1 WOODBRIDGE TRAFFIC AUTHORITY MINUTES The Regular Meeting of the Woodbridge Traffic Authority took place Tuesday, at 6:00 p.m. in the Training Room of the Woodbridge Police Department. PRESENT: OTHERS: Commissioner Robert Berke, Commissioner Matthew Gilbride, Commissioner Stephen Falcigno, Commissioner Deborah Desir, Commissioner Deborah Fried Chief Frank P. Cappiello, Deputy Chief Raymond S. Stuart, Lt. Jeffery Leiby, Administrative Assistant Chairman Berke called the meeting to order at 6:03 p.m. There was no Public Comment or correspondence. TRAFFIC MATTERS: There were no Traffic matters to discuss. The Board voted unanimously (Falcigno/Fried) to adjourn the regular meeting of the Woodbridge Traffic Authority at 6:03 p.m. and move into the regular meeting of the Woodbridge Board of Police Commissioners. 1

2 WOODBRIDGE BOARD OF POLICE COMMISSIONERS MINUTES The Regular Meeting of the Woodbridge Board of Police Commissioners took place Tuesday, at 6:03 p.m. in the Training Room of the Woodbridge Police Department. PRESENT: OTHERS: Commissioner Robert Berke, Commissioner Matthew Gilbride, Commissioner Stephen Falcigno, Commissioner Deborah Desir, Commissioner Deborah Fried Chief Frank P. Cappiello, Deputy Chief Raymond S. Stuart, Lt. Jeffery Leiby, Administrative Assistant APPROVAL OF MINUTES: B.O.P.C. Regular Meeting November 8, 2017 The Board voted (Gilbride/Falcigno) to approve the minutes from the Regular Meeting of the Woodbridge Board of Police Commissioners/Woodbridge Traffic Authority held on November 8, There was no Public Comment or correspondence. REVIEW OF REPORTS: Financial Report: Chief Cappiello reported that we are on target with five months into the fiscal year. There was a lot of mandatory training overtime incurred; the rest was case-related. The Board voted unanimously (Falcigno/Gilbride) to accept the Financial Report. Activity Report: Deputy Chief Stuart reported the following criminal activity: 2 Burglaries Larcenies continue; a press release was issued advising residents to lock their vehicles and homes. 4 Drug Cases (2 arrests made) 1 DUI ISU Investigating a sexual assault case, and a major fraud case. ISU Waiting for multiple DNA results to be returned from the State. Commissioner Desir joined the meeting at 6:14 p.m. Officer Activity November: Lt. Leiby reported that November motor vehicle activity was up from the previous month, the officers are out there working hard. We participated in the State s Click it or Ticket motor vehicle enforcement campaign. In December, we will increase our DUI patrols (DUI Grant program). The Board voted unanimously (Falcigno/Gilbride) to accept the Activity Report. 2

3 REPORT OF THE CHIEF OF POLICE: 13-Month Meeting Schedule: Chief Cappiello asked the Board s consideration to approve the proposed 13- Month Meeting Schedule. Meetings will take place on the second Tuesday of each month. General discussion took place and several dates were adjusted. The Board voted unanimously (Gilbride/Fried) to approve the 13-Month Meeting Schedule with the following changes, the January meeting will take place Thursday, January 4, 2018 and the September meeting will take place Wednesday, September 12, DOT Grant (Update): Our Department received approval for a second highway safety grant, which will be fully reimbursed for 100% of the funds spent. The grant period runs from November 24, 2017 to September 28, 2018, which will encompass the holiday periods of Thanksgiving, Christmas, New Year, Memorial Day, 4 th of July and Labor Day. This enforcement should increase driver awareness and help make our roads safer. Prescription Drop Box (Update): The drop box was installed and was operational at the end of June. During the last five months through November 20, we collected a total of lbs. of unwanted and expired medications and pharmaceuticals. Those items were turned over to the Connecticut State Police Evidence Officer for destruction by incineration. Overall, the program has been well received and very successful. Thanksgiving Luncheon: On Friday, November 17 th, the Police Union sponsored the annual Thanksgiving Dinner for our senior citizens at The Center cafeteria. A large contingent of officers were present to assist serving the food, along with Chief Cappiello, Deputy Chief Stuart, and Records Clerk Patty Monaco. REACH Foundation Shop with a Cop : The Police Union is participating in the annual Shop with a Cop program, which is sponsored by the REACH Foundation in partnership with local law enforcement agencies. The foundation reaches out to our community agencies to solicit those in need and officers meet with families suffering from financial hardship, they get together for a meal and entertainment and are then provided with gift certificates to Shop with a Cop. Tonight the event will take place at the Connecticut Post Mall in Milford. The Board voted unanimously (Falcigno/Gilbride) to accept the Report of the Chief of Police. PERSONNEL MATTERS: Workers Comp Updates: A Dispatcher who had sustained a Workers Comp injury will have surgery on January 10 th and is anticipated to be out of work for approximately six weeks. Internal Investigation: On November 11, an Officer was involved in an off-duty incident, out of town. As a result of that incident, Chief Cappiello ordered an internal investigation be conducted into the circumstances surrounding the incident. Due to recent additional concerns, the officer was placed on paid administrative leave. New Recruit (Update): New recruit Karl Rodriguez-Perez will be graduating from the Police Academy on December 21, BUDGET: Capital Budget Presentation to Joint Boards (Update): Chief Cappiello reported that the Capital Budget was presented to the joint Boards of Selectmen and Finance on November 30. He thanked the Deputy Chief for his assistance with budget preparation and Budget Subcommittee members, Commissioners Desir and Gilbride for their assistance. The Chief also expressed his thanks to Chairman Berke and Commissioner Desir for attending the presentation. Operating Budget Preparation: Chief Cappiello and Deputy Chief Stuart are currently preparing the Operating Budget for FY19. The Chief said they are budgeting for 25 sworn officers. The Budget Subcommittee will be requested to come in to review the proposed budget in the next two weeks. 3

4 OLD BUSINESS: There was no Old Business to discuss. NEW BUSINESS: There was no New Business to discuss. EXECUTIVE SESSION: The Board voted unanimously (Fried/Falcigno) to move into Executive Session at 6:48 p.m. to discuss budget issues related to staffing and officer safety. (Board members were invited to stay; all others were excused.) Chief Cappiello was invited back into Executive Session. The Board moved out of Executive Session at 7:22 p.m. Commissioner Gilbride left the meeting at 7:22 p.m. Chairman Berke stated for the record that Chief Cappiello was invited to join Executive Session to discuss one issue. No motions made, no votes taken. The Board voted unanimously (Falcigno/Fried) to adjourn the Regular Meeting of the Woodbridge Board of Police Commissioners at 7:24 p.m. 4
