1 COUNTY COMMISSIONERS MINUTES WEDNESDAY, AUGUST 1, 2018 The Board of County Commissioners met today for a Commissioners Meeting. Present at today s meeting were: Joshua G. Commissioner Parsons announced to postpone approval of the March 28, 2018 Commissioners Meeting Minutes, April 4, 2018 Commissioners Meeting Minutes, June 20, 2018 Commissioners Meeting Minutes, June 27, 2018 Commissioners Meeting Minutes, July 11, 2018 Commissioners Meeting Minutes and July 25, 2018 Commissioners Meeting Minutes. Commissioner Parsons re-announced that there will be no Work Session held on Tuesday, August 7, 2018 and no Commissioners Meeting held on Wednesday, August 8, RESOLUTION NO. 47 OF 2018 FUNDING THROUGH THE NEXT GENERATION FARM LOAN PROGRAM On motion of Commissioner Stuckey, seconded by Commissioner Lehman; WHEREAS, The Penn Township Lancaster County Industrial Development Authority has held a public hearing on an application/project in the total amount of $425, for the Next Generation Farm Loan for J. Rodney and Brie A. Garber. The farm is located at 706 Milton Grove Road, Rapho Township, Lancaster County, which is in accordance with the Tax Equity and Fiscal Responsibility Act of 1982; and WHEREAS, The Penn Township Lancaster County Industrial Development Authority has determined that the application/project conforms to the public purpose, eligibility, and financial responsibility requirements of the Pennsylvania Economic Development Financing Law and approved the above application/project at a publicly advertised meeting; and WHEREAS, The project s details are set forth in the public notice announcement on file in the Penn Township Lancaster County Industrial Development Authority Office. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF LANCASTER, PENNSYLVANIA, That the Board hereby approves the revenue obligation or tax exempt issues as stated above; and

2 - 2 - BE IT FURTHER RESOLVED, That the approval granted hereby shall not, in any way, pledge or obligate the credit or taxing power of the County, nor shall the County be liable for the payment of the principal of, or interest on, any obligations issued by the Authority. RESOLUTION NO. 48 OF 2018 FUNDING THROUGH THE NEXT GENERATION FARM LOAN PROGRAM On motion of Commissioner Lehman, seconded by Commissioner Stuckey; WHEREAS, The Penn Township Lancaster County Industrial Development Authority has held a public hearing on an application/project in the total amount of $300, for the Next Generation Farm Loan for David A. and Rachel L. 3 - 3 - Vesta Building to approximately one acre. The surrounding grounds contain many ruins from the furnace facilities which, with enhanced access, could provide educational opportunities. Parsons, Chairman of the Board of Commissioners, to claim unclaimed property belonging to the County of Lancaster, on behalf of the County, with the Commonwealth of Pennsylvania Treasury Department s Bureau of Unclaimed Property, Harrisburg, Pennsylvania, and to sign the Unclaimed Property Authorization Claim Form Request.

4 - 4 - On motion of Commissioner Stuckey, seconded by Commissioner Lehman, it was agreed for the County of Lancaster to approve an Amendment to an Agreement of Sale of an Agricultural Conservation Easement with the following property owner: Township Name/Township Type of Easement County Share State Share Share Paul Hartz Perpetual $555, $0.00 $50, Caernarvon Township The Commissioners certify that the Paul Hartz property, consisting of acres, is located in the Agricultural Security Area of Caernarvon Township and was preserved on April 19, Note: The landowner has requested to receive a second equal installment payment in 2018, shortening the term of the installment payments by one year. The installment schedule included in the Agreement has been modified to reflect the change, and an Amendment to the Agreement of Sale is required to document the change. On motion of Commissioner Lehman, seconded by Commissioner Stuckey, it was agreed for the County of Lancaster, acting on behalf of Behavioral Health/Developmental Services (BH/DS), to approve the following: 1. Amended Agreement No. 1 With: Blakinger Thomas Law Firm To move unspent money to Mental Health and increase contract for legal support services. Increase the amount of the existing contract by $6,885.87, for a total contract amount not to exceed $57, for Fiscal Year Amended Agreement No. 1 With: PowerHouse Software Partners, LLC Newtown, Pennsylvania PowerHouse Software Partners has increased Evidenced Based Implementation grant. Increase the amount of the existing contract by $3,922.50, for a total contract amount not to exceed $16, for Fiscal Year Amended Agreement No. 2 With: The Arc of Lancaster County Lititz, Pennsylvania One-time only purchases. Increase the amount of the existing contract by $4,488.32, for a total contract amount not to exceed $136, for Fiscal Year Amended Agreement No. 2 With: J. Cornack Therapy Group, LLC Lititz, Pennsylvania Reduction in program funded dollars and a net increase in claims. Increase the amount of the existing contract by $75,186.42, for a total contract amount not to exceed $641, for Fiscal Year Amended Agreement No. 2 With: Faithful At Home Care, LLC dba Caring Matters Home Care An individual requires a higher level of in-home and community habilitation services. Increase the amount of the existing contract by $957.06, for a total contract amount not to exceed $63, for Fiscal Year Amended Agreement No. 3 With: Community Services Group Mountville, Pennsylvania Various changes in services resulting in a net increase. Increase the amount of the existing contract by $21,010.75, for a total contract amount not to exceed $576, for Fiscal Year Agreement With: Faithful Homes, LLC

5 - 5 - To provide residential community home services to individuals being served by Lancaster County Intellectual and Developmental Disabilities. Not to exceed $325, for Fiscal Year Agreement With: Keystone Service Systems, Inc. Harrisburg, Pennsylvania To provide residential services to individuals being served by Lancaster County Intellectual and Developmental Disabilities. Not to exceed $37, for the period December 15, 2017 through June 30, Agreement With: The Lodge Life Services, Inc. To assist adults with serious intellectual disabilities to obtain and maintain independent housing in the community. These individuals are being served by Lancaster County Intellectual and Developmental Disabilities. Not to exceed $10, for Fiscal Year On motion of Commissioner Stuckey, seconded by Commissioner Lehman, it was agreed for the County of Lancaster, acting on behalf of the Purchasing Department, to approve the following: SMARTnet Lease Agreement With: Authorization to Sign Lease Documents: CISCO Systems Capital Corporation Wayne, Pennsylvania SMARTnet is software support for the phone system that ensures connectivity. The County will be utilizing a COSTARS contract for this agreement. Not to exceed $218, for the period August 1, 2018 through July 31, 2023, with an annual payment of $43, The Board of Commissioners authorizes E. William Peters, Chief Clerk, to sign lease documents on behalf of the County of Lancaster.
