Background: The Park District currently has an agreement with Hennepin County to purchase the services of Sentencing to Service (STS) work crews for calendar year The Park District has utilized STS crews for a number of years which have traditionally been funded through the Park District s Asset Management Program. Funding for the proposed Service Agreement for the STS crews is included in the proposed 2016 Asset Management Program. Attached is a recommended Service Agreement for the period January 1, 2016, through December 31, 2016 (Reference 4A-1). The Agreement establishes a daily crew rate of $356.80, which is a 3% increase from the rate charged in 2014 and The Park District utilizes multiple STS crews that work varying numbers of days per week. In 2015, the Park District purchased 13 crew days per week. The proposed 2016 Agreement includes the purchase of three additional crew days per week, increasing the number to 16. The primary need for the additional crew days is to keep up with brush trimming and clearing of sightlines on the increasing miles of regional trails. The Agreement, which includes a maximum annual expenditure in the amount of $296,858, locks in the daily rate per crew, but the Park District determines the actual expenditure pending need and approved funding. The daily rate covers a work crew consisting of a crew leader, an average of six participants, transport vehicle, personal safety equipment, and hand tools. STS crews are utilized for labor-intensive projects ranging from general park clean-up to large-scale tree plantings. STS crews have proven to be cost effective in providing the Park District with unskilled labor resources for large work projects. At the six crew member minimum, the cost per worker is only $9.91 per hour for a 6-hour day. This is a significant hourly cost savings to the Park District for routine manual labor. Additionally, the work is supervised, transportation and
6 tools are provided, Park District assumes no medical liability of program participants and the workers are not employees of the Park District. Agenda Item: Agreement with Canadian Pacific Railway for Improvements to Chalet Road Railroad Crossing Superintendent s Recommendation: MOTION TO RECOMMEND THAT THE BOARD AUTHORIZE THE BOARD CHAIR AND SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH CANADIAN PACIFIC RAILWAY FOR IMPROVEMENTS TO THE RAILROAD CROSSING OF CHALET ROAD AT HYLAND HILLS. The following information was prepared by Eric Nelson, Senior Manager of Engineering. Background: The April 2014 Site Development Agreement (with the City of Bloomington) for the redevelopment of the chalet building at Hyland Hills includes a condition that the Park District must construct a six-foot wide sidewalk through the Canadian Pacific Railway (CP Rail) right-of-way. In order to accommodate construction of the sidewalk, the railroad crossing infrastructure must be reconstructed in order to allow safe pedestrian passage over the tracks (Reference 4B-1). CP Rail requires replacement of the road crossing concurrently with the sidewalk crossing. The 2016 Asset Management Program includes $250,000 for Chalet Road Reconstruction and Railroad Crossing Upgrade: $150,000 for the required contribution towards the reconstruction of Chalet Road per the Site Development Agreement and $100,000 for the railroad crossing (including both sidewalk & roadway) improvements. Railroad Crossing The agreement with CP Rail (Reference 4B-2) defines an estimated maximum cost of $62,322 to the Park District for the crossing reconstruction. The final amount paid to the railroad will be based on field measurement of actual quantities. The reconstruction of the railroad crossing will require full closure of the entrance to Hyland Hills for an estimated duration of one week (Monday through Friday). Hyland operations staff have identified a two-week window in April when the closure will have the least impact to operations. City of Bloomington staff have offered to use their long-standing relationship with the railroad to try to help coordinate the work to occur within the two-week window in April. CP Rail is expected to set their crossing replacement schedule in February 2016.
9 Chalet Road Reconstruction The City of Bloomington plans to reconstruct Chalet Road during the 2016 construction season. Design and public hearings will occur during winter 2015/2016. The Park District will reimburse the City $150,000 per the Site Development Agreement for road reconstruction plus the additional cost of the small portion of Chalet Road that falls within railroad right-of-way.
