4 VERANDA COMMUNITY DEVELOPMENT DISTRICT NOTICE OF REGULAR BOARD OF SUPERVISORS MEETING The Board of Supervisors of the Veranda Community Development District will hold a Regular Board of Supervisors Meeting on November 12, 2018, at 10:30 a.m. in the Veranda Clubhouse located at 238 SE Courances Drive, Port St. Lucie, Florida where the Board may consider any business that may properly come before it. A copy of the agenda may be obtained from the District s website or at the offices of the District Manager, 2501A Burns Road, Palm Beach Gardens, Florida 33410, Telephone: (561) and/or toll free at , during normal business hours. The meeting is open to the public and will be conducted in accordance with the provisions of Florida law for community development districts. The meeting may be continued to a date, time, and place to be specified on the record at the meeting. There may be occasions when staff or Supervisors may participate by speaker telephone. Any person requiring special accommodations at this meeting because of a disability or physical impairment should contact the District Office at (561) at least forty-eight (48) hours prior to the meeting. CALL TO ORDER The Regular Board Meeting of the Veranda Community Development District was called to order at 10:33 am in the Veranda Clubhouse, 238 SE Courances Drive, Port St. Lucie, Florida B. PROOF OF PUBLICATION Proof of publication was presented which showed that notice of the Regular Board Meeting had been published in the St. Lucie News Tribune on September 21, 2017, as legally required. C. ESTABLISH A QUORUM It was determined that the attendance of Chairman David Kanarek, and Supervisors Garrett Dinsmore and Mathew Nelson constituted a quorum and it was in order to proceed with the meeting. Also in attendance were District Managers Michael McElligott of Special District Services, Inc.; and General Counsel Wes Haber of Hopping, Green & Sams, P.A. who attended by telephone. D. ADDITIONS OR DELETIONS TO THE AGENDA There were no additions or deletions to the agenda. E. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA There were no comments from the public for items not on the agenda. F. APPROVAL OF MINUTES 1. April 9, 2018, Regular Board Meeting The April 9, 2018, Regular Board Meeting Minutes were presented for approval. A motion was then made by Mr. Nelson, seconded by Mr. Dinsmore and passed unanimously to approve the April 9, 2018, Regular Board Meeting Minutes, as presented. Receive Public Comment on the Fiscal Year 2018/2019 Final Budget Mr. McElligott noted that there were no members of the public present. 3. Consider Resolution No Adopting a Fiscal Year 2018/2019 Final Budget Mr. McElligott presented Resolution No , entitled: RESOLUTION THE ANNUAL APPROPRIATION RESOLUTION OF THE VERANDA COMMUNITY DEVELOPMENT DISTRICT ( DISTRICT ) RELATING TO THE ANNUAL APPROPRIATIONS AND ADOPTING THE BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2018, AND ENDING SEPTEMBER 30, 2019; AUTHORIZING BUDGET AMENDMENTS; AND PROVIDING AN EFFECTIVE DATE. Consider Resolution No Adopting a Fiscal Year 2018/2019 Meeting Schedule Mr. McElligott presented Resolution No , entitled: RESOLUTION NO A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE VERANDA COMMUNITY DEVELOPMENT DISTRICT, ESTABLISHING A REGULAR MEETING SCHEDULE FOR FISCAL YEAR 2018/2019 AND SETTING THE TIME AND LOCATION OF SAID DISTRICT MEETINGS; AND PROVIDING AN EFFECTIVE DATE. Following a short discussion, a motion was made by Mr. Nelson, seconded by Mr. Kanarek and passed unanimously to adopt Resolution No as presented. 2. Consider Resolution No Adopting a Statewide Mutual Aid Agreement Mr. McElligott presented Resolution No , entitled: RESOLUTION NO A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE VERANDA COMMUNITY DEVELOPMENT DISTRICT, STATE OF FLORIDA, APPROVING THE REVISED FLORIDA STATEWIDE MUTUAL AID AGREEMENT; PROVIDING FOR SERVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. 9 RESOLUTION NO A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE VERANDA COMMUNITY DEVELOPMENT DISTRICT AUTHORIZING AND ADOPTING AN AMENDED FINAL FISCAL YEAR 2017/2018 BUDGET ( AMENDED BUDGET ), PURSUANT TO CHAPTER 189, FLORIDA STATUTES; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Board of Supervisors of the Veranda Community Development District ( District ) is empowered to provide a funding source and to impose special assessments upon the properties within the District; and, WHEREAS, the District has prepared for consideration and approval an Amended Budget. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE VERANDA COMMUNITY DEVELOPMENT DISTRICT, THAT: Section 1. The Amended Budget for Fiscal Year 2017/2018 attached hereto as Exhibit A is hereby approved and adopted. Section 2. The Secretary/Assistant Secretary of the District is authorized to execute any and all necessary transmittals, certifications or other acknowledgements or writings, as necessary, to comply with the intent of this Resolution. 14 November 12, 2018 RE: Veranda Community Development District Auditor Renewal At the February 8, 2016 Veranda Community Development District Board Of Supervisors meeting, the firm of Grau & Associates was selected to perform the , and year end audits of the District with an option to perform the and audits. The fees for the audit were $3,200. The fees for the audit were $3,300. And the fees for the audit were $3,400. The proposed fee for the audit is $3,500, which is the budgeted amount for audit fees for Fiscal Year 2018/2019. And the proposed fee for the audit is $3,600. Grau & Associates has been the district auditor for the past three years. Management is pleased with the professionalism and the competence of the Grau & Associates partners and staff; therefore management recommends that the Board approve the renewal option for the Fiscal Year Ending and audits for Grau & Associates.
