1 WADENA COUNTY BOARD OF COMMISSIONERS MEETING JANUARY 6, 2015 Wadena County Courthouse, Commissioners Room 415 South Jefferson Street, Wadena, MN Call to Order and Pledge of Allegiance Chairperson Stearns called the meeting to order at 9:00 a.m. and all present recited the Pledge of Allegiance. Johnson, Wadena Pioneer Journal Reporter Laurinda Porter, Wadena County Recorder Soledad Henriksen, Zoning and Planning Director Deana Malone, Wadena County Sheriff Michael Carr, and Cindy Peterson. 2 Review and Approve 1/06/15 Regular County Board Meeting Agenda Moved by Commissioner Bounds seconded by Commissioner Hofer to approve the agenda of the January 6, 2015 regular County Board meeting as amended to add item #4 (US Bank) and delete warrant publications, budget amendment and shoreland grant, motion carried 3 Board Warrants Moved by Commissioner Hillukka seconded by Commissioner Hofer to approve payment of the 12/29/2014 Board Warrants in the amount of $199,418.90, motion carried Moved by Commissioner Bounds seconded by Commissioner Hofer to approve payment of the 01/05/2015 Board Warrants in the amount of $431,002.69, motion carried 4 US Bank Moved by Commissioner Bounds seconded by Commissioner Hofer to pay the warrants from US Bank in the amount of $4,841.02, motion carried

2 5 Board Chair/Vice Chair Elections Ms. Taves called for the nomination for the 2015 Chairperson of the Wadena County Board of Commissioners. Commissioner Hofer nominated Commissioner Rodney Bounds for the position of 2015 Chairperson of the Board. Commissioner Monson seconded the nomination. Ms. Taves called for further nominations. Hearing none Ms. Taves called for a motion that nominations cease and to cast a unanimous ballot for Commissioner Bounds. Moved by Commissioner Hofer seconded by Commissioner Monson to cease nominations and to cast a unanimous ballot for Commissioner Rodney Bounds as the 2015 Chairperson of the Board of Commissioners, motion carried Ms. Taves called for the nomination for the Vice Chairperson for the 2015 Wadena County Board of Commissioners. Commissioner Monson nominated Commissioner David Hillukka as Vice Chairperson. Commissioner Bounds seconded the nomination. Ms. Taves called for further nominations. Hearing none Ms. Taves called for a motion that nominations cease and to cast a unanimous ballot for Commissioner Hillukka. Moved by Commissioner Stearns seconded by Commissioner Monson to cease nominations and to cast a unanimous ballot for Commissioner David Hillukka as the 2015 Vice Chairperson of the Board of Commissioners, motion carried 6 Health Reimbursement Motions Moved by Commissioner Hillukka seconded by Commissioner Monson to approve the 2014 Health Reimbursement Account Fund reimbursement to the General Revenue Fund in the amount of $46,250.00, Public Health Fund - $6,250.00, Road & Bridge Fund - $13,750.00, Human Services Fund - $31,250.00, Transit Fund - $3, and the Solid Waste Fund - $2, for the period of January 1, 2014 to December 31, 2014, motion carried Moved by Commissioner Hofer seconded by Commissioner Monson to approve the 2015 Health Reimbursement Account Fund advance to the General Revenue Fund in the amount of $46,250.00, Public Health Fund - $6,250.00, Road & Bridge Fund - $7,500.00, Human Services Fund - $30,000.00, Transit Fund - $3, and the Solid Waste Fund - $2,500.00, for the period of January 1, 2015 to December 31, 2015, motion carried Board Meeting Minutes: There was discussion to address the meeting minutes and the suggestions for direction to be taken in that regards. 2

3 7 Elected Official Salaries: 8 Mike Carr Sheriff Sheriff Michael Carr requested a motion for statutory right for an extended leave of absence per Minnesota Statute Tabled for further review. Sheriff Michael Carr requested his salary be increased 5.50% from $82, to $87,037.50, which is an increase of $4, for the current year of This amount has already been budgeted. Moved by Commissioner Stearns seconded by Commissioner Hofer to grant a 5.50% increase in Sheriff Carr s salary from $82, to $87, for the current year of 2015, motion carried 10 Kyra Ladd County Attorney County Attorney Kyra Ladd requested her salary be increased 5.5% from $90, to $95,697.57, which is an increase of $4,988.97, for the current year of Moved by Commissioner Hofer seconded by Commissioner Stearns to grant a 5.50% increase in County Attorney Kyra Ladd s salary from $90, to $95, for the current year of 2015, motion carried 9 Sole Henrikson Recorder County Recorder Soledad Henrikson requested her salary be increased 5.5% from $51, to $54,142.00, which is an increase of $2,822.55, for the current year of Moved by Commissioner Hofer seconded by Commissioner Stearns to grant a 5.5% increase in County Recorder Soledad Henrikson s salary from $51, to $54, for the current year of Division of the house is ordered by the Chair. 4 11 Judy Taves Auditor/Treasurer County Auditor/Treasurer Judith Taves requested her salary be increased 5.5% to $69, for the current year of Moved by Commissioner Hofer seconded by Commissioner Stearns to grant 5.5% increase in County Auditor/Treasurer Judith Taves salary to $69, for the current year of Division of the house is ordered by the Chair. Moved by Commissioner Stearns seconded by Commissioner Hofer to grant 4.5% increase in County Auditor/Treasurer Judith Taves salary to $68, for the current year of Division of the house is ordered by the Chair. 5 Motion carried on a roll call vote 3 to Cindy Pederson - Contract Renewals Cindy Pederson, Public Health Director, requested approval by the Board to authorize the Public Health Director to sign contract renewals or agreements. Moved by Commissioner Hillukka seconded by Commissioner Stearns to authorize the Public Health Director to sign an agreement for Correctional Health Nursing Services with the Wadena County Sheriff s Department to include RN or PHN coverage at the prevailing RN or PHN scale per hour plus fringe benefits and to include travel time and mileage from home to office round trip; back up PHN at hourly rate with benefits and to include hourly rate with benefits at time and one half for overtime; and supplies for inmate health needs provided by Public Health, effective January 1, 2015 to December 31, 2015, motion carried Moved by Commissioner Hillukka seconded by Commissioner Monson to authorize the Public Health Director to sign an agreement for Early Childhood Screening for Menahga Public Schools at rate set by Minnesota Department of Education, currently: $75.00 child age 3; $50.00 child age 4; $40.00 child age 5, effective January 1, 2015 to December 31, 2016, motion carried Moved by Commissioner Hillukka seconded by Commissioner Stearns to authorize the Public Health Director to sign an agreement for Early Childhood Screening for Sebeka Public Schools at rate set by Minnesota Department of Education, currently: $75.00 child age 3; $50.00 child age 4; $40.00 child age 5, effective January 1, 2015 to December 31, 2016, motion carried Moved by Commissioner Hofer seconded by Commissioner Monson to authorize the Public Health Director to sign an agreement for Early Childhood Screening for Verndale Public Schools at rate set by Minnesota Department of Education, currently: $75.00 child age 3; $50.00 child age 4; $40.00 child age 5, effective January 1, 2015 to December 31, 2016, motion carried Moved by Commissioner Stearns seconded by Commissioner Hofer to authorize the Public Health Director to sign an agreement for Early Childhood Screening for Wadena Deer Creek Schools at rate set by Minnesota Department of Education, currently: $75.00 child age 3; $50.00 child age 4; $40.00 child age 5, effective January 1, 2015 to December 31, 2016, motion carried Moved by Commissioner Hofer seconded by Commissioner Hillukka to authorize the Public Health Director to sign an agreement for Environmental Health with Shawn Neumann, Sanitarian, as an independent contractor at $ per inspection and $28.18 per hour for indirect hours, effective January 1, 2015 to December 31, 2015, motion carried 5

6 Moved by Commissioner Stearns seconded by Commissioner Hofer to authorize the Public Health Director to sign an agreement for Public Health Medical Consultant with Dr. Leonard Lamberty at $150 per month effective January 1, 2015 to December 31, 2015, motion carried Moved by Commissioner Hillukka seconded by Commissioner Hofer to authorize the Public Health Director to sign an agreement for Growing Up Healthy Kids and Communities outside evaluator independent contractor Kaarin Lund at $30.00 per hour not to exceed $4,000, effective January 1, 2015 to December 31, 2015, motion carried Moved by Commissioner Hillukka seconded by Commissioner Stearns to sign a contract with Morrison County Public Health for back-up sanitarian services at $40.00 per hour portal to portal plus mileage, meals, lab tests and materials, effective January 1, 2015 to December 31, 2015, motion carried Moved by Commissioner Stearns seconded by Commissioner Monson to sign a contract for MOU with Isanti County Public Health and Wadena County Public Health for the Central Minnesota Responds Medical Reserve Corp (MRC) to pay Wadena County Public Health for staff time and expenses for MRC work group up to $1,000, effective January 1, 2015 to December 31, 2015, motion carried 18 Kathy Langer - Todd-Wadena Community Corrections Resolutions Moved by Commissioner Stearns seconded by Commissioner Monson to appoint Jim Hofer and Sheldon Monson to serve on the Todd-Wadena Community Corrections Executive Committee. Moved by Commissioner Stearns seconded by Commissioner Hillukka to approve the following Resolution: Motion carried Moved by Commissioner Hofer seconded by Commissioner Stearns to appoint Jim Hofer and Sheldon Monson to serve on the Todd-Wadena Community Corrections Advisory Board and approve the following Resolution: Motion carried 6

7 13 Mike Carr Jail Administrator Moved by Commissioner Stearns seconded by Commissioner Hofer to accept the pay study change of the Jail Administrator from Grade 55 to Grade 56, motion carried Moved by Commissioner Stearns seconded by Commissioner Monson for approval to advertise the Jail Administrator position at the new Grade of 56, Step 1 to Step 10, motion carried 14 Curt Kreklau AMC Delegates/Committee Assignments Chairperson Bounds made the following appointments to serve on the AMC 2015 Policy Committee: Environment & Natural Resources Policy Committee General Government Policy Committee Health & Human Services Policy Committee Public Safety Policy Committee Transportation & Infrastructure Policy Committee Commissioner Rodney Bounds Commissioner Jim Hofer Commissioner Dave Hillukka Commissioner Sheldon Monson Commissioner William Stearns 15 Curt Kreklau Region 5 Development Committee Chairperson Bounds appointed Commissioner Sheldon Monson as the new Region Five Development Commission Representative to serve a term of January 2015 to January Curt Kreklau Courthouse Remodel Update Hytec will have quotes in their office by 1:00 on Friday, January 9 and the final pricing for NJPA should be ready next week. Commissioner Stearns stated that local contractors would need more time to bid on this project. Moved by Commissioner Hillukka seconded by Commissioner Hofer to extend the date for bidding on the courthouse remodel to January 30, 2015 and to allow Mr. Kreklau to pay for additional advertising for notification that the bid time has been extended, motion carried 17 Curt Kreklau Automated Attendant Phone System The issue has been raised that a lot of staff time has been spent to answer incoming calls and having to redirect them manually. Mr. Kreklau made a request for an automated attendant phone system to handle this issue. It is the Board s consensus to redirect the number 7650 to Planning & Zoning Office and take a detailed phone log. 7

8 Update on generator: It is fully installed except for the main shut off switch to disconnect from the city power.
