1 - MINUTES - CHASKA CITY COUNCIL October 3, Call to Order The meeting was called to order by Mayor Windschitl at 7:00 pm. 2.Pledge of Allegiance 3. Roll Call Roll call was taken. Present: Councilmembers Geisler, Boe, and Mayor Windschitl. Absent: Councilmembers Schulz and Rohe Also Present: Luke Melchert, City Attorney; and Matt Podhradsky, City Administrator 4. Adopt the Agenda Motion by Councilmember Geisler, second by Councilmember Boe to adopt the agenda. 5. Visitor Mayor Windschitl read a Proclamation in support of National Disability Employment Awareness Month and the MRCI WorkSource Walk-N-Roll event on October 5, Mayor Windschitl thanked everyone involved with the Ryder Cup. He stated the City did not get the recognition it deserved, as people publicly thanked Minneapolis, not Chaska. Almost every department in the City was involved in some way with the event. He explained all that was involved in hosting the Ryder Cup and stated the 19 th Hole and other events planned by the City were a great success. City Administrator Podhradsky commented the plane that landed in the water received a City citation. He thanked the fire and police departments for responding to the incident and thanked City staff for all their work and sacrifice that went into the event. Councilmember Boe thanked the City staff and residents that volunteered for the Ryder Cup and the 19 th Hole event. Councilmember Geisler commented people told her that Chaska was a beautiful town and set up great for this event, and they enjoyed the 19 th Hole event. They said it was better than any other Ryder Cup they had attended. She went on the Golf Channel s Facebook page and requested they tell their announcers the event was located in Chaska. 6. Minutes Motion by Councilmember Boe, second by Councilmember Geisler to approve the minutes of the September 19, 2016 City Council meeting. 7. Consent Agenda Motion by Councilmember Geisler, second by Councilmember Boe to approve the Consent Agenda Items a through e, as amended: a. Receive the Minutes of the September 12, 2016, Park Board Meeting

Adopt Resolution No , Appointing Election Judges for the General Election on November 8, 2016 Motion to adopt Resolution No , Approving Judges of Election for the General Election on November 8, 2016 c. Designation of City Authorize Signatories Motion to designate the following authorized account signatories: Mark Windschitl, Mayor; Matt Podhradsky, City Administrator; Noel J. Graczyk, Treasurer; Tom Redman, Community Center Refunds; and Mary Monteith, Community Center Refunds. e. Adopt Resolution No , Approving Transient Merchant Permit for Jerry Madison of Louisiana Purchase Seafood Sales & Catering at Chaser s parking lot. Motion to approve Transient Merchant Permit for Jerry Madison of Louisiana Purchase Seafood Sales and Catering LLC, from Chasers Parking Lot 8. Adopt Resolution No , Approving Premises Permit for Carver Lions at Cuzzy s Brickhouse (this item was tabled to 10/3/16 at the 9/19/16 meeting) City Administrator Podhradsky presented the item to the Council. He commented this item was tabled at the last Council meeting in order to gain a better understanding of where the money from Carver Lions charitable gambling goes to and the ordinance surrounding it. Tim Craig, Carver Lions, commented their building was uninhabitable and that is why they are meeting in Chaska. Chris Eklund, Carver Lions member, stated their Bingo event, which took place at the Chaska VFW, raised $10,000, and they donated it all back to Chaska. In , they donated $10,900 to Chaska, which included donations to Auburn Manor, Bountiful Foods, and homeless shelters. If this resolution is approved, 50 percent of the net profits will go back into the Chaska community. She spoke with the Chaska Lions, and they have no interest in having pull tabs at this location. City Attorney Melchert stated because the Carver Lions are having their meetings in Chaska, the ordinance does not have to be changed. City Administrator Podhradsky stated when the Carver Lions stop meeting in Chaska, the possibility of changing the ordinance will have to be discussed. Motion by Councilmember Boe, second by Councilmember Geisler to Adopt Resolution No , approving Premises Permit for Carver Lions Club at Cuzzy s Brickhouse. 9. Public Hearing: Consider Adoption of Resolution No , Approving the 2017 Operating Budget and Plan for the Chaska Downtown Services District and Imposition of Service Charges

3 MINUTES-CHASKA CITY COUNCIL October 3, 2016 PAGE 3 City Administrator Podhradsky presented the item to the Council. Dan Keyport, Downtown Business Alliance President, commented on the mission and priorities of the district. They hired an Administrator with the money approved by the Council. He thanked Krista Flemming for the outstanding 19 th Hole and 18 Holes of Chaska events. The district is involved with River City Days, Flags of Honor Car Show, Hometown Holiday, and other smaller events. He commented on the 2017 budget and stated they will be working on improved marketing and advertising. Keyport stated the next logical step for the district is business recruitment and retention, and they hope to partner with the City on this. They hope hire a consultant to do a study on what types of businesses they should be recruiting, where they are going to land, and how they are going to get there. City Administrator Podhradsky commented there is a lot of base data from the restaurant analysis that was recently done that will be helpful for this process. Councilmember Geisler commented she told everyone she spoke with at the Ryder Cup about the 19 th Hole and the 18 Holes of Chaska events. Jen Angell, Downtown Chaska Special Services District Administrator, reminded businesses that people who came in for a stamp on their card will probably come back at a later date to shop. Mayor Windschitl commented he likes that it is moving forward. Councilmember Geisler stated she hopes that the Curling Center is helping by bringing in new businesses that were not there before. Keyport stated they hope to partner with the Parks and Recreation department more in the future. Mayor Windschitl opened the public hearing at 8:00 pm. Mayor Windschitl closed the public hearing at 8:01 pm. Motion by Councilmember Geisler, second by Councilmember Boe to Adopt Resolution No , approving the Special Services District and Service Charges for 2017 with the Chaska Downtown Business Alliance to Serve as District Management Entity for the Chaska Downtown Special Service District. 10. Public Hearing: Consider Tax Abatement Agreement for Project Cofferdam City Administrator Podhradsky presented the item to the Council. The applicant requested it be presented at the next Council meeting. Staff recommends the Council open the public hearing and then table it until the next Council meeting.

Motion by Councilmember Boe, second by Mayor Windschitl to table the public hearing to consider the tax abatement agreement for Project Cofferdam to the October 17, 2016 City Council meeting. 11. Bills Motion was made by Councilmember Boe, second by Councilmember Geisler to approve bills as presented. Roll call was taken. Voting aye: Councilmembers Boe, Geisler, and Mayor Windschitl. Voting nay: None 12. Other Business Councilmember Boe: Commented the Ryder Cup and 19 th Hole was a wonderful opportunity to get to know people. There were a lot of positive and fun events planned for downtown. Councilmember Geisler: Commented it was a lot of fun to meet people from Minnesota who had never been to Chaska and said they would be back. She thanked everyone and said it was an outstanding event. City Attorney Melchert: Commented Peter Jacobsen was on one of the TV channels and thanked the PGA, Hazeltine, and the City of Minneapolis. He suggested a formal complaint be made. Mayor Windschitl: Commented the weather cooperated for the Ryder Cup and it was an amazing event. He thanked Hazeltine and the PGA for their partnership with the City of Chaska. Commented lighting needs to be added to the Lions Park parking lot. Requested an update on the Ess House. City Administrator Podhradsky responded they are currently in the process of seeking a State grant from the Historical Society in order to renovate the house. Simultaneously, they are going through an Environmental Impact Statement process for demolition in the event they do not receive the grant. Marketing the Ernst and Ess Houses together is going to create the best value. The retaining wall in the parking lot was not built with the correct stone and they are working with the contractor on a solution. 13.
