3 Congratulations to Matt Lovell Daniel V. Terrell Paper Competition Winner Matt Lovell was recognized at the CEPDS 2016 Meeting for winning the 2016 Daniel V. Terrell Paper Competition. Matt represented the State of Indiana proudly winning this competition over the entire Region 4 Assembly which included entries from 8 states (Arkansas, Indiana, Kentucky, North Carolina, South Carolina, Tennessee, Virginia and West Virginia. Terrell Paper Competition The Region 4 Assembly of American Society of Civil Engineers is proud to conduct the Daniel V. Terrell Paper Competition for Young Members again in Daniel V. Terrell competition topic must address professional ethics with respect to the following question or statement: Is it ethical for University engineering faculty to teach technical subject matter to engineering students without obtaining professional licensure? Deadline submittal for Papers is March 1 st, 2017

As a benefit to our ASCE community, the ASCE State Section will be posting employment opportunities for locations within the State of Indiana on our website. Since this will be a new service, a monthly will be sent to the membership identifying new employment postings on the website. The employment postings will be available to Private Companies, Educational Institutions, and Government Agencies. There will be a low monthly fee for advertising on the website. The cost for one month of advertising is $250 for Private Companies and Educational Institutions. A reduced monthly cost of $125 is being offered to Government Agencies. 6 INDIANA SECTION ANNUAL AWARDS COMPETITION ENTRY REQUIREMENTS Each year the Indiana Section of the American Society of Civil Engineers sponsors an Annual Award Competition as follows: I. Outstanding Civil Engineer of the Year Award A. The Outstanding Civil Engineer Award is to be presented annually to a Member, Fellow or Honorary Member of the Indiana Section. The following Members are not eligible: Current President, Vice President, Secretary, Treasurer, or Immediate Past President of the Indiana Section and Current Branch President. B. RULE CHANGE: Any Member, Fellow or Honorary Member may be directly nominated by a current Member, Fellow or Honorary Member to the Awards Chair. The nomination does NOT have to be from the Branch. There is no limit on the amount of nominations. C. The nominee shall be selected based on the following: 1. Contribution to the public welfare and to the advancement of the Civil Engineering profession. 2. Nominee shall be a Registered Engineer of recognized standing and a United States citizen. 3. The activities and contribution to the American Society of Civil Engineers shall be considered, but shall not be the primary basis for this award. D. The submittal shall consist of no more than four (4), typewritten, single-spaced pages indicating the reason for the nomination. A brief biographical sketch will be included within this text. These submissions should be made electronically directly to the Awards Chair of the Section (see contact information below). II. Indiana Civil Engineering Project of the Year A. An award to be presented for the most outstanding or unique project built in Indiana and completed during the current or past year. For the 2016 award (which will be presented at the 2017 annual meeting), it is acceptable to submit a project completed in 2015 or All projects that are entered shall be located in the State of Indiana. B. RULE CHANGE: Each nomination for Project of Year shall be directly submitted to the Award Chair for the Section (see contact information below). There is no limit on the amount of nominations.

The submittal should consist of no more than four (4), typewritten, single spaced pages and two (2) to five (5) color photographs of the project (submissions to be made electronically to the Awards Chair of the Branch). The following topics shall be included in the report: 1. Project location 2. Project description 3. Project costs 4. Name and address of owner 5. Name and address of engineer 6. Name and address of contractor 7. Unique characteristics of the project 8. Name, address, and phone number of person(s) who should be invited to receive a plaque. This would typically include the owner, engineer, contractor, and other special consultants if they made a substantial contribution to the project. (The Section provides three (3) plaques for the Owner, Engineer and Contractor. Additional awards may be purchased by other team members at an additional cost) 9. Name, address and phone number of person to be contacted for additional information III. Selection Process A. The procedure for the selection will be as follows: 1. The individual and/or project to be nominated shall be submitted to the Awards Chair of the Section by 5:00PM EDT March 17, Please forward submissions to: a) Jennifer L. Sharkey, P.E. The panel of judges will be as follows: a) Past two Section Presidents b) Chair of the Indiana Section Awards Committee c) Additional Section Leadership, as needed and selected by the Section President. The Panel will consist of no less than three (3) or no more than seven (7) individuals and will be an odd number (i.e. three, five or seven) 3. The committee shall meet at least two (2) weeks prior to the Annual Meeting to determine the winners. 4. The announcement of the winners will be made at the Annual Meeting. 5. An appropriate plaque or certificate will be provided to the winners by the Awards Committee. 6. Also, the Awards Committee may ask that winners provide a Powerpoint slideshow for display at the Annual Meeting during the Awards ceremony. 7. Each winner will be presented their Award during the lunch session at the Annual Meeting and will be provided the opportunity to address the attendees, if they so choose.

Terrell Paper Competition The Region 4 Assembly, which includes all members of the American Society of Civil Engineers (ASCE) in the states of Arkansas, Indiana, Kentucky, North Carolina, South Carolina, Tennessee, Virginia and West Virginia, sponsors an annual competition and award for a Younger Member who resides within Region 4. A Younger Member is defined as a member, associate member, or affiliate of ASCE (not including student members) not over 35 years of age on February 1, The award is named after Daniel V. Terrell of the Kentucky Section. He was Dean of the University of Kentucky College of Engineering and President of ASCE on the Society level in This award is presented annually for the outstanding paper submitted on a topic established by the Region 4 Assembly. The winner of the D.V. Terrell award receives Society and peer acclaim as well as an impressive bronze plaque and cash prize in recognition of the time and effort put into this competition. If one chooses to enter the Daniel V. Terrell competition, the paper must be submitted to the Terrell Committee, by the entrant s Section President, by March 1, Two (2) papers per Section may be entered in the Daniel V. Terrell Paper Competition. The entrant must then present their paper during the Spring 2017 Meeting of the Region 4 Assembly to be held in May 2017 (specific dates and location to be determined). Financial assistance to travel and attend this meeting (i.e. travel stipend) may be available from the entrant s Section and/or Branch and should be requested by the entrant to their respective Section/Branch (entrant s registration and award dinner is covered by Region 4). Travel arrangements to the meeting should be coordinated with the entrant s respective Branch and/or Section. For additional information on the Daniel V. 10 THE DANIEL V. TERRELL PAPER COMPETITION The Region 4 Assembly of the American Society of Civil Engineers is proud to conduct the Daniel V. Terrell Paper Competition for Younger Members. This prestigious competition has been held for over 60 years and commemorates Dean Terrell's many years of work and service to the Society and especially his leadership in the establishment of the District Council System, the predecessor of the Region 4 Assembly. All members, associate members or affiliates of ASCE (not including student members) who are 35 years of age or less on February 1, 2016, residing in Region 4, are eligible to submit papers in this competition. The following rules are to be observed: The Daniel V. Terrell competition topic (same as the topic for the society s Daniel W. Mead Contest) must address professional ethics with respect to the following question or statement: "Is it ethical for university engineering faculty to teach technical subject matter to engineering students without obtaining professional licensure?" The following can be used to stimulate, but should in no way limit, the discussion: Some states require this (such as Idaho) while some states do not. How does that affect the success of a university program? Should all 50 states be consistent with this? Should there be additional routes to obtain professional licensure, such as through research and a doctorate degree? The following rules apply to the Daniel V. Terrell Paper Competition: No individual may submit more than one paper in a given year. Please include your ASCE member ID number, your name, and Section/Branch on the paper. The paper shall be of such length that it can be presented orally in not more than fifteen minutes and contain no more than 2000 words. Submit one electronic copy of the paper, preferably a PDF, with a cover letter to your Section President so that he/she can meet the March 1, 2017 submittal deadline. Entrants should coordinate with their respective Section well in advance of the submittal deadline, as the official submittal to the competition must come from the Section. Late submittals will not be accepted. Each Section is limited to two entries. The paper must be presented orally, by the author, before the Region 4 Assembly at the Spring 2017 meeting to be held in May 2017 (specific date and location TBD). (Contestants are encouraged to seek financial support from their Sections and Branches for travel expenses to present their papers.) Reference citations of the papers should conform to official ASCE Journal Submission Guidelines, which can be found on the ASCE Publications website: Plagiarism is not acceptable and reference citations will be considered under scoring for Originality. AWARDS: First Place - Bronze plaque (see picture on front) + $500 cash prize Second Place - $250 cash prize COMPETITION SCORING: Presentation of Paper - 35% (Delivery and Effectiveness - 20%, Choice of Words, Literary Style Pronunciation and Enunciation - 10%, Timing - 5%) Content of Paper - 65% (Material - 40%, Acquaintance with subject - Scope - 10%, Originality - Independence - 10%, Arrangement - 5%) Note: While the topic for D.V. Terrell competition is the same as for the Daniel W. Mead Contest, it is not necessary that an entry be made to both competitions. The deadline for entry into the Society's Daniel W.
