CONSENT AGENDA A. AWARD BID FOR REHABILITATION OF FOUR LIFT STATIONS Approve award of contract for Bid No. 12-B-002 in the amount of $69,440 to Hinterland Group, Inc. of Cocoa, FL for the rehabilitation of four lift stations and authorize the Mayor to execute the contract. B. AWARD BID FOR MOURNING DOVE WATER TREATMENT PLANT STORMWATER IMPROVEMENTS Approve award of a contract to Gregori Construction and Engineering, Inc. of Titusville, FL, in the amount of $34,360 for the construction of a stormwater pond, 2 - outfall structures and discharge piping at the Mourning Dove Water Treatment Plant and authorize the City Manager to execute the contract. C. GOPHER TORTOISE MANAGEMENT PLAN Approve the Gopher Tortoise Management Plan for Hospice of St. Francis Inc. (The Planning and Zoning Commission recommended approval, 4-0) D. AWARD OF BID #12-B-015 GUNS/AMMUNITION/LESS LETHAL/TARGETS Approve the award of Bid #12-B-015 for the purchase of duty and live training rounds to replenish chemical agents and specialty impact munitions (less lethal munitions) to five separate vendors totaling $23, E. ADOPT RESOLUTION NO AND AUTHORIZE THE MAYOR TO SIGN SUPPLEMENTAL LAP AGREEMENT FOR EAST CENTRAL REGIONAL RAIL TRAIL PROJECT Resolution No supporting a Supplemental Local Agency Partnership (LAP) Agreement between the Florida Department of Transportation (FDOT) and the City of Titusville for the modification of construction limits of the East Central Regional Rail Trail Project within the City. In addition, authorize the Mayor to sign LAP agreement for this project. F. AWARD OF BID - CDBG DIRT STREET IMPROVEMENTS Page 2 of 449

3 Approve award of contract to P&S Paving of Daytona Beach, FL in the amount of $56,152 to pave four dirt streets within the CDBG target areas and authorize the Mayor to sign the contract. 9. ORDINANCES SECOND READING, PUBLIC HEARINGS & RELATED ACTION A. ORDINANCE NO ANNUAL UPDATE TO THE CAPITAL IMPROVEMENTS ELEMENT 2011 ADOPTION Approve Annual Update to the Capital Improvements Element 2011 and related Ordinance No updating the Capital Improvements Element and the Public Schools Element. Ordinance No amending the code of ordinances by amending Ordinance No which adopted the Comprehensive Plan of the City, by amending the Five-Year Capital Improvements Schedule of the Capital Improvement Element; amending the Public School Facilities Element relating to the Five-Year Capital Improvement Program. The Planning and Zoning Commission, acting as the Local Planning Agency, recommended approval, 4-0. B. COMPREHENSIVE PLAN AMENDMENT (CPA) NO COMPLETE STREETS POLICIES Adopt Comprehensive Plan Amendment (CPA) No and related Ordinance No Ordinance No amending the Code of Ordinances by amending Ordinance No , which adopted the Comprehensive Plan of the City of Titusville, by amending the Transportation Element of the Comprehensive Plan; and providing for severability. The Planning and Zoning Commission, acting as the Local Planning Agency, recommended approval, ORDINANCES-FIRST READING A. ORDINANCE NO AMENDING THE DOWNTOWN CRA PLAN TO ALLOW ECONOMIC DEVELOPMENT PROGRAMS Ordinance No An ordinance of the City of Titusville, Florida, amending Ordinance No dated August 1, 1984, which approved and adopted the Community Redevelopment Plan for the Community Redevelopment Agency created on October 12, 1982, by amending said previously adopted plan; amending Ordinance No dated October 22, 1996, and Ordinance No dated March 23, 2004, which updated the Page 3 of 449

4 Redevelopment Plan; providing for ratification of previous actions of the Community Redevelopment Agency and adopting certain amendments thereto to the Community Redevelopment Plan; and providing for an effective date. B. ORDINANCE NO PROVIDING AD VALOREM TAX ABATEMENT TO PROJECT SPEED Ordinance No An ordinance of the City of Titusville, Florida allowing for an ad valorem tax abatement to Project Speed; specifying the items exempted; providing the expiration date of the exemption, and providing for an effective date. REZONING NO , ORDINANCE NO Ordinance No An ordinance amending Ordinance No of the City of Titusville, Florida, by amending the zoning map made a part of said ordinance by reference by changing a 245 acre property located on Fox Lake Road, west of Interstate 95 as described in the legal description from its present Residential Estate (RE) and Open Space and Recreation (OR) zoning to General Use (GU) and Open Space and Recreation (OR) zoning classification; and providing for an effective date. 11. OLD BUSINESS A. REQUEST TIME EXTENSION TO THE DEMOLITION DEADLINE PROVIDED FOR 1350 S. DELEON AVENUE Provide a time extension for the demolition of 1350 S. Deleon Avenue, which will require the developer to obtain construction permits by March 30, NEW BUSINESS A. FY 2012 FIRST QUARTER FINANCIAL REVIEW Council accept the FY2012 First Quarter Review and approve the proposed budget amendment for the Fiscal Year's Quarter Ending December 31, B.
