1 MINUTES OF THE LANCASTER COUNTY PLANNING COMMISSION DATE: MONDAY, NOVEMBER 28, 2016 I. Call to Order: Vice-Chairman Haverstick opened the Public Meeting at 3:00p.m. MEMBERS: Commissioners Scott Haverstick, Terry Martin, Kathy Wasong, Alice Yoder and Roni Ryan were present. Commissioners Leo Lutz, William Shaffer, Jeffrey Funk and Pete Soto were not present. STAFF: OTHERS: James Cowhey, Scott Standish, Dean Severson, Bob Bini, Gwen Newell, Randy Heilman, Brad Stewart, Brian Reid and Farah Eustace were present. None. II. Call to Audience No one from the audience addressed the Planning Commission regarding an item not on the agenda. III. Approval of the Minutes of Prior Meeting November 14, 2016: Commissioner Wasong moved to approve the minutes as submitted. Commissioner Martin seconded the motion. The motion passed unanimously. 2 IV. Appointments, Presentations and Reports: A. Scheduled Public Presentations: None. B. Committees and Task Forces: None. C. Reports and Presentations from LCPC Staff: 1. Mr. Cowhey, Executive Director, said that the County Commissioners are holding first budget hearing tomorrow, the LCPC budget will remain the same as it is for Kip Van Blarcom and Mark Huber entered into the American Institute of Certified Planners (AICP) last week. 2. Division Directors: a. Mr. Bob Bini, Director for Transportation Planning, said that at the meeting today MPO (1) endorsed that we submit an application for supplement funding for land use and transportation study for routes 283/230 corridor. This proposed study will also help to develop potential solution of corridors for implementation of Places (2) the Lancaster County is being asked to suggest the addition of rural and urban highway miles to the National Highway Freight network additions. Some parts of routes 222/283 and limited access section of route 30 was also endorsed to be proposed by the MPO. b. Mr. Scott Standish, Director for Countywide Planning, as part of the comprehensive plan, five regional meetings were held. 35 out of 60 municipalities participated in regional meetings, had good discussion. He thanked all who attended. A reminder will be sent to all the municipalities to post new LCPC survey on their websites. A press release will be sent to some weekly papers about the survey. An editorial was printed in today paper as well. Staff also get to participate on WITF smart talk on Friday, hope this will reach more people. Also, staff will be talking to LGH this Friday and the following Friday as well. The Commission expressed their concern regarding lack of participation of the municipalities in regional meetings. V. Additions to the Agenda (with 24-hour Public Notice): None. VI. New Planning Matters for Discussion and Action: A. Lancaster County Comprehensive Planning Items: None. B. Community Planning Reviews: 1. #3-21B, Bart Township, Proposed Subdivision & Land Development Ordinance update Commissioner Martin moved to recommend approval of the above review. Commissioner Wasong seconded the motion. The motion passed unanimously. 2. #11-63, Columbia Borough, Proposed amendment to the Zoning Ordinance; providing for purposes and findings of fact related to the adoption of the amendment; providing for definitions; establishing certain general and specific standards relating to the location, placement, construction and maintenance of communications towers and communications antennas; providing further for the regulation of such facilities within the public rightsof-way and outside the public rights-of-way; providing for the enforcement of said regulations; and providing for an effective date Commissioner Wasong moved to recommend approval of the above review. Commissioner Martin seconded the motion. The motion passed unanimously. 3. #32-171, West Lampeter Township, Proposed amendment to the Zoning Ordinance to revise and reenact regulations governing historic buildings Brad Stewart informed the Commission that a comment need to be added to the above review letter to reflect that this was prepared with assistance of Kip Van Blarcom. After discussion, Commissioner Wasong moved to recommend approval of the above review. Commissioner Ryan seconded the motion. The motion passed unanimously. 4. #35-102, Leacock Township, Proposed rezoning of 5.71 acres of a acre tract situated on the south side of Old Philadelphia Pike, Rt 340, DRAFT 3

4 approximately 1100' west of New Holland Road from Agricultural to Light Industrial After discussion, Commissioner Ryan moved to recommend approval of the above review. Commissioner Yoder seconded the motion. The motion passed 4-1 (Commissioner Haverstick voted nay). 5. #37-55, Lititz Borough, Proposed amendment to the Zoning Ordinance to amend the definition of demolition; to establish regulations for demolition in all zoning districts as a conditional use; to add Section 322 defining the requirements necessary to demolish an existing structure and to delete 426.E in their entirety 6. #37-56, Lititz Borough, Proposed amendment to the Subdivision & Land Development Ordinance to update reference to the demolition process within the Zoning Ordinance #37-57, Lititz Borough, Proposed amendment to the Subdivision & Land Development Ordinance to remove reference to a Recorder of Deeds Certificate which is no longer used by the Lancaster County Recorder of Deeds Office Commissioner Wasong moved to recommend approval of the above reviews. Commissioner Yoder seconded the motion. The motion passed unanimously. 7. #39-259, Manheim Township, Proposed amendment to the Zoning Ordinance to modify Article XVIII, Section C to alter the minimum time restrictions in that section Commissioner Wasong moved to recommend approval of the above review. Commissioner Martin seconded the motion. The motion passed unanimously. 8. #51-71, Pequea Township, Proposed rezoning of approximately 4.8 acres of a 8.57 acre tract located at 382 Millwood Road from I - Industrial to A - Agricultural The Commission decided not to offer any comments and asked that the applicant should consult with the Agricultural Preserve Board (APB) to determine if the proposed rezoning is consistent with the terms of the conservation easement. If the proposed dwelling is approved by the APB, the LCPC would offer additional comments at that time. After discussion, Commissioner Wasong moved to recommend approval of the above review, as amended. Commissioner Martin seconded the motion. The motion passed unanimously. C. Commissioner Yoder seconded the motion. The motion passed unanimously (Commissioner Martin abstained from voting on item #9). E. Other Planning Matters: F. Additions to the Agenda (with 24-hour Public Notice): None. VII. Old Business: None. VIII. New Business and Discussion Items: 1. LCPC Officers for 2017 Vice-Chairman Haverstick appointed Commissioners Wasong and Yoder to serve on the Nominating Committee for 2017 LCPC officers. The Committee will report their recommendations at the next LCPC meeting. Mr. Cowhey informed the Commission that he is waiting for a decision from the County Commissioner regarding appointment/re-appointment of two members. IX.
