OPENING BUSINESS A. Call to Order Board Chair John Gunyou called the meeting to order at the Administrative Center, Board Room, 3000 Xenium Lane North, Plymouth, MN at 5:02 p.m. B. Pledge of Allegiance C. Roll Call 2. APPROVAL OF AGENDA Superintendent Boe Carlson distributed copies of a revised Item 4A(2). First Tee Update and Recognition which included Resolution No for the Board s consideration and/or approval. Commissioner DeJournett requested that Item 5B. be removed from Consent Items. MOTION by Freeman, seconded by Kay, TO AMEND THE AGENDA BY REPLACING ITEM 4A(2) WITH A REVISED VERSION INCLUDING RESOLUTION NO AND REMOVING ITEM 5B. FROM CONSENT ITEMS; AND FURTHER, TO APPROVE THE AGENDA OF THE AUGUST 20, 2015, REGULAR BOARD MEETING AS AMENDED. 3. SPECIAL BUSINESS (None) 4. COMMUNICATIONS A. Superintendent s Report Superintendent Carlson reported on the following item(s): The Golf Channel and WCCO-TV featured The First Tee of Three Rivers Park District golfer Lucia Halstrom. Article published in the St. Paul Pioneer Press entitled, Get on the Trail - Nine great places for hiking in the Twin Cities which included Hyland Lake and Elm Creek Park Reserves. Park District s Monarch Mission Celebration to be featured live on KARE 11 TV. C. Citizens Wishing to Address the Board Cory Watkins and Joanne Moquist, residents of Eden Prairie, MN and homeowners on Bryant Lake, addressed the Board regarding the agreement between the Park District and Twin Cities Youth Rowing Club for the use of Bryant Lake Regional Park for rowing and regatta activities. Mr. Watkins also submitted a letter to Commissioners (on file) regarding this matter. 5. CONSENT ITEMS MOTION by Kay, seconded by Freeman, TO APPROVE CONSENT ITEMS AS FOLLOWS: A. Intercity Regional Trail Motion to Name Nokomis-Minnesota River Regional Trail MOTION TO ADOPT THE NAME NOKOMIS-MINNESOTA RIVER REGIONAL TRAIL FOR THE INTERCITY REGIONAL TRAIL. B. (Removed) C. MnDOT Limited Use Permit Resolution Twin Lakes Regional Trail MOTION TO ADOPT RESOLUTION NO AUTHORIZING THREE RIVERS PARK DISTRICT TO EXECUTE A LIMITED USE PERMIT WITH THE STATE OF MINNESOTA DEPARTMENT OF TRANSPORTATION FOR A PEDESTRIAN/BIKEWAY TRAIL WITHIN THE RIGHT-OF-WAY OF TRUNK HIGHWAY 100.

Approval of Claims for the Period Ended August 13, 2015 MOTION TO APPROVE PAYMENT OF CLAIMS AS RECOMMENDED BY THE SUPERINTENDENT FOR THE PERIOD ENDED AUGUST 13, 2015, IN THE AMOUNT OF $7,368, All ayes, no nays, MOTIONS ADOPTED Item 5B. was considered separately at this time. B. Use of Fund Balance MOTION by DeJournett, seconded by Gibbs, TO APPROVE USING $4.5 MILLION OF THE GENERAL FUND UNDESIGNATED FUND BALANCE TO FUND THE 2016 ASSET MANAGEMENT PROGRAM AND $500,000 OF THE GENERAL FUND UNDESIGNATED FUND BALANCE TO FUND WEBSITE AND POINT OF SALE/RESERVATION SYSTEM UPGRADES TO BE COMPLETED BY THE END OF UNFINISHED BUSINESS A. Approval of Trailway Cooperative Agreement with Edina Public Schools for the Nine Mile Creek Regional Trail MOTION by Freeman, seconded by Gibbs, TO AUTHORIZE THE BOARD CHAIR AND SUPERINTENDENT TO ENTER INTO A REGIONAL TRAIL COOPERATIVE AGREEMENT WITH EDINA PUBLIC SCHOOLS, INDEPENDENT SCHOOL DISTRICT 273 FOR THE NINE MILE CREEK REGIONAL TRAIL IN EDINA. B. Set Special Meeting for Preliminary Levy Chief Financial Officer Howard Koolick gave a brief PowerPoint presentation regarding general property tax information and stood for questions. MOTION by Freeman, seconded by Kay, TO SCHEDULE A SPECIAL BOARD OF COMMISSIONERS MEETING FOR THURSDAY SEPTEMBER 3, 2015 IMMEDIATELY FOLLOWING THE REGULARLY SCHEDULED COMMITTEE MEETINGS IN ORDER TO APPROVE THE 2016 PRELIMINARY TAX LEVY.

Award of Contract for Construction of the Irrigation System Renovation Project at Cleary Lake Regional Park Golf Course MOTION by Gibbs, seconded by Freeman, TO AWARD THE CONTRACT FOR THE CONSTRUCTION OF THE IRRIGATION SYSTEM RENOVATION PROJECT AT CLEARY LAKE REGIONAL PARK GOLF COURSE TO MIDWEST IRRIGATION OF ILLINOIS, LLC OF EAST DUBUQUE, ILLINOIS IN THE TOTAL BASE BID AMOUNT OF $379, AND ACCEPT THE FOLLOWING BID ALTERNATES: ADD ALTERNATE #1 FOR $17,640 TO PROVIDE ADDITIONAL SPRINKLER HEADS FOR HOLES #6, #7, #8 AND #9 FAIRWAYS, ADD ALTERNATE #2 FOR $4,900 TO PROVIDE ADDITIONAL WIRING FOR FUTURE EXPANSION AT GREENS, ADD ALTERNATE #3 FOR $4,200 FOR THE REMOVAL OF THE EXISTING IRRIGATION SYSTEM, FOR A TOTAL CONTRACT AMOUNT OF $406,540 AND TO INCLUDE A TEN PERCENT CONSTRUCTION CONTINGENCY IN THE AMOUNT OF $40,654 FOR A TOTAL CONSTRUCTION BUDGET OF $447,194 WITH FINANCING FROM SCOTT COUNTY, THE 2010, 2011 AND 2012 BOND FUND S ALLOCATION FOR PROJECTS IN SCOTT AND CARVER COUNTIES, AND THE SCOTT-THREE RIVERS CAPITAL PROJECT FUND. 8. Superintendent s Job Performance Evaluation MOTION by Antolak, seconded by Steele, TO RECESS THE AUGUST 20, 2015, REGULAR BOARD MEETING AND CONVENE INTO A CLOSED MEETING TO EVALUATE THE SUPERINTENDENT S ANNUAL JOB PERFORMANCE. The Board convened into a Closed Meeting at 5:46 p.m. There were no staff or other members of the audience present. The Regular Board Meeting was reconvened at 6:09 p.m. by Chair Gunyou. Superintendent Boe Carlson and General Counsel Jeff Brauchle were in attendance with Board Members. Board Chair Gunyou summarized the Closed Meeting which included the Commissioners review of the Superintendent s Job Performance Evaluation over the past year, which all Board Members agreed was exemplary. Accordingly, the following motion was proposed:
