5 PARK AND TRAIL OPERATIONS COMMITTEE REQUEST FOR ACTION Meeting Date: 08/06/15 Business Item: Item Number: 4A Division: Planning, Design & Technology Originating Source: Jonathan Vlaming, Assoc. Supt. Agenda Item: Cedar Lake LRT Regional Trail Hwy 100 Bridge NO ACTION REQUIRED; THIS ITEM IS FOR INFORMATION AND DISCUSSION. The following information was prepared by Danny McCullough, Regional Trail Manager. Background: In fall of 2014, Minnesota Department of Transportation (MnDOT) began major reconstruction on Hwy 100 in the area of Minnetonka Blvd, Hwy 7, and the Cedar Lake LRT Regional Trail in St. Louis Park. Part of this reconstruction project includes the replacement of a Canadian Pacific Railroad freight bridge, The Cedar Lake LRT Regional Trail bridge, and foundation work for the future Southwest LRT Bridge over Hwy 100. The existing trail bridge over Hwy 100 is owned by Hennepin County Railroad Authority (HCRRA). In May of 2014, HCRRA and MNDOT entered into a cooperative construction agreement that, in part, requires MnDOT to provide a temporary trail bridge throughout the Hwy 100 construction project. In early July of 2015, HCRRA and the Park District were contacted by MnDOT and informed that maintaining a temporary Regional Trail bridge over Hwy 100 was no longer feasible. According to MnDOT, changes were made to the design of the Southwest LRT Bridge, and there was also a re-alignment of the freight rail bridge. These changes negatively impact their ability to maintain a temporary Regional Trail Bridge without having significant impacts on Hwy 100 traffic and adding major cost to the project. The construction team stated they would need to close the Cedar Lake LRT Regional Trail from Wooddale Avenue to Beltline Blvd. October 1 st, 2015 through May 1 st, They suggested re-routing trail traffic south of that location onto 36 th street. In late July, Three Rivers staff met with St. Louis Park engineering staff to explore possible re-route options. It was discovered that the 36 th street reroute option was not feasible due to high volume of road traffic and inadequate shoulders. However, a feasible and safe reroute was found just north of the proposed trail bridge closure (Reference 4A-1). HCRRA has requested a written summary from the contractor of the impacts to MnDOT and the project should the bridge remain open as outlined in the agreement. HCRRA can decide to waive or enforce the temporary trail crossing requirement of the agreement.

6 If HCRRA determines that there are significant impacts now associated with keeping the temporary trail crossing open throughout construction, Three Rivers staff recommends that HCRRA amends its agreement with MnDOT to allow for the temporary trail crossing to be closed from 10/1/15 through 5/1/16, with the following amended requirements: 1. MnDOT will work with Three Rivers and the City of St Louis Park to finalize the detour route. 2. MnDOT will take full responsibility for all construction associated with that detour. 3. MnDOT will take full responsibility of the detour signage plan, installation and maintenance of those signs. 4. Review and approval of the trail detour, related construction plans, and signage plan is required from Three Rivers and the City of St. Louis Park engineering staff.
