Applicants for land use and zoning related items are advised that the resumes of staff members who prepare applicable staff reports are on file in the City Clerk's Office. The City desires to accommodate persons with disabilities. CONSENT AGENDA A Red, White, and Boom! 4th of July Event Approve staff efforts in coordinating the 2019 Red, White, and Boom! festivities, and authorize the City Manager to put in place all contracting instruments necessary for this event. Award of Contract - Floating Plant Mat Systems Approve award of contract to Beemats, LLC of New Smyrna Beach, Florida in the amount of $300, over four years for the installation and maintenance of floating wetland islands at the Senior Center and Coleman Ponds and authorize the Mayor to execute the contract. Additionally, approve associated budget amendment. C. Fee Resolution No Correction of Scrivener's Error in Resolution No , Community Development Fees Adopt Resolution No correcting a scrivener's error in Resolution No adopting amended Community Development fees. Budget Amendment - Stormwater Projects Approve a budget amendment in the amount of $33,000 to fund on-demand stormwater project SU1701 (Renewal and Replacement) currently under existing contracts for the Hopkins Avenue pipe replacement. F. Advisability - Review of Land Development Fees Approve advisability for staff to review current the Land Development fee schedule. 9. Ordinance No Related to Off-Street Parking Conduct the second public hearing of Ordinance No amending the Code of Ordinances by amending Chapter 28 Zoning, specifically amending Sections Use table and , Off-street parking lots to amend off-street parking lots from a permitted use with limitations to a conditional use in the Urban Mixed Use (UMU) district, allowing off-street parking lots as a conditional use within the Regional Mixed Use (RMU) zoning district specifically the RMU-300 and -400 subdistricts, and amending the standards for conditional uses; providing for severability, repeal of conflicting ordinances, an effective date and incorporation into the code. approval, 7-0. Ordinance No Related to the Wetland and Conservation Area Conduct the second reading and final public hearing of Ordinance No amending Chapter 29 Special Districts and Overlays of the Code of Ordinances; specifically amending Article IV Wetland and Conservation Area (WCA), Sections Intent to clarify the intent of the overlay as related to conservation easements and other preservation mechanisms, amending Sections Permitted zoning districts, Conditional uses and Official map to include Planned Development (PD) as a permitted zoning district and modify conditional uses within the overlay; providing for severability; repeal of conflicting ordinances; for an effective date and for incorporation into the code. approval (7-0) with the addition of language "the Park and Open Space uses as authorized in the Planned Development Division."
