Call to Order Commissioner Stuckey called the meeting to order at 12:05 p.m Twelve Year Program Update Public Comment Results Mr. Arey reported that the STC commissioners have become been attending public meetings more often over the course of the last several TYP cycles. The process began this spring with a live chat with Secretary Leslie Richards, and was followed up by the public input survey. Not all of the comments received through the survey were mappable. The map includes interactive statistics, and the data is broken down by categories such as age and gender. This survey was one component of the STC s public outreach during the cycle. The draft TYP will be presented at the end of the year. Mr. Arey then went on to summarize this process. Mayor Gray asked for clarification as to what is meant by the top-3 transportation modes on the attachment. Mr. Arey stated that he is not sure what this specifically refers to, but driving alone is likely the most common mode of transportation in the county. This can be clarified in the future. 3. Minutes of June 26, 2017 Meeting (Action) The committee did not have any suggested changes or additions to the presented minutes. Mayor Gray made a motion to approve the minutes as presented, and Ms. Wasong seconded this motion. The motion passed, with thirteen (13) votes in favor and two (2) votes in abstention. Therefore, the minutes were approved. 4. Updates and Announcements a. Major Projects State Road Interchange Mr. Walker reported that the revised Right of Way plans were submitted to Amtrak. Utility relocations will be completed by December. The agreements with Amtrak should be in place by January Clearances will be acquired by June 2018, and relocation of transmission lines will take place in Fall The let date is now pushed to October PennDOT District 8-0 will be meeting with Amtrak on Friday, September 29 th to discuss this interchange as well as other projects. Mr. Bini noted that a conceptual agreement on indemnification is in draft form. Ms.Wasong asked for clarification as to when construction is expected to begin. Mr. Walker stated that construction should begin in November 2018, and will take approximately two years. During this time, part of the interchange would be closed, though detours will be put in place. US-222/US-30 Interchange Mr. Walker reported that this project will be delivered in The topographical survey was completed, and a meeting is being held on Tuesday, September 26 th at the Manheim Township building. Upcoming Lettings Next Six Months Mr. Walker reported that there are three (3) local bridges from a bridge bundling pilot project to be let in December There will be eight (8) bridges let next year, and there will be some preservation work done on US-222.

3 b. Transit Mr. Glisson reported that RRTA will be offering twenty-five (25) cent rides throughout the month of October in the Lancaster and Reading regions. Monthly passes will be available for ten (10) dollars. The hope is that this promotion will get people to try the bus system and ultimately increase overall ridership. This promotion has been used in Lancaster County previously, and last year it resulted in a 37% ridership increase. However, this is the first time trying this promotion in Reading. Ms. Yoder inquired as to whether there has been outreach to businesses and employers in conjunction with this promotion. Mr. Glisson stated that some special passes have been given to retailers in order to promote it, and newspapers have been informed. It was requested that Mr. Glisson distribute the promotional flyer to committee members, and Mr. Glisson agreed to do this. Mayor Gray requested an update on the Queen Street Station resurfacing. Mr. Glisson stated that work on the station should be done in November c. Federal Highway Administration No representative was present, but Mr. Arey noted that Dan Walston has been temporarily relocated to Washington D.C. d. Bike/Pedestrian Advisory Committee Ms. Ahlskog reported that BPAC met on August 24 th. This was the first committee meeting with the two new members, George Tobler and Brenda Buescher. At this meeting the committee discussed its intention to review PennDOT s list of resurfacing projects, the proposed educational program for trails and trail etiquette, and the status of comment submissions for the draft ATP. Ms. Yoder clarification regarding BPAC s process of reviewing resurfacing projects, and whether it can be determined if comments and suggestions are implemented. Ms. Ahlskog stated that BPAC cannot submit official recommendations on its own letterhead, meaning that a memo will be presented to TTAC and the MPO regarding any recommendations or comments. A more defined process is still needed in order to track whether comments are accepted and implemented by PennDOT. Mr. Arey noted that because all PennDOT Connects projects will be tracked, this should make a defined process easier to achieve. Mr. Haverstick requested an update on Lancaster City s bike plan. Ms. Ahlskog stated that this plan is a component of the ATP, which is still being refined and revised. Once the draft is satisfactory, it will be presented to the public. The plan is currently behind schedule due to the fact that the initial draft had deficiencies that needed to be addressed before proceeding. Ms. Katzenmoyer noted that although this delay has caused a slow-down in the roll-out of the city s bike plan, the bike share and lane markings were still advertised. Sharrows will be installed over the next several weeks. The committee discussed the status of the one-way conversion and bike lane-installation on Chestnut Street. Ms. Yoder requested that the updated BPAC membership list be posted on the LCPC website, if it is not already. e. Transportation Authority No representative was present. f. Commuter Services of PA Mr. Boyer commended RRTA for its upcoming twenty-five cent ride promotion in October. Commuter services continues to promote the emergency ride program and reach out to employers. The college program has started once again at Millersville University, Harrisburg Area Community College, and AIT. The SRTP Board meeting took place last week, and LCPC staff member Lauri Ahlskog was in attendance.

Withdrawal of SGT Project Approval Strasburg Township (Action) Mr. Bini reported that the township was unable to make progress on this SGT project, and it was determined after the passing of the August 2017 deadline that funds would be retracted. In order to follow proper procedure, the MPO will need to un-approve the project before approving the TIP amendment that officially retracts the funds. Ms. Wasong asked for clarification as to whether de-funding the project will impact Strasburg Township s ability to acquire funding if the decision is made to pursue it again in the future. Both Mr. Cowhey and Mr. Bini explained that there will be no negative impact in this regard. Official correspondence can be sent to the township to indicate that they will not be judged with prejudice in the future if the project is pursued again. There was a discussion regarding the scope of the project, why it was not able to proceed, and what assistance can be provided to the township if there is a future attempt. Mr. Bini noted that the SGT application cycle is currently underway, with interviews taking place during the week of September 11 th. Mr. Haverstick made the motion proposed on the memo, and Mayor Gray seconded this motion. The motion passed unanimously. 6. TIP Modifications (Action) Ms. Raves summarized the accompanying memos. It was noted that item 7, 13, and 15 of the Transit TIP Modifications were advanced construction. Mr. Glisson made a motion to approve the TIP amendment revoking the SGT funding for PA-741 safety improvements in Strasburg Township, and Mr. Arey seconded this motion. The motion passed unanimously, thereby approving the amendment. Ms. Yoder commended the process of the ongoing SGT cycle, and thanked LCPC staff for their work throughout it /230 Corridor Study Update Mr. Bini reported that proposals were submitted over two months ago, and the selected consultant will manage the project from their York office. A meeting was held with municipal managers. The project advisory committee will meet three times, and it is hoped that the work will be completed by December. Updates will be provided on the study going forward. 8. TIP Problem Submission Process Discussion Mr. Bini reported that a TIPUS meeting was held on August 21 st, and at this meeting the topic of the TIP problem submission process was discussed. The current submission process was summarized. The hope is that the prioritization tool and PennDOT Connects will improve and/or address this. Any changes to the process would need to be discussed with the FHWA. Ms. Katzenmoyer asked whether LCPC staff will be at the PennDOT Connects meeting, and Mr. Bini confirmed this. Mr. Arey noted that the LRTP is made up primarily of capital projects, and some problems can be addressed by PennDOT in cheap and/or alternative ways. 9. Information Item

5 a. Lancaster County PennDOT Connects Meeting Mr. Bini reported that there will be a county-wide PennDOT Connects meeting on Tuesday, November 21 st. All municipalities with TIP projects will be invited, and other stakeholders may be invited as well. The meeting may be potentially extended into the evening. Mr. Walker noted that this meeting will only be the initial outreach, and that separate outreach will still take place for PennDOT Connects. There will be an educational session on the program. Ms.Wasong suggested that municipalities be educated on the TIP process, to which Ms. Ahlskog stated that this will be part of the roll-out for the TIP prioritization tool. Mr. Arey added that training through LTAP will also be available to municipalities next year. Ms. Ahlskog provided an update regarding LTAP program. After explaining the program, she noted that there will be between three and four educational courses on the program. In addition, the borough of Columbia is sponsoring traffic calming training on October 24 th. Additional classes can be scheduled as requested. Ms. Katzenmoyer added that the Public Works Safety Committee held a winter maintenance session, and commended it. Mr. Lutz commended the value of LTAP site visits for traffic calming, and added that Columbia will be holding a seminar in January 2018 on how to conduct traffic studies. Ms. Ahlskog noted that the quarterly update reports for the SGT and TA programs will be available by the November 27 th meeting. 10. Other Business & Public Participation Mr. Cowhey reported that he attended a meeting of Senator Lloyd Smucker s Transportation Advisory Committee on Friday, August 22 nd. Some issues discussed include over-regulation of freight and transit, future revenue, insufficient steel fabricating capacity, and the need to envision long-term transportation needs. Follow-up will be provided from time to time as this advisory committee meets. The committee briefly discussed autonomous vehicles, and Mr. Boyer commended PennDOT on its autonomous vehicles convention. 11. Next Meeting: November 27, 12:00 p.m. 12.
