The Board of Commissioners of Kandiyohi County met at 10:00 A.M., December 15, 2015, pursuant to adjournment. All members were present. A motion by Imdieke 2 nd Nissen to approve the minutes of the November 23, 2015 road and bridge meeting and the December 1, 2015 board meeting was on vote unanimously adopted. A motion by Madsen 2 nd Reese to approve the payment of claims being $438, from Revenue Fund, $15, from Regional Treatment Center, $149, from Road and Bridge Fund, $15, from County Building Fund, $39, from Ditch Fund, $7, from Library Fund, $17, from Health & Human Services Building Fund, $1, from Recorders Technology Fund, $139, from Eagle Lake Sewer Fund, $34, from Water & Sewer Fund, $1, from Water & Sewer Bond Fund, $ from Computer/Communications Maintenance Fund, $52, from Sanitary Landfill Fund, $ from County-Wide Levy Fund, $26, from SCORE Fund according to the detailed listing of claims as recorded in the Office of the was on vote unanimously adopted. WHEREAS, said levies be made upon the taxable value of property of Kandiyohi County as determined by the 2015 assessment in accordance with laws governing each of said funds, and NOW, THEREFORE, BE IT RESOLVED, that the County Board of Commissioners of Kandiyohi County hereby adopts the proposed budget for 2016 expenditures Dated at Willmar, Minnesota this 15 th day of December, A complete County budget for 2016 is available at the County Administrator s office or on the Kandiyohi County reported that in Fund 08 (Regional Treatment Center) there is a negative balance and requested approval to transfer
5 reserve funds from Fund 01 (Revenue) in the amount up to $25, unless billings that have been billed out are paid prior to the end of the year. A motion by Madsen 2 nd Nissen to approve the transfer up to $25, from Fund 01 to Fund 08 as presented was on vote unanimously adopted. Dave Paulsen, AIS Coordinator, presented a program partner contract for a grant through the Initiative Foundation. This grant would be used for the creation of a permanent decontamination station and ease of access programs. A motion by Imdieke 2 nd Reese to approve the program partner contract between the Initiative Foundation and Kandiyohi County was on vote unanimously adopted. Larry Kleindl, County Administrator, requested that the Board renew Dave Paulsen s contract as AIS Coordinator in the amount of $30, to be paid in three four month increments. A motion by Reese 2 nd Imdieke to approve the renewal of Dave Paulsen s contract as AIS Coordinator as presented was on vote unanimously adopted. A motion by Madsen 2 nd Reese to approve the following Resolution was on vote unanimously adopted. RESOLUTION BE IT RESOLVED, that effective January 1, 2016, the following provisions shall govern the compensation of County Commissioners: 1. That the annual salary for County Commissioners shall be set at the sum of $30, per annum. 2. That the committee and meetings for which stipend may be paid to Commissioners shall be as follows: a. Intergovernmental Relations Personnel and Labor Relations Budget and Finance Welfare and Social Services County Parks Law Library County Roads and Bridge Lake Improvement County Sewer and Water Districts Buildings, Public Lands and Jail Inspection b. Other meetings and services directed by the and/or required by law.
6 3. That the stipend compensation for attending any of the foregoing meetings shall be $70.00 per meeting. No more than one stipend shall be paid per day. Stipend shall not be paid when paid by another agency. 4. That, in addition to the foregoing provisions, Commissioners shall be entitled to reimbursement for travel, lodging and meal expenses in accordance with County and statutory criteria. Dated at Willmar, Minnesota this 15 th day of December, Jeff Bredberg, Director of Environmental Services, presented and requested approval of the Kandiyohi County landfill rates for A motion by Reese 2 nd Madsen to approve the Kandiyohi County landfill rates for 2016 as presented was on vote unanimously adopted. A motion by Nissen 2 nd Reese to approve the renewal of the Solid Waste Collection and Transportation Licenses for 2016 for Engebretson & Sons Disposal Service, Inc., Mattheisen Disposal, Inc., West Central Sanitation, Miller Sanitation, JME of Monticello, Inc. and Tom Kraemer, Inc. was on vote unanimously adopted. A motion by Reese 2 nd Imdieke to approve the renewal of the Collection and Transportation of Recyclable Materials Licenses for 2016 for West Central Sanitation and Miller Sanitation was on vote unanimously adopted. A motion by Madsen 2 nd Nissen to approve the renewal of the Solid Waste Facility Permit for 2016 for JMBI Demolition Facility was on vote unanimously adopted. Larry Kleindl, County Administrator, appeared regarding a gambling permit request from Pheasants Forever for their banquet which will be held at the Holiday Inn. A motion by Imdieke 2 nd Nissen to approve the request from Pheasants forever for a gambling permit as presented was on vote unanimously adopted. Larry Kleindl, County Administrator, spoke to the Board about requests that his office has received regarding the use of the County logo. The consensus of the Board was to not allow any business or individual to use the County logo at this time; however the Board agreed that a policy should be established as to when the County s logo could and couldn t be used..
7 A motion by Imdieke 2 nd Nissen to approve amendment #5 of lease relating to the adolescent unit, which is located at the MinnWest Campus (Regional Treatment Center), for one year, 5 months and 16 days for a total lease amount of $187, was on vote unanimously adopted. Mel Odens, Public Works Director, appeared and gave an update on the WYE project. Odens showed a concept drawing of the CR 5, 15 and 55 intersections and discussed with the Board different long term options for those intersections. Odens also discussed an upcoming meeting with the environmental review panel and asked for the Board s input as to what should be advocated for this project. A motion by Imdieke 2 nd Madsen to approve to continue as liason on the WYE project was on vote unanimously adopted. A motion by Imdieke 2 nd Reese to approve the Conditional Use Permit for Trevor Hansen; applicant proposing a manufacturing business in a C1 Commercial/Industrial District on his property on Lot 3, Block 2, Touchstone Business Centre in Green Lake Township, with the findings of the Planning Commission and subject to the following conditions: 1. No unlicensed vehicles or trailers to be stored on site 2. No storage of any items that are in a state of disrepair, i.e. not useable 3. All wood grinding shall be conducted indoors was on vote unanimously adopted. A motion by Nissen 2 nd Madsen to approve the Conditional Use Permit for Arvid Helin; applicant proposes a solar array farm to be constructed, owned and operated by Spica Community Solar Gardens, LLC in an A-1 Agricultural Preservation District in Section 20 of East Lake Lillian Township with the findings of the Planning Commission and subject to the following conditions: 1. The decommissioning plan shall be followed as presented with the application. 2. Upon completion, the Township road shall be required to be repaired to its preconstruction condition as approved by the Township Board. was on vote unanimously adopted. Cory Netland from the Mn DNR appeared requesting approval of two resolutions for land acquisition. A motion by Reese 2 nd Nissen to approve the following Resolution was on vote unanimously adopted.
8 RESOLUTION KANDIYOHI COUNTY BOARD OF COMMISSIONERS REVIEW OF PROPOSED STATE LAND ACQUISITION In accordance with Minnesota Statutes 97A.145, Subd. 2, the Commissioner of the Department of Natural Resources on December 15, 2015 provided the County board with a description of lands to be acquired by the State of Minnesota for water, forestry, wildlife and natural plant community conservation purposes. Lands to be acquired are described as follows: The NE ¼ of the NW ¼ of Section 1, T. 122 N., R. 34W, Kandiyohi County, Minnesota. It is hereby resolved by the Board of County Commissioners of Kandiyohi County on December 15, 2015 that the State s proposed acquisition of the attached property be approved. Dated at Willmar, Minnesota this 15 th day of December, A motion by Imdieke 2 nd Nissen to approve the following Resolution was on vote unanimously adopted.
