2 September 20, 2017 TO: FROM: TPO Board Members Kenneth Odom, Transportation Planner RE: 2040 LRTP Amendments CR 484: From CR 475A to Marion Oaks Pass SW 49 th Avenue From Marion Oaks Trail to Marion Oaks Manor At the request of the Marion County Engineering department, the Ocala/Marion TPO staff are requesting to amend the 2040 LRTP in order to include an additional roadway capacity project and amend the phasing of an additional existing project. This amendment is in coordination with Marion County s application for grant funding for the Cross Florida Commerce Park with the Florida Department of Economic Opportunity s Florida Job Growth Fund. The amendment proposes to widen approximately 1.34 miles of CR 484 to four lanes from the end of the current four-lane section near SW 47 th Terrace to Marion Oaks Pass. Based on present day costs, estimates of the project phases would be as follows: Design (PE) - $680,966 Right-of-Way (ROW) - $630,000 Construction (CST) $4,993,750 TOTAL: $6,304,716 The funding timeframe for this project is 2026 to Cooperative and comprehensive planning for our transportation needs Marion County City of Belleview City of Dunnellon City of Ocala 121 S.E. 3 The amendment also proposes to accelerate the construction funding timeframe for two projects to widen approximately 2.6 miles of SW 49 th Avenue to four lanes from Marion Oaks Trail to Marion Oaks Manor. Based on present day costs, estimates of the project phases would be as follows: Design (PE) - $1,340,000 Right-of-Way (ROW) - $3,525,000 Construction (CST) $9,826,666 TOTAL: $14,691,666 The funding timeframe for this project is 2026 to The proposed amendment was developed in consultation with representatives of the Ocala/Marion County TPO and the Marion County Engineering department. The factors used to develop these plan amendments are consistent with those used for the current 2040 LRTP. 5 A RESOLUTION OF THE OCALA/MARION COUNTY TRANSPORTATION PLANNING ORGANIZATION AMENDING THE 2040 COST FEASIBLE LONG RANGE TRANSPORTATION PLAN AS THE OFFICIAL TRANSPORTATION PLAN OF THE OCALA/MARION COUNTY METROPOLITAN PLANNING AREA. WHEREAS, the Ocala/Marion County Transportation Planning Organization (TPO) is responsible for the coordinated, comprehensive and continuing transportation planning process for the Ocala/Marion County area; and WHEREAS, the TPO is required to maintain an up-to-date long range transportation plan that guides the development of a transportation system that will adequately serve both the existing and future population of the Ocala/Marion County area; and WHEREAS, 23 CFR part stipulates that a long range transportation plan shall address at least a twenty year planning horizon and be updated every five years to confirm its validity and consistency with current and forecasted transportation and land use trends; and WHEREAS, the 2040 Long Range Transportation Plan will guide federal, state and local funding of major transportation improvements within the Ocala/Marion County area over the next twenty-five years; and WHEREAS, the 2040 Long Range Transportation Plan was developed consistent with the Moving Ahead for Progress in the 21 st Century (MAP-21), the Florida Transportation Plan and local government comprehensive plans; and WHEREAS, the 2040 Long Range Transportation Plan includes a Needs Assessment of transportation projects based on projected population and employment and local comprehensive plans and vision plans as well as the anticipated revenue for transportation projects; and WHEREAS, the total cost of the projects identified in the Needs Assessment exceed the anticipated revenue, a Cost Feasible Plan was developed based on local priorities; and WHEREAS, the 2040 Long Range Transportation Plan was made available for a public review and comment period beginning September 22, 2015; and WHEREAS, the proposed Plan was reviewed and approved for transmittal to the TPO by the Citizen s Advisory Committee and Technical Advisory Committee at their regularly scheduled meetings on November 10, 2015; and

6 WHEREAS, the 2040 Long Range Transportation Plan was approved by the TPO at a duly noticed public hearing on 11/24/15; and WHEREAS, the amendment to the 2040 Long Range Transportation Plan was made available for a public comment and review period beginning on August 30, 2017; and WHEREAS, the amendment to the 2040 Long Range Transportation Plan was reviewed and approved for transmittal to the TPO by the Citizen s Advisory Committee and Technical Advisory Committee at their regularly scheduled meetings on August 15, 2017; and WHEREAS, the amendment to the 2040 Long Range Transportation Plan was reviewed by the TPO at a duly noticed public hearing. NOW THEREFORE BE IT RESOLVED by the Ocala/Marion County Transportation Planning Organization that: The Ocala/Marion County Transportation Planning Organization hereby adopts the amendment to the 2040 Cost Feasible Long Range Transportation Plan as the official transportation plan for the TPO s metropolitan planning area.
