2 Call to Order The DMATS Technical Advisory Board meeting was called to order by DMATS Technical Advisory Board Chair, Laura Carstens, at 10:35 a.m. Review /Approve the revised Agenda for the Thursday, May 14, 2015 DMATS Technical Advisory Board meeting Motion by Maggied, second by Soyer to approve the agenda for the Thursday, May 14, 2015, DMATS Technical Advisory Board meeting. The motion passed unanimously. Review/Approve to the minutes and receive and file the secretarial notes from the Thursday, April 9, 2015 DMATS Technical Advisory Board meeting Carstens pointed out a few errors in the minutes that needed to be corrected. Motion by Long, second by Schiesl to receive and file the revised secretarial notes and to approve the minutes of the Thursday, April 9, 2015 DMATS Technical Advisory Board meeting. The motion passed unanimously. Review/Approve amendments to the FFY Transportation Improvement Program (TIP) Ravada referred to the DMATS FY Transportation Improvement Program (TIP) amendments stating that the City has requested that Project #31 (Bee Branch Bike and Pedestrian Miscellaneous) be combined with Project #32 (Bee Branch Bike and Pedestrian Development). Deron Muerhing, City of Dubuque Engineer, explained that combining the projects would reduce the cost because there would be only one bidding document and it would make the project more efficient. It was noted that Project #32 would be let in September Ravada then referred to Project #6 (BP Pipeline Relocation) and Project #7 (SW Arterial between U.S. 20 to U.S. 151/61-ROW). Schiesl stated that both projects were part of the Military Road project but the City is requesting to separate each project into single projects. Discussion continued regarding whether Project #6 and #7 should be separated and if Project #5 (SW Arterial ROW) should be closed. Shea indicated that we would speak to District #6 for clarification on how the projects should be listed on the TIP. If District #6 recommends any changes/revisions then DMATS can amend the TIP at the next meeting. Motion by Soyer, second by Schiesl to recommend approval to the DMATS Policy Board of the amendment to the DMATS Final FY Transportation Improvement Program (TIP). The motion passed unanimously.

3 Review/Approve Draft FFY Transportation Improvement Program (TIP) Ravada presented the Draft FFY Transportation Improvement Program (TIP) for approval. He stated that Board members have one month to review the document and to provide comments. He asked that Board members review the project list to make sure all projects were listed and that they are accurate. He pointed out that staff is still gathering information from Illinois and Wisconsin DOT on their projects and any information received will be placed in the TIP. Ravada pointed out the after the draft has been approved by the DMATS Boards the TIP will be submitted to Federal Highway Administration and the DOT s for comments. Maggied pointed out that on Page 8, Coletta Wegmann SWWRPC, should be replaced with Larry Ward and Troy Maggied as proxy. Shea requested that Southwest Arterial be noted as Southwest Arterial not as IA 32. Carsten asked if the DMATS Iowa Map FY Project Locations numbers should match with the TPMS numbers on the TIP spreadsheet. Ravada replied that they should and requested that Board members review the map as well as the rest of the TIP document. Motion by Schiesl, second by Soyer to recommend approval to the DMATS Policy Board of the Draft DMATS Final FY Transportation Improvement Program (TIP). The motion passed unanimously. Review/Approve amendments to the Final FY2015 DMATS Transportation Planning Work Program (TPWP) Ravada began by referring to the FY2015 DMATS Transportation Planning Work Program (TPWP) budget handout noting that $20,000 has been moved from the Long Range Plan to the Short Range Plan to accommodate all of the activities that staff is currently working on. It was recommended that staff review all documents and remove Coletta Wegmann as the SWWRPC representative and replace her with Larry Ward and Troy Maggied as proxy. Motion by Maggied, second by Soyer to recommend approval to the DMATS Policy Board of the amendments to the Final FY2015 DMATS Transportation Planning Work Program (TPWP). The motion passed unanimously Review/Approve the Final FY2016 DMATS Transportation Planning Work Program (TPWP) Ravada presented the Final FY2016 DMATS Transportation Planning Work Program (TPWP) for approval. He noted that at the request of the IA DOT the following has been added: Page 4- A map of the DMATS Region. Pages 5 through 8-Transporation Related issues in the Region. Page 32-ECIA Certificate of Indirect Cost Proposal/Indirect Cost. Page 33-ECIA Self-Certification of Procurement and Consultant Selection Procedures. 3

4 It was noting that the page numbering was incorrect. Motion by Maggied, second by Soyer to recommend approval to the DMATS Policy Board of the Final FY2016 DMATS Transportation Planning Work Program (TPWP) as amended. The motion passed unanimously Review/Approve DMATS Passenger Transportation Plan (PTP) Ravada stated that every five years staff must update the DMATS Passenger Transportation Plan (PTP) and submit it to the DOT for approval. He noted the updates since the last PTP reflect the new 2010 census data and the new Jule Transit routes. Ravada pointed out the Transit route map on page 21. Carstens complemented staff on the outstanding census maps, noting that they were easy to read and very informative. Carstens suggested that the Jule route map be landscaped and only major routes be listed because in its current format it is very small and hard to read. Motion by Schiesl, second by Soyer to recommend approval to the DMATS Policy Board of the DMATS Passenger Transportation Plan (PTP). The motion passed unanimously Review/Approve DMATS Surface Transportation Program (STP) funds for Tri-State Region Freight Study Ravada presented the DMATS Tri-State Region Freight Study for review. He stated the purpose of the Freight Study is to provide information regarding the future freight demands on the tristate area and if those demands can be met and what improvements will need to be done to meet the needs of the future. Ravada referred to the budget pointing out that the total cost to Illinois is approximately $125, IL DOT has agreed to pay for 80% of the Illinois portion, with the respective counties of Carroll, Jo Daviess, Stephenson, and Boone covering the remaining portion. The IA DOT has agreed to provide $50, in funding for the Iowa portion with the remainder being paid by DMATS. The total cost of the Iowa portion of the study is $132, Wisconsin is considering the possibility of including the counties of Grant, Richland, Lafayette, Iowa, Rock and Green for approximately $275, Discussion followed regarding Clinton County beginning included in the study. The Board recommended that Clinton County would be invited to be part of the study but they would be required to pay for their portion of the study. After reviewing the Map on page 3, it was suggested the Richland Center be included in the Wisconsin portion of the Freight Study. Under Objectives, it was suggested that Prioritization based on data be added as a bullet point. 4

5 Ravada explained that the Tri-State Region Freight Study document includes the scope, budget and timeline of the project and will be given to the Iowa, Illinois and Wisconsin DOT. In conclusion, Ravada stated that he is requesting approval of $106, in STP DMATS funds to pay for the 80% DMATS Iowa portion of the study. Motion by Maggied, second by Schiesl to recommend approval to the DMATS Policy Board of the Tri-State Freight Study to include inviting Clinton County to be part of the Freight Study with Clinton County paying for their portion of the Study, include Richland Center on the map and to approve $106, in DMATS STP funding for the 80% of the DMATS (Iowa) portion of the Study for FY2016. The motion passed unanimously. Review/Approve DMATS Surface Transportation Program (STP) Project for FFY 2016 Ravada reported that the Transportation Improvement Program (TIP) application process was opened and DMATS has received one application from the City of Dubuque requesting $800,000 in STP funds for an East-West Corridor Preliminary Design. The total cost of the project is $1,000,000 with the remaining $200,000 being funded through Road Use Tax Funds (RUTF). He noted that the East-West Corridor Preliminary Design meets all federal regulations and is one of the top priority projects for the DMATS area. Motion by Schiesl, second by Soyer to recommend approval to the DMATS Policy Board of the DMATS FFY 2016 Surface Transportation Program (STP) Project-East-West Corridor Preliminary Design for $800,000. The motion passed unanimously. Comments from public on an item that did not appear on the agenda No comments were made by the public. Other Business DMATS Bylaws Ravada stated that the Bylaws for DMATS were established in 1974 and since that time they have not been review, therefore he ask for two volunteers to form a subcommittee with DMATS Policy Board member to review the current Bylaws. Anna O Shea and Beth Bonz were recommended to be members of the committee. 5
