Pledge Of Allegiance With Dakota County Sheriff's Honor Guard The meeting was called to order at 9:00 a.m. by Chair Mike Slavik who welcomed everyone and opened the meeting with the Pledge of Allegiance. The Dakota County Sheriff's Honor Guard presented the colors for the Pledge of Allegiance. Honor Guard members were: Detective Sean Qualy and Correctional Corporal Tim Parker. Election Of 2018 Officers Prior to the Election of 2018 Officers Chair Slavik highlighted 2017 accomplishments and thanked dedicated colleagues and committed staff of Dakota County. Chair Slavik began the election of County Board Officers for 2018 by calling for nominations for the office of County Board Chair. Commissioner Atkins placed the name of Commissioner Kathleen A. Gaylord in nomination. The Chair called for additional nominations. No additional nominations were placed in nomination Election Of 2018 Chair Motion: Thomas A. Egan Second: Liz Workman BE IT RESOLVED, That the Dakota County Board of Commissioners hereby closes nominations and casts a unanimous ballot to elect Commissioner Kathleen A. Gaylord as County Board Chair for Commissioner Kathleen A. Gaylord assumed the duties of Chair. Commissioner Slavik was presented with a memento in recognition and appreciation of his leadership in Chair Gaylord thanked her colleagues for electing her as Chair and highlighted goals for At this time Chair Gaylord called for nominations for the office of County Board Vice-Chair. Commissioner Gerlach placed the name of Commissioner Liz Workman in nomination. The Chair called for additional nominations. Presentation Presentation Of Comprehensive Annual Financial Report Award From Government Finance Officers Association The Government Finance Officers Association granted the Financial Services office the Annual Certificate of Achievement for Excellence in Financial Reporting. Deputy County Manager Jean Erickson gave a brief overview and Deputy Director of Financial Services Kathy Trombly-Ferrin and staff were present to accept the award. Public Hearing Public Hearing To Receive Comments On And Adopt Proposed Amendments To Ordinance 50 - Shoreland And Floodplain Management The time being 9:15 a.m., and pursuant to public notice, a public hearing was conducted for the purpose of receiving comments on the proposed amendments to Ordinance 50 Shoreland and Floodplain Management and to adopt the proposed amendments. Environmental Resources Supervisor Brad Becker presented this item. Interested parties desiring to be heard were afforded the opportunity to address the County Board. No one came forward Closing of Public Hearing Motion: Mary Liz Holberg Second: Mike Slavik BE IT RESOLVED, That the public hearing is closed Adoption Of Proposed Amendments To Ordinance 50 - Shoreland And Floodplain Management Motion: Liz Workman Second: Thomas A. Egan WHEREAS, Dakota County Ordinance 50, Shoreland and Floodplain Management (Ordinance 50) regulates the use and orderly development of designated shoreland and floodplain zones within the unincorporated areas of Dakota County; and

3 WHEREAS, the purpose of the ordinance is to promote public health, safety, and welfare; protect, preserve, and enhance natural resources; and reduce the private and public economic loss caused by flooding; and WHEREAS, the State s Riparian Protection (Buffer) Law was signed into law in April 2016; and WHEREAS, the law requires 50-foot buffers on all Public Watercourses and 16.5-foot buffers on all Public Ditches within the State of Minnesota; and WHEREAS, the buffer must contain permanent, perennial vegetation, and annual cultivation is not permitted; and WHEREAS, on June 20, 2017 (Resolution No ), the County Board elected to accept authority to enforce the State Buffer Law within Dakota County; and WHEREAS, because the law primarily impacts agricultural lands, most of the parcels in Dakota County affected by the law also fall under the County s existing Ordinance 50; and WHEREAS, while Ordinance 50 already requires buffers meeting or exceeding State Buffer Law requirements, there are 44 agricultural parcels containing Public Watercourses within the Cities of Farmington, Lakeville, Vermillion and Hastings that fall outside of Ordinance 50 s jurisdiction; and WHEREAS, the proposed Ordinance 50 amendments provide official controls for enforcing the Buffer Law Countywide; and WHEREAS, staff is also proposing minor additional amendments to clarify and improve existing ordinance language; and WHEREAS, the proposed amendments have been reviewed by Minnesota Board of Water and Soil Resources and Minnesota Department of Natural Resources staff for compliance with State requirements WHEREAS, copies of the proposed amendments were made available for review on the County website; and WHEREAS, notice of the public hearing was published in the newspaper of record for Dakota County; and WHEREAS, the Dakota County Board of Commissioners held a public hearing at 9:00 a.m. on, in the Boardroom, Dakota County Administration Center, 1590 Highway 55, Hastings, Minnesota, for the purpose of receiving comments on the proposed amendments to Ordinance No. 50. NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby adopts the amendments to Dakota County Ordinance No. 50, Shoreland and Floodplain Management, as presented on. 4 Renewal Of Annual Labor Consulting Contract With Madden Galanter Hansen, LLP For 2018 NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Employee Relations Director to execute a contract with Madden Galanter Hansen, LLP for labor consulting services for the period of January 1, 2018 through December 31, 2018, with a monthly rate of $5,940 plus mileage and incidental expenses and payment for grievance and interest arbitration preparation, Employee Relations training, special projects as approved by the County, and services requested by the County Attorney in litigation matters shall be paid at $ per hour, subject to approval by the County attorney s Office as to form Authorization To Execute Contract With Deloitte Consulting LLP For Benefits Consulting Services In 2018 And 2019 WHEREAS, Deloitte Consulting LLP has been the County s benefits consultant for over 20 years; and WHEREAS, the complexities of evaluating self-funded medical experience requires the services of an experienced benefits consultant; and WHEREAS, the changing employer requirements under Affordable Care Act will require the consultation services of an experienced benefits consultant; and WHEREAS, preparation of the GASB Actuarial Valuation Data requires specific expertise provided by Deloitte. NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Employee Relations Director to execute a contract with Deloitte Consulting LLP to provide benefits consulting services in 2018 and 2019 at a total cost not to exceed $200,000, substantially as presented on December 12, 2017, and subject to approval by the County Attorney s Office as to form Ratification Of Third Amendment To MP Nexlevel, LLC Contract And Amend Adopted 2017 Information Technology Data Networks Capital Improvement Program Budget WHEREAS, on September 8, 2015, the Dakota County Board approved a contract with MP Nexlevel, LLC for $294,943.53, with an additional 10 percent contingency, to construct a new segment of the Dakota County Institutional Network (I-Net) for the Robert Street Fiber Optic Cable project (Resolution No ); and WHEREAS, the Information Technology (IT) Department executed a first amendment to the contract by change order on April 3, 2017 in the amount of $25, to add a redundant connection to the Northern Service Center to the scope of work; and WHEREAS, the IT Department executed a second amendment to the contract by change order on April 3, 2017, decreasing the contract amount by $ reflecting the reduction in the size of conduit installed in the right of way; and WHEREAS, additional equipment was required to complete the project and the IT Department executed a third amendment to the contract by change order on November 20, 2017 in the amount of $18, This amount exceeded the contingency authority approved by the County Board; and WHEREAS, the amount of $44,048.84, which is the increase in total contract costs from the three change orders, is available within the adopted 2017 IT Data Networks Capital Improvement Program budget. NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby ratifies the Information Technology (IT) Department execution of the third amendment to the contract with MP Nexlevel, LLC, and authorizes the total increase in the contract of $44, for a total contract amount not to exceed

5 $338,992.37, subject to approval by the County Attorney s Office as to form; and BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager to amend the adopted 2017 IT Data Networks Capital Improvement Budget (CIP) budget as follows: Expense 2017 IT Data Networks CIP DN00008 $44, IT Data Networks CIP DN00030 ($44,048.84) Total $ Authorization To Amend Adopted 2017 Information Technology Data Networks Capital Improvement Program Budget WHEREAS, on October 20, 2015, the Dakota County Board approved a joint powers agreement with the City of West St. Paul for reconstruction of Robert Street and installation of a separate fiber optic conduit along Robert Street (Resolution No ); and WHEREAS, $230,225 in funds for construction were carried over from the adopted 2015 Information Technology (IT) Data Networks Capital Improvement Program (CIP) budget to the adopted 2016 IT Data Networks CIP budget and carried over a second time into the adopted 2017 IT Data Networks CIP budget; and WHEREAS, final cost for the conduit installation was $223, NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager to amend the adopted 2017 Information Technology (IT) Data Networks Capital Improvement Program (CIP) budget as follows: Expense 2017 IT Data Networks CIP DN00008 $223, IT Data Networks CIP DN00012 ($129,228.80) 2017 IT Data Networks CIP DN00030 ($94,610.16) Total $ Authorization To Amend Contract With TD&I Cable Maintenance, Inc. And Amend Adopted 2017 Information Technology Data Networks Capital Improvement Program Budget WHEREAS, in July 2017, Dakota County executed a contract with TD&I Cable Maintenance, Inc. to construct a new segment of the Dakota County Institutional Network (I-Net) backbone and place additional empty conduit for future installations of fiber (Resolution No ); and WHEREAS, an assumption was made during project design that the entire selected segment was within the County s right of way; and WHEREAS, the vendor discovered that a portion of the segment was not within the County s right of way during construction; and WHEREAS, a change order in the amount of $63, for additional construction costs related to modifying the route to stay within the right of way was issued; and WHEREAS, funds in the amount of $63, are available within the adopted 2017 Information Technology Data Networks Capital Improvement Program budget. NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Information Technology (IT) Director to amend the contract with TD&I Cable Maintenance Inc. and increase the

6 original contract amount of $509, by $63,703.70, for a total contract amount not to exceed $572,719.70, subject to approval by the County Attorney s Office as to form; and BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the amendment of the adopted 2017 IT Data Networks Capital Improvement Program (CIP) as follows: Expense 2017 IT Data Networks CIP DN00024 ($63,703.70) 2017 IT Data Networks CIP DN00049 $63, Total $0 County Board/County Administration Official County Newspaper And Public Notices This item was on the agenda for informational purposes only Designation Of Local Officials For Campaign Finance And Public Disclosure Board Reporting Requirement WHEREAS, Minn. Rules , subpts. 1 and 2, require a metropolitan governmental unit (MGU) to determine which positions within the MGU meet the definition of local official as defined in Minn. Stat. 10A.01, subd. 22; and WHEREAS, the MGU must provide a list to the Campaign Finance and Public Disclosure Board of the full-time and part-time positions meeting this definition annually. NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby designates the following Dakota County positions as local officials in 2018, as defined in Minn. 7 Operations Management Director Parks Director Physical Development Director Property Taxation and Records Director Public Health Director Public Services and Revenue Deputy Director Public Services and Revenue Director Service and License Centers Director Social Services Director Transportation Director/County Engineer Veterans Services Director Recognition Of Employee Relations Director Nancy Hohbach WHEREAS, Nancy Hohbach has dedicated 27 years to Dakota County, including the past five years of her career as Employee Relations Director; and WHEREAS, during her time with the County, her forward thinking and commitment to excellence helped to establish a culture of stable, respectful, and productive labor relations; and WHEREAS, Nancy was responsible for negotiating collective bargaining agreements for up to 18 units which accounted for up 70 percent of the County s workforce at any one time during her tenure, always ensuring fairness and consistency; and WHEREAS, during her tenure as Director, Nancy was instrumental in navigating Employee Relations and the County through several major changes, including the move to a self-funded medical plan which delivered great value to the citizens and employees of Dakota County, a new incentive-based employee wellness program to promote health and well-being among County staff, and the implementation of a new compensation system which re-established Dakota County s competitive position within the local government market; and WHEREAS, Nancy is a kind, skilled and supportive leader who has had an immeasurable impact on the people around her; and WHEREAS, Nancy s commitment to excellence has inspired others and has earned deep respect from her coworkers, County employees and the many professionals her work touched over the past 27 years; and WHEREAS, Nancy s contributions will benefit the employees of Dakota County long beyond her tenure. NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners formally acknowledges and pays tribute to Nancy Hohbach for her exemplary leadership, kindness and dedicated service to Dakota County Authorization To Execute Labor Agreement With AFSCME Council 5 Local 693 Library Unit BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the appropriate County officials to execute the Labor Agreement with AFSCME Council 5 Local 693 for the period January 1, 2018 December 31, 2020, in accordance with the terms and conditions of the Agreement and those contract modifications submitted to the Dakota County Board of Commissioners dated, and subject to approval by the County Attorney s Office as to form Authorization To Execute Labor Agreement With Minnesota Nurses Association BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the appropriate County officials to execute the Labor Agreement with the Minnesota Nurses Association for the period January 1, 2018

Operations, Management And Budget Report On Invoices Paid In November 2017 This item was on the agenda for informational purposes only. Physical Development Authorization To Execute Agreement No With Minnesota Department Of Transportation For Trunk Highway 19 Detour

9 WHEREAS, to provide a safe and efficient transportation system, Dakota County is partnering with the Minnesota Department of Transportation (MnDOT) on State Project (SP) No ; and WHEREAS, construction work will begin in 2018 on Trunk Highway (TH) 19 in Goodhue County, rehabilitating a bridge over Prairie Creek; and WHEREAS, detours will divert TH 19 traffic onto CSAH 86 (280th Street) for the six week duration of the project; and WHEREAS, Minn. Stat authorizes the Commissioner of Transportation to designate any public street or highway as a temporary TH detour when it is determined that such detour is necessary for the construction or maintenance of any TH; and WHEREAS, MnDOT Agreement No allows the State to reimburse the County approximately $1,700 for the road life consumed by the detour based on the income determined by the Gas Tax Method in accordance with the Detour Management Study Final Report; and WHEREAS, executing this agreement is necessary for the State to reimburse the County for road consumption from the detour and the project to continue; and WHEREAS, the $1,700 will be deposited in the Transportation Capital Improvement Program fund; and WHEREAS, staff recommends entering into Agreement No with MnDOT to accept reimbursement for State Project (SP) TH 19 detour on County State Aid Highway (CSAH) 86. NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Physical Development Director to execute Agreement No with the Commissioner of Transportation of the State of Minnesota for the County to receive the State s reimbursement of $1,700 for the road life consumed by the Trunk Highway 19 detour through State Project , subject to approval by the County Attorney s Office as to form Award Of Bid And Authorization To Execute Contract With Brennan Construction Of Minnesota, Inc. For Galaxie Library Renovation WHEREAS, the approved Building Capital Improvement Program (CIP) budget authorized the renovation of the Galaxie Library with a total project budget of $5,400,000; and WHEREAS, the design team, led by Bentz Thompson Rietow (BTR), met with staff to develop the design for the 2017 Galaxie Library Renovation; and WHEREAS, bid documents and specifications were prepared by staff and advertised on November 9, 2017; and WHEREAS, fourteen competitive bids were received on December 7, 2017; and WHEREAS, Brennan Construction of Minnesota, Inc. has submitted a bid of $2,945,000; and WHEREAS, staff and BTR reviewed the qualifications of the bidder and recommend award to Brennan Construction of Minnesota, Inc. as the lowest responsive and responsible bidder, in an amount not to exceed $2,945,000, for the Galaxie Library Renovation; and WHEREAS, funding for the project is within the approved Building CIP budget.

10 NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Operations Management Director to execute a contract with Brennan Construction of Minnesota, Inc., 5275 Edina Industrial Blvd, Suite 201, Edina, MN 55439, in an amount not to exceed $2,945,000, for the Galaxie Library Renovation, substantially as presented and attached, subject to approval by the County Attorney s office as to form; and BE IT FURTHER RESOLVED, That the Operations Management Director is authorized to amend the contract and increase the amount by up to 10 percent if necessary for unanticipated costs Award Of Bid And Authorization To Execute Contract With Bibliotheca, LLC For Automated Materials Handling Equipment At Galaxie Library WHEREAS, the Galaxie Library Renovation is an approved project in the Building Capital Improvement Program (CIP) budget; and WHEREAS, the amount of $5,400,000 is included in the Building CIP budget for the Galaxie Library Renovation which includes providing a new automated materials handling system in the Galaxie Library; and WHEREAS, bid documents and specifications were prepared by staff and advertised for competitive sealed bids on November 2, 2017; and WHEREAS, three bids were received and two of those bids were confirmed as complete on November 16, 2017; and WHEREAS, staff recommends award to Bibliotheca, LLC as the lowest responsive responsible bidder, in an amount not to exceed $198,452.45, for automated materials handling and a three-year service contract at the Galaxie Library; and WHEREAS, funding for the project is within the approved Building CIP budget. NOW, THEREFORE BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Operations Management Director to execute a contract with Bibliotheca, LLC, 403 Hayward Avenue North, Oakdale, MN 55128, for an automated materials handling system and three-year service contract for the Galaxie Library in an amount not to exceed $198,452.45, subject to approval by the County Attorney s Office as to form; and BE IT FURTHER RESOLVED, That the Operations Management Director is authorized to amend the contract and increase the amount by up to 10 percent if necessary for unanticipated costs Authorization To Execute Contract With Derau Construction, LLC For Service Counter Improvements At Western Service Center And Entry Improvements At Juvenile Service Center WHEREAS, service counter improvements at the Western Service Center (WSC) and entry improvements at the Juvenile Service Center (JSC) are approved projects in the Building Capital Improvement Program (CIP); and WHEREAS, the two projects were designed and bid together to reduce cost and increase efficiency; and WHEREAS, bid documents and specifications were prepared by Wold Architects and Engineers; and WHEREAS, the County advertised for competitive sealed bids on November 9, 2017; and WHEREAS, six bids from qualified contractors were received on November 28, 2017, one being incomplete; and

11 WHEREAS, staff and Wold Architects and Engineers, have reviewed the bids and qualifications of the low bidder; and WHEREAS, staff recommend that the County Board award a contract to Derau Construction, LLC for the service counter improvements at the WSC and entry improvements at the JSC in an amount not to exceed $179, NOW, THEREFORE BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Operations Management Director to execute a contract with Derau Construction, LLC for service counter improvements at the Western Service Center and entry improvements at the Juvenile Service Center in an amount not to exceed $179,400.00, subject to approval by the County Attorney s Office as to form; and BE IT FURTHER RESOLVED, That the Operations Management Director is authorized to amend the contract and increase the amount by up to 10 percent if necessary for unanticipated costs Authorization To Execute Contract With HGA Architects And Engineers, LLC For Design Services Required For Heritage Library And License Center Renovation Project WHEREAS, the Heritage Library and License Center Renovation is an approved project in the Building Capital Improvement Program budget; and WHEREAS, the County Board directed staff to develop Option 3 from the Heritage Library and License Center needs assessment which was approved on October 31, 2017 (Resolution No ); and WHEREAS, staff received three architectural proposals, and staff interviewed three design teams for this project; and WHEREAS, staff recommends HGA Architects and Engineers, LLC as the firm to provide design services required for the renovation project; and WHEREAS, HGA Architects and Engineers, LLC has submitted a total fee proposal of $407,000 for design services. NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Operations Management Director to execute a contract with HGA Architects and Engineers, LLC for the Heritage Library and License Center Renovation project for a combined fixed fee of $395,000 and a reimbursable cap of $12,000, subject to approval by the County Attorney s Office as to form; and BE IT FURTHER RESOLVED, That the Operations Management Director is authorized to amend the contract and increase the amount by up to 10 percent if necessary for unanticipated costs Authorization To Execute Change Order With Premier Electrical Corporation For Generator Relocation From Western Service Center To Empire Transportation Facility WHEREAS, the relocation of an unused 300 kilowatt generator from the Western Service Center (WSC) to the Empire Transportation Facility is included in the approved Building Capital Improvement Program (CIP) budget; and WHEREAS, the WSC generator to be relocated failed during a routine load test procedure; and WHEREAS, two change order options were requested from Premier Electric Corporation by Dakota County; and WHEREAS, staff received two quotes for comparable new generators in Option B with the second quote being 45 percent higher than the first; and

12 WHEREAS, staff and Emanuelson-Podas, Inc. have reviewed the change order options and recommend Premier Electrical change order B as the best value, in an amount not to exceed $87,171 for the generator relocation from the WSC to the Empire Transportation Facility; and WHEREAS, based on the warranty period differences and the fact that the generator in Option B is new instead of 27 years old, staff believes that the additional investment is in the best interest of the County; and WHEREAS, funding for this project is $373,850 in the approved Building CIP budget; and WHEREAS, staff recommends that project savings be used from recently completed projects in the amount of $72,657; and WHEREAS, these two projects are the Judicial Center Generator (B10026) and the Judicial Center Cooling Coils (B10041) and will shift $34,587 and $37,980 respectively; and WHEREAS, staff has filed an insurance claim for the generator failure in the amount of $59,865, and any insurance reimbursement funds will be credited to the generator relocation project upon settlement. NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Operations Management Director to execute a change order for the 300 kilowatt generator relocation from the Western Service Center to the Empire Transportation Facility project to Premier Electrical Corporation, th Avenue North, Brooklyn Park, MN , in an amount not to exceed $87,171, subject to approval by the County Attorney s Office as to form Authorization To Execute License Agreement Between Dakota County And DCA Title For Workstation Space Located At Dakota County Administration Center WHEREAS, the Dakota County Board of Commissioners must approve all leases and license agreements; and WHEREAS, DCA Title desires to execute a license agreement for use of a four foot by two foot workstation within the Property Records Office in the Administration Center; and WHEREAS, staff from Facilities Management, the County Attorney s Office, and DCA Title have agreed to license terms for the workstation space use through December 31, 2019; and WHEREAS, the license rates cover costs associated with use of the workstation space. NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Operations Management Director to execute a license agreement with DCA Title for use of a four foot by two foot workstation, substantially as presented, for the period through December 31, 2019, at the rates listed below, subject to approval of the County Attorney s Office as to form: January 1, 2018 through December 31, 2019 $2,262.02* *payable with annual payment of $1, due on January 1 of each year Scheduling Of Public Hearing To Receive Comments On Proposed Amendments To Ordinance 113 Subsurface Sewage Treatment Systems WHEREAS, the original public hearing for these proposed amendments was held on May 2, 2017, but was not properly published in the official County newspaper; and

13 WHEREAS, a new public hearing is proposed so notice can be properly published; and WHEREAS, Dakota County Ordinance 113, Subsurface Sewage Treatment Systems (Ordinance 113), requires any non-compliant subsurface sewage treatment system (septic system) determined to be an imminent threat to public health to be repaired or replaced within 30 days of discovery; and WHEREAS, any non-compliant septic system that is not an imminent threat to public health must be repaired or replaced within 10 months of notice; and WHEREAS, the cost of replacing a failed or failing septic system can range from $8,000 to $50,000, depending on the size and type of system; and WHEREAS, these costs can pose a significant financial burden for some property owners; and banks offer loan programs, but qualifications and terms can be difficult to meet for some property owners; and WHEREAS, twenty Minnesota counties have established tax assessment programs for repair and replacement of non-compliant septic systems within their counties; and WHEREAS, Dakota County is currently the only metro county without such a program; and WHEREAS, to facilitate the repair and replacement of non-compliant septic systems, staff is proposing establishment of the Dakota County Septic System Tax Assessment Program; and WHEREAS, Minn. Stat authorizes counties, cities, townships, or any other governmental subdivision of the State to establish tax assessment programs; and WHEREAS, the statute also requires governing bodies to provide for operation and administration of the program through an approved ordinance; and WHEREAS, the proposed amendments to Ordinance 113 would meet the statutory requirements for establishment of the Program. NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners schedules a public hearing at 9:00 a.m. on January 23, 2018 in the Boardroom of the Dakota County Administration Center, 1590 Highway 55, Hastings, Minnesota for the purpose of receiving comments on the proposed amendments to Dakota County Ordinance 113, Subsurface Sewage Treatment Systems; and BE IT FURTHER RESOLVED, That the Dakota County Treasurer/Auditor is hereby directed to publish in the official County newspaper notice of the public hearing and the County Board s intent to enact such amendments. Public Safety Authorization To Execute Joint Powers Agreement For Dakota County Electronic Crimes Task Force WHEREAS, based on the growing need to recover vital evidence from electronic devices, the concept of a Countywide Electronic Crimes Task Force was introduced by the Sheriff s Office in 2014; and WHEREAS, a three-year pilot project for the Dakota County Electronic Crimes Task Force was approved by the Dakota County Board of Commissioners under Resolution No ; and WHEREAS, after realizing enormous success during the three-year pilot project the Sheriff and other member agencies wish to enter into a new joint powers agreement to continue the operation of the Dakota County Electronic Crimes Task Force for the period January 1, 2018, through December 31, 2022; and

14 WHEREAS, the Task Force will continue to be funded by prescribed monetary contributions or the contribution of personnel from member agencies under the terms and provisions of the joint powers agreement.
