Medication Education Service contract between McLeod County Public Health and the Southwestern Minnesota Adult Mental Health Consortium at third party reimbursement rates from January 1, 2010 through December 31, 210. Tobacco License for Biscay Municipal Liquor Store in Biscay, MN effective Tobacco License for The Dodge House in Lester Prairie, MN effective January 1, 2010 through December 31, Tobacco License for SL Express-Marathon in Silver Lake, MN effective 3.2 Beer License for Major Avenue Hunt Club in Sumter Township effective Condition Use Permit for Keli Reiner Conditional Use Permit for Kelli Reiner for a retreat center to do scrapbooking, quilting and miscellaneous crafts on property located in Section 20 of Hassan Valley Township. The Hassan Valley Township Board did not make a recommendation due to the absence of one Board member and the fact that Mr. Reiner, Kelli Reiner s husband, is the Town Board Chairperson and elected not to vote so there were not enough voting members present. The Planning Commissioner recommended approval at their meeting November 25, 2009, with the following condition: 1. The Planning Commission shall review the site in one year. Conditional Use Permit for Jake Busse Conditional Use Permit for Jake Busse of Minnesota Renewable Energies of Glencoe, MN on behalf of Ann Zivkovich for an 80 kilowatt, 80 foot tall electrical wind turbine located in Section 31 of Acoma Township. Acoma Township Board recommended approval at their meeting November 12, The Planning Commission recommended approval at their meeting November 25, 2009 with the following conditions: 1. The wind generator shall be a minimum of 100 feet from the river. 2. 3 8 9:15 ROAD AND BRIDGE County Engineer John Brunkhorst Consider purchase of a Trimble GNSS RTK Survey instrument from Frontier Precision of Bloomington, MN for $15,783 including trade in plus applicable tax (State Contract pricing). * Consider final acceptance and payment of $4, to Chard Tiling and Excavating, Inc. of Belle Plain, MN for SP , Lester Prairie Safe Routes to School project. * 9 9:25 SOLID WASTE MANAGEMENT Solid Waste Director Ed Homan and Solid Waste Coordinator Sarah Young Consider reimbursement of $2, to the City of Glencoe to build a new shed at the City s yard waste site in The Solid Waste Advisory Committee recommended placing the reimbursement on the 2009 Special Funding budget. This is in the budget. * Consider proceeding with approximately 250 feet of tiling and ditch work within the railroad right-of-way with the assistance of the Highway Department for a $30 permit fee. This item was not in the budget. * Consider a three percent 2010 wage increase for West Central Industries, of Willmar, MN, who provide the contracted labor force for the Material Recovery Facility sort line. This was not in the budget. * Consider a warranty contract between Honeywell, Inc. and McLeod County for the surveillance cameras and access control approved for purchase and installation by the County Board February 17, * Consider a warranty contract between Honeywell, Inc. and McLeod County for the Web Thermostat program approved for purchase and installation by the County Board August 4, * 10 9:40 HONEYWELL BUILDING SOLUTIONS John Grad, Business Development Consider Honeywell Building Solutions three year maintenance agreement for equipment listed in the November 30, 2009 proposal for $47,963. * 11 10:00 PLANNING AND ZONING Zoning Administrator Larry Gasow Conditional Use Permit for Nicholas and Anna Molnau * Consider a Conditional Use Permit, after the fact, for a 24 foot by 24 foot addition onto an existing accessory structure greater than 2,000 square feet on a parcel less than 10 acres located in Section 27 of Bergen Township. 4 Commission recommended approval with a four to one vote with the following conditions: 1. A septic system permit must be received by August 1, The applicant shall address the gutter drainage in addition to a holding tank or septic system by August 1, No exterior storage of trucks and equipment shall be allowed. 4. The County Environmentalist shall be notified by the applicant prior to putting any trucks into the shed. 5. A pumping agreement with a licensed pumper must be received prior to storage of a truck inside the shed and/or by the December 22, 2009, County Board meeting. 6. The applicant shall provide a list of all equipment and trucks to the Zoning Administrator by December 16, 2009, Planning Commission meeting :35 FIVE-MINUTE RECESS 13 10:40 SOUTHWEST MINNESOTA ARTS AND HUMANITIES COUNCIL - Kurt Schulz President of the Board of Representatives for McLeod County Mr. Schulz is meeting to update the board on activities of the Southwest Minnesota Arts and Humanities Council :55 PARKS Parks Director Al Koglin Consider changing the method of pay for the part-time Fairgrounds Helper position from a monthly salary to an hourly wage and restrict work to no more than 14 hours per week at the 2009 hourly wage of $14 per hour. * 15 11:00 ENVIRONMENTAL SERVICES County Environmentalist Roger Berggren Public Hearing Consider adoption of the new McLeod County septic ordinance Subsurface Sewage Systems (SSTS) Ordinance effective January 1, * Consider raising the beaver bounty from $30 to $35 for trapping beaver in County Ditches.* Consider a grant agreement between McLeod County and the State of Minnesota acting through its Board of Water and Soil Resources Board for $74,417 effective July 1, 2009, or the date the State obtains all required signatures under Minnesota Statute 16B.98, Subdivision 5 with expiration June 30, 2011, or until all obligations have been satisfactorily fulfilled whichever comes first. * 16 11:30 COUNTY ASSESSOR Sue Schulz Consider outsourcing valuation notices with American Business out of St. Cloud for approximately $8,991. Master Touch quoted $9,920 and $10,340 depending on whether or cars or letters are used. There is money in the Assessor s budget to cover the cost.
