Multi-state Corridor Operations Management (MCOM) NWP Operations and Travel Information Integration Sharing (OTIIS) Project Website: Project Update: Finished up the couple last video tutorials on the website to assist student turnover at WTI that support the site Fixed North Dakota injector issues that caused events to go missing Encouraged Steering Committee to include a link to the OTIIS website with winter travel announcements A shorter survey was created to gather input on the website and has been linked on the website for a couple months, however there have not been any responses received. WTI has not received any input on the mobile app. Athey Creek to schedule a call for the Steering Committee to discuss and approve operation and maintenance OTIIS website options after October Bill Legg has been in contact with the Canada-US Transportation Border Working Group to discuss opportunities to expand OTIIS. The group is meeting tomorrow to discuss coordination efforts with North/West Passage. WTI will be presenting the OTIIS project at the NRITS conference including highlighting lessons learned. It was suggested to contact ITS Heartland on possible coordination efforts with their MCOM effort. WTI to send Peter Rafferty a PowerPoint presentation on the OTIIS website. 3. Administrative Topics Work Plan Contributions Wyoming and Wisconsin were contacted for participation in Work Plan 11. Both states are unable to contribute financially or personnel resources this year. Idaho, Minnesota and Washington have contributed to Work Plan 11. Cory Johnson to verify that South Dakota and North Dakota funds have been received by MnDOT. August Meeting Minutes The members reviewed the meeting minutes from the August 16 meeting. No comments were noted. The following action items were closed. Bill Legg to contact the Canada/US Transportation Border Working Group to discuss interest in expanding the OTIIS website. Cory Johnson to contact Wisconsin and Wyoming to discuss Work Plan 11 participation options. Athey Creek to distribute the draft Project 10.3: Evaluate Effectiveness of Citizen Reporting for review by the Steering Committee. 4. Work Plan 10 Project Updates Project 10.2 Operations Task Force Year 3 Project Purpose: To continue meeting as a task force for another year. 3 A Technician s Forum was held on August 17 based off a similar event the Western States Forum holds. The forum featured two topics. Comparison of In-Pavement versus Out-Of-Pavement Sensor Technologies, Mike Beyer, Caltrans District 2 Multnomah Falls Parking Management System, Dennis Mitchell, Oregon DOT, and Doug Spencer, Oregon DOT A survey was distributed after the webinar to gather input on interest of conducting similar webinars. Only 5 responses were received of the approximately 25 individuals that participated, however the input was positive on conducting similar webinars. Project 10.4: Freight Task Force Year 2 Project Purpose: To continue to support freight related activities for North/West Passage for another year. A webinar was held on September 13 and focused on freight data. Presenters included: Donald Ludlow, CPCS, is the AASHTO/FHWA Subject Matter Expert for SHRP2 C20 freight data implementation and he is the Freight Operations Instructor for the National Operations Center of Excellence (Operations Academy). He Chairs a TRB Task Force on Big Data and Chairs TRB s Freight Data Committee. Dan Murray, Vice President of Research for ATRI (American Transportation Research Institute), leads the application of ATRI s truck GPS data to measure travel time, speed and reliability of freight movement across the nation s highway system, urban corridors and international border crossings. The next webinar is scheduled for October 18 and will focus on truck parking. Presenters will include: Davonna Moore, KSDOT TPIMS Project Manager John Maddox, KSDOT - TPIMS Deputy PM, and branding lead Dan Murray, ATRI - private sector research lead John Tompkins, MNDOT MN truck parking pilot and overlap between TPIMS, MN and NWP efforts Project 10.6: Multistate Assessment of Interstate Speed Limit Impacts Project purpose: To examine the North/West Passage states current practices for setting speed limits along I-90/I-94, document legislative influences within the past 10 years, and assess the impacts (e.g. safety, enforcement) of higher speeds and varying speed limits along the multistate corridor. A draft tech memo will be distributed next week that will include a compilation of speed limit revision histories. It was noted that speed limit safety data has not yet been received from Washington and Montana for the project. 4 A meeting will be scheduled in October with the project team to review the tech memo and discuss next steps. Peter Rafferty to send Jason Bittner a draft report on an effort related to Project Work Plan 11 The members reviewed a schedule, project champions, contracting and costs for Work Plan 11 projects. Work Plan 11 was approved during the August meeting and includes five projects. It was proposed to stagger the project starts to allow enough time on monthly calls to kick off the projects. Dave Huft and Bob Koeberlein offered to co-champion Project 11.5: Exploring Options for Truck Platooning along the NWP Corridor. Cory made a motion to approve the proposed Work Plan 11 schedule, costs and contracting. Bob Koeberlein seconded. The Work Plan 11 schedule, costs and contracting was approved. 6. Member News Washington DOT is developing a Freight Strategic Plan. South Dakota DOT is starting to plan for a regional operations forum. The forum will focus on increasing TSMO knowledge to staff and involving neighboring state to participate to continue to establish contacts. Minnesota DOT participated in a TSMO peer exchange that was hosted by the Center of Excellence that may be of interest as South Dakota plans the regional operations forum. Bill Legg to send Dave Huft contact information for the individual that planned the Washington regional operations forum. Minnesota DOT has finalized a multi-state concept of operations for a MAASTO truck parking effort. Cory Johnson to send Athey Creek the concept of operations for the MAASTO truck parking project for distribution to the members. A webinar is scheduled for October 3 by the Mountain Plains Consortium (MPC) on the Use of travel time, travel time reliability, and winter condition index information for improved operation of rural interstates.
