1 Illinois Center of Ecellence for Behavioral Health and Justice Advisory Board Meeting Thursday, October 16, :30 AM University of Illinois, 1601 Parkview Avenue, Rockford, Illinois IDHS, 160 N. La Salle Street, 10 th Floor, Chicago, IL I. Call to Order/Roll Call Meeting Minutes Justice Zenoff chaired the COE Advisory Board meeting. The meeting was called to order promptly at 9:30am. Approval of July 17, 2014 Advisory Board Meeting Minutes Justice Zenoff asked if there were any amendments or corrections to the meeting minutes of July 17, There were none. The motion was approved by unanimous voice vote. COE Director s Report Ms. Michelle Rock gave a director s report covering information that was detailed in the COE materials provided to the COE Advisory Board. The materials provided to the board members included: 1. Progress Report 2. Fiscal Report

2 3. COE Presentation List 1. Progress Report Ms. Rock mentioned that the last quarter of the past grant year came to an end, and in that quarter there were four contacts with out-of state entities, 11 contacts with various counties, and 4 trainings/technical assistance sessions. There were four follow-up calls from past trainings at various counties. In Grundy County, COE conducted training regarding their Mental Health Court, which they have not implemented yet. They are hoping to get it up and running by January, or the net session. In McHenry County, the COE provided training to the McHenry County Health Board on Sequential Intercept Mapping. They had increased cross-section of attendance, and, law enforcement is now attending staffing. In Region 2, the COE facilitated training and worked on transition from the jails to the hospitals and vice-versa. In Jersey County, during the follow-up, COE learned that there have been changes in how they conducted assessments and the Jersey County reported that it has increased court calls. Justice Zenoff asked for specifics as to what form of training Rockford University was seeking. Ms. Rock answered that the Psychology and Social Work departments asked for assistance teaching one of their classes, and then for a wider event on mental illness for the entire university. 2. Financial Report The COE-ICJIA grant ended Sept 30 th, and finished within the scope of the budget, $212,000. COE spent $205,616.69, with a remainder $6, This was mainly due to fact that Ms. Rock and Mary did not do out of state travel. The remainder is refunded to ICJIA. The new grant with ICJIA is a 2-year grant which began October 1, Judge Fo and other members commended Ms. Rock on efficient use of grant funds. 3. Training/Presentations Ms. Rock announced upcoming COE trainings: There will be a training with Rockford Memorial Hospital, on Clinical Aspects of Medical Psychiatry. Ms. Rock will be going to LaSalle County for Adult Redeploy assistance on a site visit, and to help them get to their target numbers.

3 On November 7 th, there will be a presentation in Rockford on Suicide and Its Effects on Individuals, Families and Communities. Winnebago Drug Court will have its retreat on November 17 th. Elgin County will have an MRT (Moral Recognition Training) on December 2-5 th, which will apply to Region 2. A Mental Health Justice Involved Workgroup will be at DMH on December 4 th. Winnebago County is looking to do a crime summit in April on the topic of Data Driven Justice Administration. AOIC will be involved. The 2015 Problem Solving Court Conference will be net October, and COE is already working on that. 4. ILAPSC Report Ms. Rock stated that her best numbers so far of the ILAPSC Conference were as follows: participants still unpaid, 457 people total registered, 24 vendors, 35 coordinators, 101 Probation and Law Enforcement officers, 101 treatment professionals, 55 attorneys, 45 judges, and 1 student. Judge Biebel was very pleased to hear Chief Justice Rita Garman at the Problem-Solving Court conference. Justice Garman believes in it strongly, and did an amazing presentation. Peter Early did an amazing job. There were positive comments about Amy Miles, who had great new information. A speaker cancelled on Monday of Conference week, the replacement did not make it to Springfield. In the future, COE will be more prepared with back-up. The conference materials are available on-line. Judge Biebel mentioned that the participants were very engaged, serious, and interested in what they were hearing. Ms. Rock agreed that Doug Marlow was a great headliner and his presentation impressed on participants that there was much work to be done. 5. Collaborations Update COE, ARI, and AOIC have been having regular meetings in person or over the phone. These have led to ecellent conversations, sharing a lot of information, and visiting some of the same sites.

4 Ms. Rock met with IDOC mental health professionals on August 7th, where they shared a lot of information, talked about different ideas, and essentially started the conversation. Mr. Cutrone commented that Illinois has been chosen as one of two states to perform data echange collaborations. Workgroups were formed, and many counties are involved. Goals will include data echange of medical and behavioral needs. 6. Strategic Plan Update Ms. Rock is working on a draft of a strategic plan. She will be sending it out by and requesting comments. 7. Other There is a new evaluation and matri for new grant cycle, which attempted to incorporate input from the Strategic Planning meeting. ARI and COE did a survey, forwarded to the Problem Solving courts, how they were incorporating the Affordable Care Act. There was a survey that came out on the heroin epidemic, and meetings around the state. ARI is questioning all of their sites. COE received a question from a coordinator, and Ms. Rock added some questions regarding drug testing and medically-assisted treatment. Ms. Rock wanted to get a feel how are counties are dealing with these issues. Ms. Rock will compile all responses and send back to all of them, and can try to put on the COE website. Ms. Rock also stated that she will be working on the list-serve. There are two upcoming relevant events. On 10/29 in Rockford, Judy Pfarr of Bridges out of Poverty is coming back for second presentation, sponsored by the Rockford Health Council, about taking the net steps for action. On 11/14, the Illinois Academy of Criminology will be sponsoring a presentation at the Loyola Law School: Cutting Edge of Medical Health Services, 2-4:30 PM. III. Discussion 1. AOIC Update This afternoon, there will be a meeting with COE and AOIC, on divisions of labor issues working together in the state.

5 2. Strategic Plan Justice Zenoff thanked ICJIA for the work of Mark Myrent and Tracy Hahn in acting as the facilitators. 3. Bylaw Changes Revisited Currently the bylaws state that Board of Directors shall approve all COE contracts. The question of Ms. Rock and Justice Zenoff was whether to amend bylaws to state approve and ensure compliance of all COE contracts. On the net meeting, Justice Zenoff and Ms. Rock will bring suggestions, and suggested that others do the same. Mr. Cutrone stated that COE would need a process for Contract approval by the Board of Directors, whereby all COE Contracts would be approved. Ms. Rock wondered what the approval processes would be for smaller contracts would be. Justice Zenoff said the policy going forward would be to bring all the contracts to the Board for approval. Justice Zenoff wanted it to be reflected that the sense of the advisory board is that the fiduciary duty of the Board is implied, and therefore the bylaws do not need to be changed at this time. 4. Board Members Judge Robb Justice Zenoff congratulated Judge Robb on her retirement. Judge Robb agreed to continue on the Advisory Board for a few more months. 5. Meeting Dates for 2015 Finally, meeting dates for 2015 were announced (all on the third Thursday of the respective month): January 15, 2015 April 16, 2015 July 16, 2015 October 15, 2015 On July 16, 2015, Justice Zenoff may have a speaking engagement, so that meeting will have to be adjourned before noon, and in Rockford, to accommodate her schedule. Justice Zenoff asked for a motion to adjourn. The motion was made, seconded, and approved by a unanimous voice vote.
