APPROVAL OF MINUTES JUNE 4, 2014 AND JULY 9, 2014 Chairman Odom asked the CAC members if they had any questions, corrections, or comments on the June 4 or July 9, 2014, minutes. Discussion followed. Chairman Odom requested a motion on the minutes. Christie Zimmer made a motion to approve the minutes. Lee Henley seconded. Chairman Odom called on the motion. REPORT ON MPO BOARD ACTIONS - MEETING OF JULY 10, 2014 James Edwards reported that the Mobility 2040 plan was discussed and approved by the MPO Board at their meeting held on July 10, 2014, as follows. Mobility Development of the Pasco County MPO Long-Range Transportation Needs Plan included: (1) goals, objectives and performance measures (Draft); (2) Modeling 101 Introduction to the Tampa Bay Regional Transportation Planning Model which FDOT utilizes for their transportation system (this model was also used to test the alternatives impacts for S.R. 52, Ridge Road, etc., if S.R. 54 was not improved); and (3) preliminary alternatives testing results and recommendations. Discussion followed. V. CAC DISCUSSION OF ORGANIZATIONAL ISSUES MEMBERSHIP UPDATE, BYLAWS REVIEW, AND PROPOSED SCHEDULE OF 2015 MONTHLY MEETINGS Mr. Edwards provided an updated list of CAC members. He stated that the following changes would be brought to the MPO Board next week which would include: Lee Henley (reappointed), Christie Zimmer (reappointed), Steve Hickman (Alternate to Member), David West (Member to Alternate), Marilyn dechant (Alternate to Member), and Carol Kinnard (Member to Alternate). He also handed out a draft copy of the CAC Bylaws, indicating that these needed to be updated to comply with current law changes. Discussion followed. He stated that he would like all members to review and provide comments back to staff and this would be an action item at the next meeting. Chairman Edwards stated that the 2015 calendar had been prepared for the upcoming year. Discussion followed. Marilynn dechant suggested that the December 31, 2014 meeting should be changed because no one would attend. Discussion followed. She motioned to change the December 31, 2014 meeting to January 7, Lee Henley seconded; Chairman Odom called on the motion. All members present voted in favor of changing the date from December 31, 2014 to January 7, The discussion focused next on whether to have the meetings in one location, or to alternate the locations. Discussion followed. Lee Henley motioned to rotate the location of the CAC meetings between New Port Richey, Dade City, Land O' Lakes, and Wesley Chapel. Marilynn dechant seconded. Chairman Odom called on the motion. The members present voted: six ayes and three nays. The majority voted in favor; motion passed. VI. ACTION ITEMS A. Transportation Improvement Program (TIP) Amendment, Fiscal Years through (PCPT/Federal Transit Administration [FTA] Section 5330 Capital Projects) James Edwards indicated that the FDOT is requesting an amendment to the Pasco County MPO's adopted TIP for Section 5339 Capital Projects FTA funds for transit activities ($278,832.00) to provide capital funding to replace, rehabilitate, purchase buses and related equipment, and construct bus-related facilities. Discussion followed. Chairman Odom requested a motion to approve the Section 5339 amendment. Lee Henley motioned to approve. Christie Zimmer seconded. Chairman Odom called on the motion and all members present voted in favor; motion passed. B. Fiscal Year Transit Planning Grant Agreement Section 5305(d) Mr. Edwards explained that each year, the MPO is eligible for FTA, Section 5305(d) funds for transit planning. The FTA funds are administered through FDOT and are obtained by entering into a Joint Participation Agreement (JPA), (FPN: ), with FDOT. In the wpdata/mpo/cac/cac_minutes_ /33 Page 2 of 4

5 upcoming Fiscal Year , Pasco County will receive a total of $173,403.00, to be allocated as follows: $138, (80 percent) from FTA; $17, (ten percent) from FDOT; and a local match of $17, (ten percent) from Pasco County. He stated that the planning activities will be undertaken in accordance with Unified Planning Work Program, Task 6.1 (Public Transportation Planning), and Task 6.2 (Transportation Disadvantaged Planning). Discussion followed. Chairman Odom requested a motion to approve the Section 5305(d) Transit Planning JPA. Lee Henley motioned to approve. Christie Zimmer seconded. Chairman Odom called on the motion and all members present voted in favor; motion passed. C List of Priority Projects Mr. Edwards indicated that the highlighted projects are funded for construction on the updated/revised 2014 List of Priority Projects. He also indicated that revisions to the list of projects provides better clarification of the categories. The local Public Transportation (Transit) 2014 List of Priority Projects was also updated. He stated that some bus headways are proposed to change in March Discussion followed. He discussed projects of interest that included: U.S. 19 (Right-Turn Lane)/Median Channelization from the Pinellas County Line to the Hernando County Line; S.R. 56 (New Four Lanes) from Meadow Pointe Boulevard to Morris Bridge Road; S.R. 56 (New Two Lanes) from Morris Bridge Road to U.S. 301 which will be revised to show funding in FY ; S.R. 56 (Two to Four Lanes) from Morris Bridge Road to U.S. 301; and S.R. 52 (Advanced Right-of-Way Acquisition) from Suncoast Parkway to I-75. He also, stated that the Federal government had approved the Overpass Interchange on I-75. A lengthy discussion followed. Chairman Odom requested a motion for approval of the 2014 List of Priority Projects. Lee Henley motioned to approve. Frank Maldonado seconded. Chairman Odom called on the motion. All members voted in favor; motion passed. VII. STATUS REPORTS/PRESENTATIONS/UPDATES A. Mobility 2040 Needs Plan to Cost Affordable Plan Mr. Edwards stated that staff has been coordinating the continued development of Mobility 2040, Pasco County MPO's Long-Range Transportation Plan. The needs plan is now transitioning to a Cost Affordable Plan based on anticipated and available revenues. He provided a summary to the members on the following four items: (1) Public workshops held in early August; (2) distribution of revenue by mode; (3) identification of draft Cost Affordable Plan; and (4) what the next steps would be. Discussion followed. Informational only. VIII. CONGESTION MANAGEMENT PROCESS (CMP) TASK FORCE ISSUES - CMP PROJECT LIST UPDATE Manny Lajmiri provided information on the status report. He pointed out the status of the following two projects. (1) Silver Maple Parkway at S.R The light does not change while cars are waiting. FDOT investigated and found no issues with the traffic light. Drivers need to pull up to the stop sign (State law) to trigger the light change. (2) Wesley Chapel Boulevard/C.R. 54 eastbound approach to I-75, northbound ramp traffic light timing issue - Emergency pre-emption may have been triggered. The problem needs to be reported on the County's website as it occurs so that the Traffic Operations Division can address when it occurs. He asked if there were any new projects to be added. 6 IX. PASCO COUNTY PUBLIC TRANSPORTATION - PROJECT UPDATES/INITIATIVES Mike Carroll indicated that he was working on several items, but had no new items at this time to present to the members. X. OTHER BUSINESS - MEETINGS HELD/SCHEDULED/ITEMS OF NOTE A. Regional Trails Project - Tri-County Connection Study (i.e., Starkey Gap) and Anclote Coastal Trails Alternatives Analysis Study Mr. Edwards indicated that the State Legislature had appropriated $15,000,000.00, for the coast to coast projects to be used for regional-specific projects with a few projects in District Seven, stating that the Tri-County Connection will receive a portion of these funds. He also stated that the Anclote Coastal Trail study is underway. Staff met with the consultants to begin the eightmonth feasibility study to determine alternate routes that would connect the different areas involved. Allen Howell will be Project Manager for the MPO. B. Tampa Bay Area Regional Transportation Authority (TBARTA) CAC/Joint Citizens Advisory Committee (JCAC) Meeting of April 20, 2014 Chairman Odom presented a brief summary of the JCAC meeting indicating, in his opinion, that the TBARTA organization is trying to take over and to absorb the Chairs Coordinating Committee which would eliminate or change how members' votes will be distributed. C. Transportation Management Area meeting - Scheduled for September 5, 2014 to be Held in Wesley Chapel There was a discussion around regional transit fares using the various transit agencies, ancient fare boxes, use of same technology on the bus system in the area. Tom Ryan requested a list of acronyms for the transportation terms. Staff noted the request. XI. XII. PUBLIC COMMENT No one spoke. 12 PASCO COUNTY METROPOLITAN PLANNING ORGANIZATION BYLAWS CITIZENS' ADVISORY COMMITTEE ARTICLE I. NAME The name of this committee shall be the Pasco County Metropolitan Planning Organization (MPO) Citizens' Advisory Committee (, hereinafter referred to as the "CAC).," effective September ARTICLE II. PURPOSE ARTICLE III. AUTHORITY AThe CAC for the Pasco County MPO is hereby created to serve as a review and advisory body to the MPO in the comprehensive, cooperative, and continuing transportation planning process. The CAC shall beis created to allow citizen involvementparticipation in the ongoing transportation planning process as required by the Code of Federal Regulation (CFR), Title 23, Chapter 1, Part 450, Subpart C, and Chapter of the Florida StatutesA, Section , which requires the provision of public participation within the transportation planning process. ARTICLE IV.ARTICLE III. PURPOSE The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 requires a greater emphasis on public participation from the beginning of transportation planning process. This shifts the emphasis of public participation from projects to process. ISTEA directs MPO'S to "provide citizens, affected public agencies, representatives of transportation employers, private providers of transportation, and other interested parties with a reasonable opportunity to comment" at several junctures in the transportation planning process. A common tool used for public involvement is the establishment of committees and task forces. INFORMATION 1. Promote comprehension and understanding of the planning process. 2. Disseminate committee knowledge of the planning process into local citizen group discussions and meetings. 3. Relate overall community needs and values relative to planning goals and to future land use and transportation decisions. 4. 14 B. ISSUES CLARIFICATION AND PROBLEM SOLVING 1. Evaluate and propose solutions and alternatives on major transportation proposals and critical transportation-related issues. 2. Assess general citizen attitudes and response to planning and programming proposals. 3. Identify existing transportation problems areas of general citizen concern. 4. Review and comment on the Transportation Improvement Plan, Unified Planning Work Program, and Long-Range Transportation Plan., and other multimodal transportation studies and issues. Provide recommendations to the MPO Board. If questions of a technical nature arise, the CAC will seek the expertise of the Technical Advisory Committee (TAC) in interpretation of these questions. ARTICLE VI. MEMBERSHIP COMPOSITION, APPOINTMENTS, AND TERM OF OFFICE ARTICLE VII.ARTICLE V. MEMBERSHIP AND COMPOSITION The CAC shall be composed at least nine (9) appointed persons whose membership shall represent a broad spectrum of social and economic backgrounds and interests in transportation. Pasco County governmentsmpo staff shall recommend CAC members to the MPO Board. If the minimum representation illustrated in Table 2 is not met by the Government Membership indicated in Table 1, the MPO Board shall expand the CAC Membership by adding at -large members to serve on the CAC in the deficient representation category. The MPO Board shall approve all membersmembers of the CAC B. 17 ARTICLE VIII.ARTICLE VI. APPOINTMENTS AND VACANCIES A. Members shall be confirmed by the MPO Board at a regularly scheduled meeting. B. Nominations for CAC members shall be submitted for final approval to the MPO Board by the MPO member or members representing the County or municipality that the CAC member would be representing. C. Members shall be confirmed by the MPO Board at a regularly scheduled meeting. D. As vacancies occur, nominees will be chosen from applicants on file; citizens referred by other CAC, TAC, or MPO members; or, as necessary, from general solicitation through the local news media. 1. Members of the CAC shall not be elected officials or technical personnel directly involved in the transportation planning process. 2. One alternate representative may be designated by the MPO Board to act on behalf of a regular member with the privileges accorded thereto. ARTICLE IX.ARTICLE VII. TERMS OF OFFICE AND REMOVAL FROM OFFICE 3. The term of office for CAC members shall be three (3) years. CAC members may be reappointed following expiration of their term of office. 18 Members shall be limited to no more than five (5) terms. An individual having served five (5) terms may be appointed to another term or terms, but must wait at least one (1) year between appointments. 4. CAC members appointed as a result of vacancies shall serve at least until the end of the three (3) year term of the member being replaced. If the period of time remaining of the vacant CAC position is less than two (2) years, the new CAC member shall serve the following additional time: a. If less than one (1) year remains on the vacant CAC position, the expiration date of the vacant CAC position shall be extended two (2) years from the original expiration date. b. If between one (1) to two (2) years remain on the vacant CAC position, the expiration date of the vacant CAC position shall be extended one (1) year from the original expiration date. 5. If a CAC member moves out of the area (s)he represents, such a move shall be considered as an automatic resignation from the CAC and the position shall be comebecome vacant. 6. Each member of the CAC is expected to demonstrate her/his interest in the CAC's activities through active participation in scheduled meetings. 7. If, at any time, the MPO Board feels that any CAC member is not performing her/his duties, the MPO Board may, by majority vote, remove that member from the CAC. gmwpdata/mpo/cacbylaws_mr Page 8 of 13 1/7/12/10/139/4/14

19 8. Three (3) unexcused absences by a member or alternate during a year are grounds for dismissal of that representative (but not the agency (s)he represents) by the ChairpersonChairman. Further, if designated alternates are in attendance more often than the member, the designated alternate will be made the de facto member. ARTICLE X.ARTICLE VIII. OFFICERS, THEIR DUTIES AND RESPONSIBILITIES C. The CACfirst regularly scheduled CAC meeting of each calendar year shall hold an annual organizational meeting for the purpose of electing the following officers: 1. Chairperson 2. The ChairpersonChairman shall preside at all meetings, call special meetings, assign duties to members, establish the agenda for meetingsmeetings in consultation with the MPO staff, and act as liaison with government bodies and other related committees. F. The Vice-ChairpersonChairman shall, during the absence of the ChairpersonChairman or her/his inability to serve, have, and exercise all of the duties and powers of the ChairpersonChairman. During the presence of the ChairpersonChairman, the Vice- ChairpersonChairman shall perform duties assigned her/him by the ChairpersonChairman. D. The Chairperson may appoint subcommittees to further examine particular issues of the ongoing transportation planning process. G. If both the Chairman and Vice-Chairman are absent from a meeting, a temporary Chairman shall be provided by a majority vote of the members present. H. Each member of the CAC may be appointed to one (1) or several standing committee(s) that is/are responsible for an area of MPO planning and coordination responsibility. The number and functions of each committee shall be determined by the CAC; however, the number of members on any committee must be less than a quorum of the CAC. In addition, the CAC Chairman may appoint an advisory subcommittee for the purpose of assisting the CAC in carrying out their transportation functions. ARTICLE XI.ARTICLE IX. MEETINGS A. The CAC shall meet on the Wednesday before the MPO Board meeting of each month at a designated time. and location. CAC members are directed to notify the MPO staff of any absences at least three (3) working days prior to the scheduled meeting date, and the MPO staff is to notify the alternate representative as soon as possible. C. Additional meetings may be scheduled by the MPO Board, the CAC ChairpersonChairman, or the Transportation Planning CoordinatorManager as required to allow for public input into the transportation planning process. D. A quorum shall consist of five (5) CAC members on the active roster at the time of the meeting. A quorum shall be required for conduct of all official business. AEach voting member will have an equal vote. A vote on an issue or decision by a simple majority of the quorum shall be necessary to decide an issue beforevoting members present is required by the committee. E. Agendas shall be sentprovided electronically to members at least five (5) working days prior to the meetings. F. Meetings shall be given public notice in accordance with County procedures. All meetings shall be open to the public and news media. G. Minutes shall be taken at all CAC meetings using a tape recorderrecording device. This recording will be kept for two (2) months or until the meeting minutes have been officially approved by the CAC. H. 22 I. The MPO staff shall prepare and forward to the appropriate agency (TAC, MPO Board, or other agency as requested by the CAC) actions passed by the CAC. Except as otherwise provided in these bylaws, Roberts Rules of Order shall be followed at all meetingsmeetings. ARTICLE XII.ARTICLE X. AMENDMENT TO BYLAWS A. These bylaws were originally adopted on September 28, 1994.The CAC will review these bylaws systematically and update them as needed. These bylaws may be amended by an affirmative vote of at least two-thirds of the total members of the CAC, provided that a copy of the proposed amendment(s) shall have been sentprovided to every member at least five (5) working days prior to the vote. The 2014 List of Priority Projects is utilized by the Florida Department of Transportation (FDOT), District Seven, to provide direction and guidance in programming projects in the next Tentative Work Program (FY 2015/16 FY 2019/20). The 2014 List of Priority Projects was approved by the MPO at the Public Hearing that was held in conjunction with their September 11, 2014 regularly scheduled meeting. 29 PASCO COUNTY METROPOLITAN PLANNING ORGANIZATION 2014 LIST OF PRIORITY PROJECTS SEPTEMBER 11, 2014 PROJECT SELECTION AND PRIORITIZATION PROCESS OVERVIEW HIGHWAY PROJECTS: The project selection and prioritization process used by the Metropolitan Planning Organization (MPO) begins with the identification of transportation needs by all modes based on the currently adopted Long-Range Transportation Plan (LRTP). The transportation projects in the MPO s "Needs" plan are prioritized to facilitate the development of the Cost Affordable Plan. The transition from the "Needs" Plan to the Cost Affordable Plan, in a priority order, is determined by applying a number of criteria including: Level of service and traffic data analysis Discussion among planning and engineering staff regarding the results of technical evaluations and analysis (Level of Service, traffic volumes, etc.) Application of the quantitative roadway project prioritization criteria (project status, benefit/cost analysis, existing volume over capacity, Future volume over capacity (v/c), emergency evacuation route, truck route, etc.) Project priorities are reviewed for input by: Public input at large and through the MPO's Technical Advisory Committee, Citizens Advisory Committee, Bicycle/Pedestrian Advisory Committee, and at MPO Board meetings Local governments Florida Department of Transportation (FDOT) The final List of Priority Projects is adopted and updated, if necessary, by the MPO Board on an annual basis. 66 This project is a Pasco County MPO sponsored planning study to investigate alternative alignments and identify a preferred route for a multiuse bicycle/pedestrian trail segment to connect to the future extension of the Pinellas Trail that current ends north of the Anclote River in Tarpon Springs, to Pasco County s Anclote Gulf Park, Anclote River Park and Key Vista Nature Park. This trail connection would provide a valuable asset to southwest Pasco County and the local community by offering a safe bicycle and pedestrian trail linking schools, homes, and parks and recreation amenities in this coastal environment. In addition, the concept is: Consistent with the Pasco County Greenways, Trails, and Blueways (GTB) plan Pasco County s MPO Long Range Transportation Plan (LRTP), and Provides access to the Pinellas Trail, which includes over 42 miles of multiuse trail with access to Clearwater and St Petersburg. The public will be invited to participate in the study and will have the opportunity to provide input in a series of meetings, the first of which is tentatively scheduled for October 21 or 22, 2014 and another one in January Exact dates, times and locations are yet to be determined and will be published via the Pasco County MPO website ( The study is anticipated to be completed by the end of the April The final study report will include a recommended trail alignment, supporting graphics to show trail character and potential trail amenities.
