SUMMARY The Dakota County Regional Railroad Authority (Authority) promotes alternative ways to meet current and future transportation needs through investment in regional transitways. Phase 1 of the METRO Orange Line, a 16-mile bus rapid transit (BRT) corridor from downtown Minneapolis to Burnsville, is planned for operation in A 4.5- mile extension of the METRO Orange Line to the Kenrick Avenue Park and Ride is regionally recognized by the Metropolitan Council (Attachment A). The Authority is undertaking the Study to evaluate alternatives for operations, station locations, station facilities and runningway improvements. Staff will provide an overview of the following Study elements. Public Engagement: Several outreach events were held within the study area over the past three months (Attachment B) to promote the Study and gain input from residents on needs and options for station locations. Project staff was present at the Burnsville Fire Muster, the Burnsville Transit Station, the Burnsville Center Mall and Cub Foods on Kenwood Trail in Lakeville and on board local bus routes within the study area. Two open house meetings were held on October 12, 2017 from 4:00 p.m. to 6:00 p.m. at the Kenrick Park and Ride in Lakeville and on October 17, 2017 from 4:30 p.m. to 6:30 p.m. at the Burnhaven Library in Burnsville. In addition to the general public outreach, staff has also arranged meetings with stakeholders to discuss specific needs and opportunities that can be considered in the Study's evaluation process. These meetings were ongoing throughout October and November and included social service organizations, chambers of commerce, employers and transportation providers. Extension to County State Aid Highway (CSAH) 70: Staff and the project consultant evaluated the potential daily ridership for areas to the south of the Kenrick Avenue Park and Ride and whether additional stations near CSAH 50, CSAH 60 and CSAH 70 could support BRT service. This analysis built upon prior travel behavior modeling and daily ridership estimation for the Orange Line completed in 2015 and applied the travel behaviors observed at the initial Orange Line and Orange Line Extension stations to the CSAH 50, 60 and 70 station areas. The analysis suggests that expected daily ridership near CSAH 60 and 70 does not justify the frequency and level of service entailed by BRT in the near term, but a station near CSAH 50 may be feasible (Attachment C). Staff will present a detailed review of this process and its results. Evaluation Process: The Technical Advisory Committee (TAC) will focus on evaluating a limited number of potential station locations and related routings near the Burnsville Center Mall. The evaluation will consider accessibility, safety, travel times and land use opportunities. The Study will further address the need and feasibility of a station near I-35 and CSAH 50, considering effects on operations, cost, potential locations and identified needs for service within the area. The TAC will evaluate alternatives in these areas over the next two months and form recommendations for the Authority and the Metropolitan Council. RECOMMENDATION None. 11 METRO Orange Line Extension Study Summary of Ridership Estimation for CSAH 50, 60 and 70 Areas Method and Results Estimation of daily ridership for potential stations near CSAH 50, 60 and 70 was derived from earlier travel modeling work on the Orange Line and Orange Line Extension in The estimation method generally applied travel behaviors observed for the first phases of the Orange Line, and applied them to the potential station areas south of the Kenrick Park and Ride. This process produced the following ridership estimate ranges for 2025: CSAH 50 (pedestrian access only): boardings CSAH 60 (auto and pedestrian access): boardings CSAH 70 (auto and pedestrian access): boardings Additional Considerations The estimated daily ridership for stations near CSAH 50 and 60 slightly exceed the regional minimum threshold of 100 boardings per day for transitway stations. From the standpoint of efficiency, the additional operating time to service both CSAH 60 and 70 stations produces passenger per in-service hour (PPISH) measures below 20, the regional recommended minimum for opening day service. Through the evaluation of current travel behavior and public input, current transit use in this area is focused predominantly on trips to downtown Minneapolis. For those traveling to downtown Minneapolis, the preference will be to use available express service that will provide a significantly faster trips as it does not make any intermediate stops. Travel times for the Orange Line Extension are not yet developed, but Orange Line travel times between Kenrick Park and Ride and downtown Minneapolis are expected to be at least 30 minutes, or about 75 percent, longer than that of existing express service. The difference in travel times may compel riders in the area to still use the Kenrick Park and Ride in lieu of stations further south. The Orange Line Extension will represent an opportunity to extend the usability of transit by providing service outside of peak travel times when express service is in operation. As a standalone service at the CSAH 60 and 70 stations, it may not achieve the above estimates. A potential station near the CSAH 50 exit will be able to provide better access to businesses and employment as well as some additional residences. Service to a station in this area may only require a marginal increase in operating expenses over the alternative of ending the service at the Kenrick Park and Ride. The Technical Advisory Committee is in favor of giving further consideration of a station at this location. Ridership projections to 2040 did not project significantly higher increases in ridership due to limited prospects in changes to land use in the areas examined.
