opportunities for the summer meeting. Greg made a call for presentations for the Summer Meeting. Secretary/Treasure s Financial and Scholarship Report (Amy Burch) Amy presented the TSITE Financial Report: Previous Balance $23, Income $ 3, Expenditures ($ 1,591.25) Ending Balance $25,696.32

2 Vice Scholarship Fund Balance as of 3/31/2017 as reported by ITE International was $37, PDH Forms and receipts are available at the registration table. Please leave name tags at the registration table when you leave. Section Representative s Report (Chris Kirby) Chris presented a quick highlight reel of happenings in the Southern District including the SDITE meeting that was held in March in Columbia, SC. o The SDITE Monday Night ABD event was 80 s themed and just a lot of fun. The costumes and music were excellent. o Mike Ridgeway, the LAC Chair, did an excellent job putting on the annual meeting. o SDITE is holding a Communications training in Atlanta coming up. o The SDITE Strategic Planning Committee presented on Imagine SDITE the Strategic Planning Initiative that had been done over the last year. o TSITE is going to be doing another class for the SDITE Leadership training. This will be a joint class with ALSITE. Chris K. thanked Chris Rhodes for his dedication and service through leadership training for TSITE. o Chris recognized TSITE s Cindy Pionke who won the Herman Hoose Distinguished Service Award at the SDITE Awards Banquet. Cindy is also a member of the 2017 LeadershipITE class. o TSITE member and, Ed Watt, won the Private Sector Employee Outstanding Service Award at the SDITE Awards Banquet. o The Best Student Chapter Award went to the University of Tennessee. o Outstanding Graduate Student Paper Runner-Up Award - Alexandra Marie Boggs (University of Tennessee) for a paper titled "Tennessee's Truck Parking Shortage and its Influence on Fatal Interstate Crashes" Affiliate s Report (Tim Britt) Tim announced that the Summer Meeting will include the Wednesday evening social event similar to year s past. Look for an from Tim coming soon with information on sponsorship opportunities for the Summer Meeting. Committee Reports Audit (Chris Kirby, past chair) Chris reviewed the TSITE ledger with Amy earlier during the meeting. Everything looks to be in order. Awards (Brandon Baxter) Brandon announced that the awards committee is collaborating on selecting this year s award winners which will be announced at the awards banquet during the summer meeting.

3 Vice Nominations (Brandon Baxter) Brandon said the nominations committee is looking for recommendations for the 2018 Officers, especially for Section Rep nominations since Karen Anderson Trowell and Ben Ledsinger are rolling off after their two years of service. Scholarships (Brandon Baxter) Brandon said the Scholarships committee is reviewing applications. Career Development (Brian Haas) Brian thanked all the advisors. Brian said this is the slow time for the Career Development Committee because the schools just got out for summer. Legislative (Michelle Nickerson) Michelle gave an overview of the current transportation industry related legislation under consideration. See Attached table with detailed summary of status for each. Section Relations (Amy Burch & Nermine Nashed) Nermine gave an update on activities across the section. The Tri-Cities started a branch of TSITE. The first meeting was Tuesday, March 21. Jason Carder is the contact organizing the meetings. Middle Tennessee members are invited to join for the monthly breakfasts at Shoney s on Interstate Drive the last Wednesday of every month. The last meetings were held on March 29 th and April 26 th. Najmeh Jami is the contact organizing the monthly breakfasts. The Knoxville area had their meeting and lunch on March 23. The presentation was Autonomous Vehicles and other Transportation Technologies that will Revolutionize Mobility. The Knoxville area members also gathered on April 27 th at the Panera in Mercedes Place to talk about transportation issues. The next Knoxville area lunch meeting will be on May 25 th at TDOT s Region Auditorium. Andrew Padgett (Assistant Regional Traffic Engineer) will make a presentation titled, The Etiquette Edge: Modern Manners for Business Success. Cindy Pionke is the Knoxville area member that is organizing the meetings. The Chattanooga area met on the 2 nd Friday in January, February, March & April. At the May 12 th lunch meeting, Ryan Stinton with Arcadis presented Transportation Strategies to Reduce the Carbon Footprint of the University of Tennessee, Knoxville. Karen Anderson Trowell is the Chattanooga area member who is organizing the monthly meetings. Greg Dotson is working on getting monthly meetings in Memphis organized again. Karen Anderson Trowell suggested Ben Ledsinger help Greg since he is rolling off as Section Representative. Technical (Luke Dixon) Luke gave an update about webinars. On May 11 th, TSITE sponsored the ITE webinar entitled "Safety Fundamentals: Introduction to Traffic Safety Data. Unfortunately, ITE had some technical difficulties. The webinar will be rescheduled. TSITE will send an announcement when we learn of the new date/time from ITE.

4 Vice Traffic Bowl (Greg Judy) Greg shared that UTK represented TSITE in the Southern District Traffic Bowl at the annual meeting. The UTK team did not advance to the International competition, but did very well in the competition. STEM-T Update (Dr. Stephanie Ivey) Dr. Ivey gave an update about the new school and program in Memphis that she is working on getting started. It will include three transportation focuses (Engineering, Aviation, and Logistics). Graduate students helped organize a Transportation Bootcamp. If TSITE members are ever in Memphis, please let her know. Would be great opportunities to get involved Meeting Schedule 2017 Summer: Gatlinburg (Wednesday July 26 to Friday July 28 Park Vista Hotel) 2017 Fall: Memphis (TBD) Looking for Presenters 2017 ITE: Toronto, Ontario, Canada (July 30 to August 2) 2018 Winter: Knoxville (UTK) 2018 Spring: Chattanooga 2018 Summer: Gatlinburg (July 24 to July 27 Park Vista) 2018 Fall: Nashville/Clarksville 2018 SDITE: Mobile, Alabama (April 8 to April 11) 2018 ITE: Minneapolis, MN (August 20-23) Old Business - Proposed Budget: During the Winter Meeting, Kevin discussed establishing a budget with specific line items for recurring expenses. The budget proposed below is representative of the past 3 years of spending habits for our various meetings and activities. The exception has been inconsistency in webinar costs, speaker gifts and no established contingency. Line Item Budget Amount Summer Meeting Budget $13, Winter Meeting Budget (with Traffic Bowl Expenses) $3, Spring Meeting Budget $2, Fall Meeting Budget $2, Speaker Gifts $1, Webinar Costs Annual 3x$500 $1, Annual Award Plaques $ Total $23, o Contingency balance. ITE recommends carrying 75% of your annual spending in reserve. At 75% = $17, At 50% = $11,750.00

5 Vice - Over the past 2 years, TSITE and other State Sections have been working with International ITE on tax status. Brandon Baxter has been the lead on that work. Brandon stated that last April International provided information and began helping Districts and Sections complete the appropriate tax forms. Brandon will work with International and Amy to get TSITE registered appropriately. The process and 501-3c status is not tied to the typical April 15 th deadline. - TSITE will be drafting amendments to our Bylaws for an upcoming vote at the Summer meeting. Brandon Baxter has been the lead on that work also. The amendment has to do with establishing a Section Administrator similar to the position Craig Hanchey serves for Southern District. The reason the TSITE Board would like to make this change to the Bylaws is to establish some consistency with the bank account, which will make it easier when dealing with vendors/hotels and between the Section and International. The vote will require a 2/3 majority to change the Bylaws. New Business - Kasey Anderson, Executive Director of ACEC for TN was scheduled to present on the IMPROVE Act Legislation. We will work to reschedule her presentation during the Summer meeting. - Summer meeting auction, please start gather items for the scholarship auction. Steve Allen and John Van Winkle will be our auction MC s again this year! Last year s auction raised nearly $7,000. Please bring items pre-labeled with minimum bid. - John Van Winkle suggested giving information to the STEM group on bike detection. Following the Business Meeting. Carl Baughman led a group on a technical tour of an intersection with Flashing Yellow Beacon in the City of Franklin. Call to Adjourn Steve Allen motioned to adjourn the meeting. John Van Winkle seconded. The motioned carried and the meeting adjourned at 1:34 PM.
